The 21st century is the age of culture and arts. Although participation in culture and arts is emphasized as an important and meaningful, there is a culturally underprivileged class of people who have difficulty in experiencing culture and art in society. The role of culture and the arts is to improve the quality of life of the individual. They provide the dignity and value opportunities for the self and the community by expressing the emotions and feelings of various cultures and arts. Therefore, this study compares cases of support for culture and arts activities in domestic and foreign corporations for underprivileged classes, centered on culture and arts support from three domestic companies and two foreign companies from 2006 to 2016, to raise interest in culture and arts activities and to provide basic data on culture and arts support projects.
The meaning of “culturally underprivileged class” is defined as a group of people that have no experience in culture and arts due to social, cultural, economic, and other conditions, or who do not receive benefits due to limited opportunities for cultural participation. The meaning of culture and arts is defined in article 2, section 1 of the Culture and Arts Promotion Act as literary, art, music, dance, drama, film, entertainment, traditional music, photography, architecture, language, publication, etc. The term 'Mecenat' is used to describe the support activities for culture and arts. There are the Korean Mecenat Association, the Business Committee for the Arts in the USA, and ADMICAL in France. For Korean companies, LG, Kia Gwangju Factory, LX Korea Land And Geospatial Informatix Corporation were selected, and Time Warner in the United States and Fimalac in France were selected. When comparing the activities of culture and arts support from companies for the culturally underprivileged class, a difference between domestic and foreign tax benefits in support of culture and arts was found. This research suggests the following methods to help the culture and arts support activities for individuals and local groups other than Mecenat in domestic culture and arts support.
First, in the selection of organizations for providing culture and arts, consideration should be given to recognition of the culturally underprivileged class, expertise in the creation and support of culture and arts, culture and arts performances, and educational activities. It is necessary to understand and care for the underprivileged class who are restricted socially, economically, and culturally prior to the cultural and arts support activities.
Second, corporations, art groups, and artists should provide culture and arts performances and educational opportunities to the underprivileged class through mutual exchange. In addition, the nation should provide opportunities for arts organizations and artists for cultural and artistic activities to encourage all citizens, including the underprivileged class, to participate in culture and arts activities. When the country helps with culture and arts support activities, it can be a solution to various problems that can be raised in realizing the pure image of corporations and art groups.
Third, the walls of the social hierarchy which are the root of social inequality in our country should be broken down to cut off the link of the vicious social circle. Opportunities and participation in the arts and cultural experience should be equal without hierarchy. Through this, it will be possible to improve quality of life by resolving the difficulty of the underprivileged class and broadening the scope of culture and arts activities for them. In addition, it will lead to a change the perception of the underprivileged class.
