본 연구에서는 고구려․수 전쟁에 대해 군대의 편성, 무기 및 병종 체계, 진군 노선, 전략과 전술 등 주로 군사적 측면에서 접근하면서, 고구려․수 전쟁의 전투 양상을 최대한 다각도로 살펴보고자 하였다. 고구려․수 전쟁의 서막은 고구려 遼西 공격이었다. 고구려는 遼西 공격을 통해 속말말갈의 복속을 수에 과시함으로써 수가 전쟁 준비를 하기 전에 공격 의욕을 좌절시켜 수와의 전면적인 전쟁을 막고자하였다. 반면 수 문제는 고구려의 遼西 공격으로 인하여 遼西지역에 대한 영향력 확대에 제동이 걸리고, 돌궐과 고구려의 연계 가능성을 확인하면서 고구려 원정을 감행하였다. 수는 육군 行軍元帥로 漢王 楊諒과 王世積, 元帥長史로 高熲, 그리고 水軍總管으로는 周羅睺를 임명하여 30만 원정군을 편성하였다. 육군은 高熲이 군수통수권을 장악하고 통솔하였다. 王世積과 高熲이 이끄는 군대는 臨楡關을 출발해 柳城에서 楊諒이 이끄는 군대와 합류하여 고구려로 진군하고자 하였는데, 군량 부족 및 전염병이 유행하는 등 심각한 문제에 봉착하였다. 이 때 高熲은 회군, 楊諒은 진군을 주장하였는데, 高熲과 두터운 신뢰관계를 형성하고 있었던 王世積은 회군을 결정하였다. 楊諒은 계획대로 고구려로 진군하였는데, 楊諒이 이끄는 군대 또한 군량 부족과 전염병에 시달렸다. 그리고 周羅睺가 이끄는 水軍 또한 거센 바람에 표류하고 침몰하면서 원정은 실패로 귀결되었다. 고구려 원정의 실패 요인으로는 전쟁 준비 부족, 원정시기의 오판 등을 들 수 있지만, 원정 실패의 피해를 키운 것은 楊諒의 무능함과 욕심 때문이라고 볼 수 있다. 612년 고구려․수 전쟁은 수가 고구려와 돌궐의 연계 가능성을 차단하고, 전쟁을 통해 황제의 권위를 확인시키고 위엄을 과시하려는 수 양제의 개인적 목적과 더불어 수의 대외정책이 ‘四夷誅討’로 전환되는 과정 속에서 일어났다. 수군은 크게 육군과 水軍으로 편성되었다. 종래 육군에 대해서 수 양제의 조서를 바탕으로 ‘24군 + 天子 6軍’ 등 모두 30개 군으로 이루어졌다고 보았다. 그런데 30개 군 이외에 遂城道軍, 增地道軍, 險瀆道軍, 新城道軍, 盧龍道軍 등이 확인된다. 涿郡에서 ‘매일 한 군이 출발하여 40일이 되어서야 마쳤다’는 기록을 참고해 볼 때, 육군은 40개 군으로 편성되었던 것으로 추정된다. 반면 水軍은 滄海道軍 1군만 편성되었다. 고구려 원정에 참전한 1,113,800명 가운데 611년 4월에 동원된 水手 10,000명, 弩手 30,000명, 排鑹手 30,000명 등 총 70,000명은 水軍으로 추정되고, 육군은 이를 뺀 1,063,800명 정도로 추정된다. 수 원정군의 지휘 체계를 살펴보면, 각 군대에는 大將, 亞將, 監軍, 受降使者가 각각 한명씩 있었다. 大將은 정3품인 大將軍이나 종3품인 將軍이 맡았고, 亞將은 정4품 武賁郎將이 맡았다. 監軍은 長史가 맡았는데, 大將軍을 보조하면서 조언을 하거나 군을 관리․감독․감시․통제하는 역할을 하였던 것으로 보인다. 受降使者는 大將급인 3품보다 1품 혹은 2품이 낮은 4~5품 관리가 맡았는데, 정식으로 고구려군의 항복을 받아내고, 황제의 조서를 받들었으며, 백성을 慰撫하는 역할을 하였다. 수 양제는 受降使者 배치를 통해 적군에게 아량을 베풀면서 승리를 거둘 줄 아는 군주상을 대거 표출함으로써 황제권을 강화하고자 하였다. 수나라 육군의 각 군은 기병, 보병, 輜重戎車散兵으로 구성되어 있었다. 기병은 중장기병이 주력으로 장창부대와 弓矢부대가 있었고, 보병은 쇠뇌부대와 창부대가 있었다. 輜重戎車散兵은 募人들이 주축이었는데 일시적으로 병력 수만 채우는 예비군, 戎車를 이용해 군량 등 물자를 옮기는 보급병, 공성 기계를 만드는 工人 등이 소속된 것으로 추정된다. 일반 육군의 각 군은 기병 4,000기․보병 8,000명․輜重戎車散兵 13,000명 등 총 25,000여명, 天子 6軍의 각 군은 기병 5,000기․보병 10,000명․輜重戎車散兵 20,000명 등 총 35,000여명으로 이루어진 것으로 추정된다. 水軍은 弩手 30,000명, 排鑹手 30,000명으로 이루어져 있고 쇠뇌부대와 창부대가 있었다. 수 원정군은 612년 1월에 涿郡을 출발한 이후, 臨渝關을 지나 瀘河鎭 혹은 懷遠鎭에서 군수 물자를 보급 받은 후 3월에 遼水에 이르렀고, 4월에 요하를 건넌 후부터는 공성전을 전개하였다. 수군 지휘부는 전투에 대한 모든 상황을 수양제에게 보고하고 그 지시를 따라야만 했는데, 당시 수 양제는 臨海頓에 머물고 있었다. 결국 전투 지휘관과 수 양제 사이의 보고․지시의 신속성 결여 및 수양제가 受降使者를 통해 보고를 받음으로 인한 전황 파악 실패 등 수 내부의 지휘체계의 문제점과 더불어 쇠뇌 등 우수한 원사무기를 활용한 고구려의 뛰어난 성곽 방어술로 인하여 수군은 공성전에서 고전하게 된다. 이에 수 양제는 점령하지 못한 고구려성들을 남겨둔 채 직접 평양성으로 진군하기 위한 별동대를 편성하였다. 별동대는 종래 9군으로 보았던 것과 달리 12개의 군으로 이루어져 있었다. 별동대를 구성하고 있었던 각 군은 瀘河鎭이나 懷遠鎭에서 출발하여 각기 다른 경로로 고구려로 진군하는 도중에 별동대 임무를 부여받았고, 압록수 서쪽에서 같은 임무를 맡은 군과 만나서 함께 평양성으로 진군하였다. 그런데 군사가 짊어져야 할 군수 물자가 늘어남에 따라 군수 물자를 감당하지 못한 군사들이 군량을 버리게 되면서 별동대는 식량 부족에 시달리게 되었다. 이런 상태에서 무리하게 평양성으로 진군하였던 별동대는 고구려의 청야 전술, 후퇴 유도 전술, 지연 전술, 매복 전술 등에 걸려 들음으로써 ...

