Reservoirs have inadequate monitoring systems at spillways and streams. As for embankments, safety measures for fish farms around downstream areas and fishermen around sluices in case of sudden fluctuations of water level prove insufficient, while measuring instruments or monitoring equipment for structural safety of small dams are poorly managed.
Safety management improvement plans regarding reservoirs and embankments involve monitoring changes in water levels using drones and locating flooded areas more accurately and promptly with transmitted aviation images, through which quick and effective safety measures can be taken. In particular, by locating contamination areas in large-scale reservoirs and embankments, which deny a human access, information required for prompt control can be provided. In other words, for a systematic and reasonable water quality management in irrigation facilities, drone-based monitoring measurements in contamination areas are presented. In addition, water installations should incorporate a method of collecting and analyzing data, which can detect leakages in reservoirs and embankments at an early stage and predict a disruption in advance by attaching a thermo-graphic camera to a drone.
As to safety management of embankments, a drone-based information gathering system is suggested to anticipate opening hours of sluice gates and predict possibilities of casualties from water discharge. Along with warning announcements on the discharge of water due to the opening of floodgates, small-sized drones can serve as a supplementary function to help monitoring locations of boats or fishermen around the areas possibly flooded by water discharge.
This study proposes to establish legal grounds for using drones in safety management of irrigation facilities: in particular, an introduction of disaster stability monitoring on irrigation facilities, which is an advanced control system, in which risk data on water installations are collected and analyzed by utilizing state-of-the-art drone-based sensors and those concerned simultaneously respond by using a decision support system and sharing contingency plans.
