This research is designed to propose evaluation system improvement measures for the “Project for Nurturing and Supporting Resident Art Groups in Performing Arts”, which is implemented to promote the theater, form a stable creative foundation for art groups, and vitalize local culture. The “Project for Nurturing and Supporting Resident Groups in Performing Arts” began with the “Artist Residency Program”, which was based on the core policy direction of the enhancement of cultural rights and expansion of culture and welfare policy among the “Basic Plan for Performing Arts Promotion” of the Ministry of Culture, Sports and Tourism in 2004. This support project has been implemented for the past nine years, beginning with the pilot project in 2009. This project has produced various results over the last nine years. Most notably, the venues and the arts organizations voluntarily joined together to promote local culture. In addition, excellent arts groups in each region became a local brand as it settled and stabilized in accordance with regional characteristics through competitive activities. In particular, arts groups conducted international activities and collaborated with other local arts groups while actively developing the creative repertoire based on stable theaters, which is noteworthy in that arts groups are attempting to combine software more aggressively, away from the practice of attempting to open hardware with a passive attitude. However, during the past nine years, the evaluation system has not been able to reflect the changes in the situation and environment of the region. In this regard, systematic improvement of the evaluation is needed. Therefore, this paper aims to analyze the evaluations that have been carried out so far in order to supplement the existing evaluation system and propose improvement measures. From 2012 to 2016, I have been planning and promoting the resident group support project as the individual in charge of the “Project for Nurturing and Supporting Resident Groups in Performing Arts” at Gyeonggi Cultural Foundation. As a result, I have applied my experience and case studies of Gyeonggi Cultural Foundation to this research. This research aimed to improve the evaluation system and seek for efficient evaluation system improvement measures for the support project, based on the present status of the “Project for Nurturing and Supporting Resident Groups in Performing Arts” at Gyeonggi Cultural Foundation. For this purpose, the present status of the “Project for Nurturing and Supporting Resident Groups in Performing Arts” throughout the nation, and various targets and operation cases of Gyeonggi Cultural Foundation’s support projects were analyzed, and various issues were collected. In conclusion, the following four directions were identified as means for improvement that fits the current environmental change: 1) development of the evaluation method according to regional characteristics, 2) development of evaluation indicators in accordance with the genre and goal of each arts group, 3) proposition of phased evaluation (new–continuous–cooperation), and 4) nurturing experts in evaluation through a monitoring system. It is expected that this paper will be used as a basis for future strategic relations between stakeholders and lead to external studies.