본 연구에서는 고구려․수 전쟁에 대해 군대의 편성, 무기 및 병종 체계, 진군 노선, 전략과 전술 등 주로 군사적 측면에서 접근하면서, 고구려․수 전쟁의 전투 양상을 최대한 다각도로 살펴보고자 하였다. 고구려․수 전쟁의 서막은 고구려 遼西 공격이었다. 고구려는 遼西 공격을 통해 속말말갈의 복속을 수에 과시함으로써 수가 전쟁 준비를 하기 전에 공격 의욕을 좌절시켜 수와의 전면적인 전쟁을 막고자하였다. 반면 수 문제는 고구려의 遼西 공격으로 인하여 遼西지역에 대한 영향력 확대에 제동이 걸리고, 돌궐과 고구려의 연계 가능성을 확인하면서 고구려 원정을 감행하였다. 수는 육군 行軍元帥로 漢王 楊諒과 王世積, 元帥長史로 高熲, 그리고 水軍總管으로는 周羅睺를 임명하여 30만 원정군을 편성하였다. 육군은 高熲이 군수통수권을 장악하고 통솔하였다. 王世積과 高熲이 이끄는 군대는 臨楡關을 출발해 柳城에서 楊諒이 이끄는 군대와 합류하여 고구려로 진군하고자 하였는데, 군량 부족 및 전염병이 유행하는 등 심각한 문제에 봉착하였다. 이 때 高熲은 회군, 楊諒은 진군을 주장하였는데, 高熲과 두터운 신뢰관계를 형성하고 있었던 王世積은 회군을 결정하였다. 楊諒은 계획대로 고구려로 진군하였는데, 楊諒이 이끄는 군대 또한 군량 부족과 전염병에 시달렸다. 그리고 周羅睺가 이끄는 水軍 또한 거센 바람에 표류하고 침몰하면서 원정은 실패로 귀결되었다. 고구려 원정의 실패 요인으로는 전쟁 준비 부족, 원정시기의 오판 등을 들 수 있지만, 원정 실패의 피해를 키운 것은 楊諒의 무능함과 욕심 때문이라고 볼 수 있다. 612년 고구려․수 전쟁은 수가 고구려와 돌궐의 연계 가능성을 차단하고, 전쟁을 통해 황제의 권위를 확인시키고 위엄을 과시하려는 수 양제의 개인적 목적과 더불어 수의 대외정책이 ‘四夷誅討’로 전환되는 과정 속에서 일어났다. 수군은 크게 육군과 水軍으로 편성되었다. 종래 육군에 대해서 수 양제의 조서를 바탕으로 ‘24군 + 天子 6軍’ 등 모두 30개 군으로 이루어졌다고 보았다. 그런데 30개 군 이외에 遂城道軍, 增地道軍, 險瀆道軍, 新城道軍, 盧龍道軍 등이 확인된다. 涿郡에서 ‘매일 한 군이 출발하여 40일이 되어서야 마쳤다’는 기록을 참고해 볼 때, 육군은 40개 군으로 편성되었던 것으로 추정된다. 반면 水軍은 滄海道軍 1군만 편성되었다. 고구려 원정에 참전한 1,113,800명 가운데 611년 4월에 동원된 水手 10,000명, 弩手 30,000명, 排鑹手 30,000명 등 총 70,000명은 水軍으로 추정되고, 육군은 이를 뺀 1,063,800명 정도로 추정된다. 수 원정군의 지휘 체계를 살펴보면, 각 군대에는 大將, 亞將, 監軍, 受降使者가 각각 한명씩 있었다. 大將은 정3품인 大將軍이나 종3품인 將軍이 맡았고, 亞將은 정4품 武賁郎將이 맡았다. 監軍은 長史가 맡았는데, 大將軍을 보조하면서 조언을 하거나 군을 관리․감독․감시․통제하는 역할을 하였던 것으로 보인다. 受降使者는 大將급인 3품보다 1품 혹은 2품이 낮은 4~5품 관리가 맡았는데, 정식으로 고구려군의 항복을 받아내고, 황제의 조서를 받들었으며, 백성을 慰撫하는 역할을 하였다. 수 양제는 受降使者 배치를 통해 적군에게 아량을 베풀면서 승리를 거둘 줄 아는 군주상을 대거 표출함으로써 황제권을 강화하고자 하였다. 수나라 육군의 각 군은 기병, 보병, 輜重戎車散兵으로 구성되어 있었다. 기병은 중장기병이 주력으로 장창부대와 弓矢부대가 있었고, 보병은 쇠뇌부대와 창부대가 있었다. 輜重戎車散兵은 募人들이 주축이었는데 일시적으로 병력 수만 채우는 예비군, 戎車를 이용해 군량 등 물자를 옮기는 보급병, 공성 기계를 만드는 工人 등이 소속된 것으로 추정된다. 일반 육군의 각 군은 기병 4,000기․보병 8,000명․輜重戎車散兵 13,000명 등 총 25,000여명, 天子 6軍의 각 군은 기병 5,000기․보병 10,000명․輜重戎車散兵 20,000명 등 총 35,000여명으로 이루어진 것으로 추정된다. 水軍은 弩手 30,000명, 排鑹手 30,000명으로 이루어져 있고 쇠뇌부대와 창부대가 있었다. 수 원정군은 612년 1월에 涿郡을 출발한 이후, 臨渝關을 지나 瀘河鎭 혹은 懷遠鎭에서 군수 물자를 보급 받은 후 3월에 遼水에 이르렀고, 4월에 요하를 건넌 후부터는 공성전을 전개하였다. 수군 지휘부는 전투에 대한 모든 상황을 수양제에게 보고하고 그 지시를 따라야만 했는데, 당시 수 양제는 臨海頓에 머물고 있었다. 결국 전투 지휘관과 수 양제 사이의 보고․지시의 신속성 결여 및 수양제가 受降使者를 통해 보고를 받음으로 인한 전황 파악 실패 등 수 내부의 지휘체계의 문제점과 더불어 쇠뇌 등 우수한 원사무기를 활용한 고구려의 뛰어난 성곽 방어술로 인하여 수군은 공성전에서 고전하게 된다. 