In the twenty-first century, the problem of aging is one of the biggest challenges for humankind all over the world. Also, aging has become a serious problem in Korea and China, which entered the aging society in 2000. As the financial burden for the support of the elderly is increasing, the government both of Korea and China are actively seeking solutions to the guarantee policy and the burden of responsibility for the elderly. In this context, this study aims to compare and analyze the current situation of aging, the problem of aging, and the direction of government policy for the problem of aging in both Korea and China. Based on the results of this comparative analysis, there would be some policy implications for the direction of China’s aging policy in the future. The results of this comparative analysis are as follows. First, it is that the aged population in Korea(12.8%) is worse than China(10.5%) by Comparing the percent of people aged 65 and over of the two countries in 2015. Second, the conclusions about this comparative analysis of the aging problems of the two countries are as follows, which are about loss of the elder role, elder maltreatment, the elderly living alone of the social problems, and dependency burden, the economic slowdown, the financial burden of the economic problems. On the one hand, the results of this comparative analysis of social problems are as follows: Firstly, the problem of loss of the elder role is mainly compared with the suicide problem of elderly people, and it seems that the suicide problem of elderly people in rural China is much worse than in Korea. Secondly, the problem of elder maltreatment in China is more serious than in Korea. Thirdly, it is becoming increasingly serious that the number of elderly living alone continues to increase in both Korea and China. On the other hand, the results of this comparative analysis of economic problems are as follows: Firstly, both Korea and China showed a decrease in the dependency ratio of the aged 0∼14 year olds, while the aged 65 and over increased. Secondly, as the problem of the economic slowdown in Korea and China, it has led to concerns about consumption contraction, a fall in savings, and a drop in investment. But it seems that China is not yet in a state of concern. Thirdly, the two countries are different in the area of both income security (Korean national pension, Chinese pension insurance) and health insurance (Korean national health insurance, Chinese health insurance). Although these two areas show an increasing tendency of fiscal expenditure in both Korea and China, the Chinese health insurance has a characteristic that there are some differences between regions. Compared to Korea, it is different among eastern, central, western regions or between urban and rural areas in China. Third, the social and economic aging policies of both Korea and China were compared and analyzed. On the one hand, the results of the comparison and analysis of social policies are as follows: Firstly, in Korea and China, the population policy is proceeding in different ways. Secondly, it is the biggest difference between Korea and China’s in home service policy for elderly that the service delivery system of China is more complicated than Korea. Thirdly, the housing policy for elderly of Korea is proceeding more clearly than China. On the other hand, the results of the comparative analysis of the economic policies are as follows: Firstly, in terms of employment policy, Korea and China differ in the standard of the retirement age for public servants and company employees. Secondly, in the terms of social insurance fiscal policy, the results of the comparison between Korea and China are as follows. For one thing, there are two differences between the Korean national pension system and the Chinese pension insurance system. One is that it is divided into two kinds, urban and rural in the Chinese pension insurance system. The other is that the unified planning at provincial level is the operation mode of the Chinese city’s pension insurance system. For another thing, the following are three differences between the Korean national health insurance system and the Chinese health insurance system. The first, the Chinese national health insurance system is divided into urban and rural areas. The second, there is a difference in the method of enrollment (mandatory or voluntary) of this system. The third, China’s health insurance policy is managed according to each grade of province, city, and county, or is managed as a whole by industry. Thirdly, the two countries use different names for the silver industry policy and there are some differences in the types of silver industry. According to the policies of the two countries in the socio-economic field, the following problems could be derived. Furthermore, the Chinese government’s policy and guidance opinions are uncertain, and urban and rural services are unbalanced, and it is more difficult to provide services in rural areas than in urban. Finally, there are many cases in which elderly people do not benefit from elderly housing policy in Korea. In China, the government has not provided any special policies or regulations for the elderly housing policy. In terms of the problems of economic policy are as follows: To start with, in the terms of employment policy, Korea has a problem of delayed extension of retirement age, and China has inequality of employment limit and treatment for age. Next, for the social insurance policy, it is difficult to determine the salary level of the national pension in Korea, and it is necessary to operate a dual system in public insurance and private health insurance. In addition, there is a problem of “empty account operation” for personal accounts in Chinese insurance system, and it is not particularly beneficial in rural areas in Chinese health insurance system. Finally, there is a problem that the participation of private enterprises in Korea is insufficient for the silver industry policy, and that the Chinese government has not been able to clarify some silver industry policies clearly. Since the problem of aging is becoming widespread all over the world, it is important to prevent it by implementing the social and economic policies with the population policy uniformly.