이에 수 양제는 점령하지 못한 고구려성들을 남겨둔 채 직접 평양성으로 진군하기 위한 별동대를 편성하였다. 별동대는 종래 9군으로 보았던 것과 달리 12개의 군으로 이루어져 있었다. 별동대를 구성하고 있었던 각 군은 瀘河鎭이나 懷遠鎭에서 출발하여 각기 다른 경로로 고구려로 진군하는 도중에 별동대 임무를 부여받았고, 압록수 서쪽에서 같은 임무를 맡은 군과 만나서 함께 평양성으로 진군하였다. 그런데 군사가 짊어져야 할 군수 물자가 늘어남에 따라 군수 물자를 감당하지 못한 군사들이 군량을 버리게 되면서 별동대는 식량 부족에 시달리게 되었다. 이런 상태에서 무리하게 평양성으로 진군하였던 별동대는 고구려의 청야 전술, 후퇴 유도 전술, 지연 전술, 매복 전술 등에 걸려 들음으로써 살수에서 대패하였다. 수나라의 水軍 또한 평양성에서 고구려군의 매복에 걸려 대패하였는데, 결국 수군은 공성전에서의 고전, 별동대와 水軍의 패배로 인하여 철군하였다. 수 양제는 613년과 614년 계속해서 고구려 원정에 나섰다. 613년 고구려․수 전쟁에서 수는 612년 전쟁 때 편성된 軍名을 그대로 사용하였다. 613년 편성된 군대로 육군으로는 扶餘道軍, 碣石道軍, 盧龍道軍, 蹋頓道軍, 요동성을 공격한 군대, 평양으로 직접 진군하려고 했던 별동대 등이 있었고, 水軍으로는 滄海道軍, 朝鮮道軍 등이 있었다. 그리고 육군 각 군의 병력 수는 613년과 614년 모두 612년 전쟁 때와 같은 약 25,000명이었다. 지휘 체계에 있어 군의 최고 지휘관으로 ‘軍將’을 임명하였고, 병력 구성에 있어서는 부병 이외에 모병을 통해 驍果를 대거 선발하였다. 612년 전쟁과 비교해 보았을 때 수는 고구려 강역에 보다 가까운 곳에 군수 보급기지를 두고 지휘관에게 편의종사권을 부여하였으며 水軍을 2개의 군으로 편성하는 등의 변화를 주었지만, 고구려로 진입하는데 있어 여러 루트를 이용하였고 평양성으로 진군하는 별동대를 편성하는 등 전체적으로 전략․전술에 큰 변화를 주지 않았다. 이는 612년 전쟁 당시 수 양제 자신의 전략 실패를 인정하지 않으려는 의도가 깔려 있다고 볼 수 있다. 수는 이러한 전략을 토대로 613년․614년 전쟁을 수행하였지만, 楊玄感의 반란 등 수 내부 각지에서의 봉기로 인하여 철군할 수 밖에 없었다. 수 내부에서 농민 봉기가 확산되는 가운데 수 양제는 친위군의 쿠데타에 의해 살해되고, 군웅 할거세력 가운데 하나였던 李淵이 황제로 즉위하여 당을 세우면서 수는 멸망하고 말았다. 수의 멸망으로 인한 다원적인 국제 질서 속에서 고구려는 주변국과의 우호적인 관계를 통해 전쟁으로 인한 인적․물적 자원의 회복과 왕위 교체로 인한 어수선한 분위기 수습이라는 당면 과제를 해결하고자 하였다.

In this article, I try to understand the Goguryeo - Sui wars by examining the wars from the perspective of military history such as composition of the army, the system of weapons and army branches, the advance routes and the strategies and tactics used in the military history and understanding aspects of combats shown in the wars as much as possible. The preface of Goguryeo - Sui Wars were Goguryeo's attack to Yoseo(遼西- west of Lyoha) in 598. Goguryeo intended to prevent a total war against Sui by crushing the will of attack of Sui through the subordination of Sokmalmalgal. However, Emperor Wen of Sui (隋文帝) made an expedition to Goguryeo, as the Yoseo attack of Goguryeo braked the expansion of influence of the Sui on the Yoseo area and the possibility of cooperation between Turk and Goguryeo became higher. Sui, defeating Goseuryeo's Yoseo attack, appointed Hanwang Yangryang and Wang Sejeok as a Commander of Military (Haenggunwonsu), Ko Kyung as an Assistant General of the Army (Wonsujangsa), and Jurahu as an Admiral of the Navy (Sugunchonggwan) and composed an expedition military of 300,000. Kokyung took control of the army. Corps led by Wang Sejeok and Ko Kyung left Rimyukwan for Ryuseong where Hanwang Yangryang's troops were stationed. They intended to advance to Goguryeo with the troop led by Yangryang, but they met serious problems such as shortage of food and epidemic of contagious diseases. It is supposed that Ko Kyung addressed retreat and Hanwang Yangryang advance. As Wang Sejeok trusted and had good relations with Ko Kyung, it is highly probable that he agreed to Ko Kyung. Accordingly, Ko Kyung and Wang Sejeok retreated from Ryunseong, while Hanwang Yangryang advanced to Goguryeo as he planned. The troops led by Hanwang Yangryang suffered from shortage of food and contagious diseases. And the navy led by Jurahu also drifted and sank in a strong wind, and the expedition failed. Although there are many failure factors for the expedition such as lack of preparation for war and wrong selection of time for the expedition, it is believed that inability of Hanwang Yangryang accounted for the failure of expedition failure. Goguryeo - Sui War in 612 took place in the process that the Sui tried to interrupt the possibility of the connection between Goguryeo and Turk, the Emperor Yang of Sui tried to confirm the emperor's authority and show off his dignity through the war and the foreign policy of Sui was changed into "Saijuto" (To Subjugate the barbarians of the four countries). At that time, military of Sui was composed of the army and the navy. It has been known that the army was composed of 30 corps such as 24 general corps and Emperor's 6 corps based on the protocol of the Emperor Yang of Sui. However, Suseongdogun, Jeungjidogun, Heomdokdogun, Sinseongdogun and Roryongdogun were identified in addition to those 30 corps. Referring to the record from Takkun ‘a corps departed everyday and it took 40 days for the whole army departed', it is guessed that the army was composed of 40 corps rather than 30 corps. On the other hand, there was only one corps such as Changhaedogun in the navy. Among 1,113,800 who participated in the expedition to Goguryeo, 70,000 people were thought to be the navy such as 10,000 boatmen, 30,000 archers and 30,000 spear throwers mobilized in April, 611. The army is estimated as 1,063,800 subtracting the number of the navy. Looking at the command system of the navy, there was a general (Daejang), a vice general (Ajang), a Gamgun and a Suhangsaja in each corps and then a Pyeongjang in each Dan. Daejang was the top commander of the army and Daejanggun (Jeong-3-pum) or Janggun (Jong-3-pum) took the position. Right below Daejang, there is an Ajang and it seemed that Mubunrangjang (Jeong-4-pum) took the office. Gamgun was taken by Jangsa. It is supposed that the role of Gamgun might be assisting and advising Daejanggun and managing, supervising, superintending, and controlling the army. Suhangsaja would receive the surrender of the army of Goguryeo, the emperor's protocol and console the public as well as control and check Daejang. It is supposed that Suhangsaja was appointed among Grade 4 or 5 public servants (4-pum or 5-pum) belonging 5 Seongs or 3 Daes rather than 12 Wis where Daejang may have influence. Emperor Yang of Sui tried to reinforce the emperor's power through the image of the victorious emperor bestowing tolerance on enemies through the deployment of Suhangsaja. The army of Sui Dynasty was composed of cavalry, infantry and the Quartermaster Corps (Chijungyunggeosangbyeong). Main force of cavalry was heavy cavalry composed of long-spear corps and bow-arrow corps. Infantry was composed of catapult corps and spear corps. Main force of Quartermaster Corps were Moin (募人). It is guessed that reserve troops temporarily filling troops, militia carrying munitions supplies and craftsmen making siege machines belonged to this corps. It is estimated that general army had 4,000 cavalry, 8,000 infantry 8,000 and 13,000 quartermaster corps to make sum of 25,000, and Emperor's 6 Corps had 5,000 cavalry, 10,000 infantry and 20,000 quartermaster corps to make sum of 35,000. On the other hand, navy had catapult corps and spear corps. It was made up of 10,000 boatmen, 30,000 archers and 30,000 spear throwers. Sui expeditionary force left Takkun in January, 612 and Liao in March passing Limtugwan, Rohajin or Hoiwonjin to replenish supplies. After they crossed Liao in April, the developed siege warfare. The Navy Command had to report the situation to the Emperor Yang of Sui and follow the instructions. Emperor Yang stayed in Limhaedon presumed to be Keumju area at the lower part of Daereungha at present. They struggled in siege warfare because of problems in command system such as lack of promptness of communication between the combat commander and Emperor Yang and Emperor Yang's failure to understand the situation through agents and excellent castle defense of Goguryeo using long-range weapons such as catapults. When they had hard times in the siege warfare, Emperor Yang organized a detached force to go directly to Pyongyang, leaving unoccupied castles in Goguryeo. The detached force was actually composed of 12 corps, contrary to what was thought to be 9 corps previously. Each corps composing of the detached force was given a detached force mission during the march from Rohajin or Hoiwonjin to Goguryeo using different paths. They met with corps with the same mission on the west side of the Yalu River (Amnokgang), and marched together to Pyongyang. However, as military goods to be carried by the military have increased, soldiers who could not carry the military supplies threw away some of the provisions and the detached force suffered from a shortage of food. Looking into the army composition at the Goguryeo - Sui War in 613, it was found that they used the same names as they were in Goguryeo - Sui War in 612. In the army, Buyeodogun, Galseokdogun, Noryongdogun, Dabdondogun, the army that attacked Yodong (Liaoyang) Province, and the detached force that was going to advance directly to Pyongyang were identified, and in the navy Changhaedogun and Chosundogun were identified. In the case of Goguryeo - Sui War in 614, the military composition of Sui are not known. The one thing known to us is that in both the 613 and 614 wars, the army had about 25,000 troops. And on the command system, the top commander of the army was called the 'Military Commander (Gunjang)' rather than 'General (Daejang)'. On the other hand, in the case of general military forces, volunteers (Hyogwa) who participated in the war voluntarily in addition to conscripted soldiers (Bubyeong) were deployed. Although Emperor Yang of Sui, in the expedition to Goguryeo in 613, deployed Hyogwa, placed military bases for the provisions in the places near to the Goguryeo territory, empowered the commander to make a decision, and divided the navy into two corps, he used almost the same tactics and strategies in the war in 612 such as using many different routes to go into Goguryeo and using a detached force to directly go to Pyongyang. It was because if he greatly changed his strategy and tactics, it would be interpreted as he acknowledged his mistake as the supreme conductor of the Goguryeo - Sui war in 612. Sui made an expedition to Goguryeo in 613 and 614 based on these strategies and tactics, but they were forced to withdraw because of insurrection in various places such as the rebellion of Yanghyeongam.
