사용후핵연료 중간저장 비용 평가를 위해 제7차 전력수급기본계획에 따라 사용후핵연료 발생량을 예측하였다. 가정사항 및 전제조건 등을 고려하여 34기 원전에서 발생하는 사용후핵연료의 총 누적 발생량은 경수로의 경우 총 35,246톤(83,432다발), 중수로의 경우 총 11,869톤(628,006다발)로 예측되었다. 사용후핵연료 누적 발생량을 바탕으로 사용후핵연료 중간저장시설의 운영규모를 산출한 결과 경수로 사용후핵연료는 24,839톤(58,800다발)이, 중수로 사용후핵연료는 8,618톤(456,000다발)로 산출되었다. 사용후핵연료 중간저장시설의 운영규모를 바탕으로 필요 부지면적을 산출한 결과, 경수로 사용후핵연료 운반·저장 금속겸용용기 방식의 총 부지면적은 543,765 ㎡, 콘크리트 저장용기 방식은 622,932 ㎡, 중수로 사용후핵연료의 모듈방식(MACSTOR/KN-400)의 총 부지 면적은 296,689 ㎡으로 산출되었다. 사용후핵연료 중간저장시설의 운영규모, 부지면적을 바탕으로 부지선정 비용, 설계 및 인허가 비용, 자본설비 비용, 시설건설 비용, 저장시설/용기 비용, 운영 비용, 증설 비용, 해체 비용, 교체 비용, 운반 비용, 예비비 등을 고려하여 총 사용후핵연료 중간저장 관리비용을 산출하였다. 경수로 30기에서 발생하는 사용후핵연료에 대한 금속겸용용기 방식의 중간저장 관리비용은 18,094,828 백만원, 0.51 백만원/kg, 216.88 백만원/다발로 평가되었으며, 콘크리트용기 방식의 중간저장 비용은 10,087,947 백만원, 0.29 백만원/kg, 120.94 백만원/다발로 평가되었다. 중수로 4기에서 발생하는 사용후핵연료에 대한 중간저장 비용은 2,034,125 백만원, 0.17 백만원/kg, 3.24 백만원/다발로 평가되었다. 금속겸용용기 방식의 비용을 살펴보면, 저장시설/용기 비용이 61.48%로 가장 많은 부분을 차지하고 있으며, 운영비용 9.26%, 해체비용 6.34%, 자본설비 비용 3.22%, 운반 비용이 1.31%를 차지하고 있다. 중수로의 사용후핵연료 중간저장 비용에 대해서는 운영비용이 34.26%로 가장 많은 부분을 차지하고 있으며, 자본설비 16.99%, 운반비용 16.27%, 시설건설 비용 4.44%, 저장시설/용기 비용이 4.04%로 계산되었다. 사용후핵연료 중간저장 사업비용 분석 결과 금속운반저장 겸용용기를 사용하는 경수로 사용후핵연료에 대해서는 금속용기와 관련된 비용이 전체 중간저장비용의 61.48%를 차지하고 있다. 이와 같이 금속운반저장 겸용용기를 사용하는 시나리오에서는 금속용기의 단가변화에 대한 의존도가 높을 수 밖에 없다. 금속용기의 단가가 40% 감소하면 관리비용은 약 5.87 조원, 다발당 비용은 0.7억원 감소하는 반면, 금속용기의 단가가 60% 증가하면 관리비용은 약 8.8 조원, 다발당 비용은 1.05억원 증가하게 된다.
우리나라 최초의 상업용 원자력발전소인 고리 1호기는 2017년 6월 19일 00시 운전을 정지하고 그 수명을 종료하였다. 원전 설계 수명에 따르면 월성 1호기 2022년, 고리 2호기 2023년, 고리 3호기 2024년, 고리 4호기, 한빛 1호기 2025년 등 향후 10년 이내에 10여기의 원자력발전소의 설계 수명이 종료될 것으로 예상된다. 원전의 안전한 해체 관리를 위해 원전 해체 비용 평가는 매우 중요하다. 해체전략에 따라 충분한 해체기술과 ALARA를 기준으로 안전한 방사선관리를 통해 원전해체를 수행함에 있어 해체비용평가는 필수적이다. 이에 본 연구에서는 원전해체 비용평가 프로그램 중 하나인 POWERTool을 이용하여 한울 6호기 및 월성 4호기 원전을 대상으로 원전해체 비용평가를 통하여 원전해체 비용평가 체계를 구축하였다. 주요 전제조건으로는 사용후연료의 포장, 운반, 및 처리를 위한 조건은 제외하였으며, 중·저준위방사성폐기물 포장 및 처분 비용 또한 제외하였다. 시설/부지는 토지의 무제한적 개방이 가능한 Green Field의 복원을 가정하였으며, 할인율을 고려하지 않는 즉시비용(Overnight Cost)으로 비용평가를 수행하였다. 해체비용을 구하는 순서는 해체방안 검토 및 선정, 대상원자력발전소 방문 및 시설특성 파악, 가정 및 전제조건 도출, 작업 목록 작성, 해체 대상 물량 명세서 작성, 단위비용인자 개발, 제염 및 제거 비용 산정, 해체 공정표 작성, 해체 관리조직 구성, 해체 작업비용 산정, 해체 부대비용 산정, 해체 관리비용 산정, 총 해체비용 산정의 단계로 제시하였다. 해체비용 평가절차 및 전제조건에 따라 한울 6호기 및 월성 4호기 원전의 Green Field화에 필요한 해체작업비용 및 필수 소요기간을 도출하였다. 해체작업비용에는 사용후핵연료 관리비용, 폐기물 운반비, 처리 및 처분비용, 보험료, 재산세와 같은 부대비용을 포함시키지 않았다. 경수로 원전해체에 약 5년 8개월(68개월)이 소요되는 것으로 세부일정 및 시퀀스가 구성되었으며, 폐기물관리비용 등을 고려하지 않은 순 해체비용은 $110,996,745로 평가되었다. 중수로 원전해체에 약 5년(60개월)이 소요되는 것으로 세부일정 및 시퀀스가 구성되었으며, 폐기물관리비용 등을 고려하지 않은 순 해체비용은 $112,992,424로 평가되었다.
본 연구에서 제시한 사용후핵연료 중간저장 비용 및 원자력발전소 해체비용 평가 방법은 공학적 개념에 근거하여 신뢰도 있게 비용을 산정할 수 있는 비용평가 방법론으로서, ‘방사성폐기물관리법’에 의해 주기적으로 재산정하도록 되어 있는 바, 사업자 혹은 정부에서 주기적 방사성폐기물 관리비용 산정에 직접 이용할 수 있다. 이러한 비용평가 방법론은 재원 확보 전략에 대한 타당성을 확보하고, 관련 비용 규모 및 사업 기간별 투자 계획 등에 있어 투명성을 향상시키는 데 기여할 수 있다. 사용후핵연료 처분/중간저장/수송, 원자력발전소 해체 등은 소요되는 비용의 규모가 수십조에 이르는 거대한 산업이며, 또한 요구되는 기술의 수준도 국민의 건강과 직접 연결되는 분야이다. 따라서 본 연구결과로부터 평가된 적절한 비용의 추정은 요구되는 기술개발의 수준을 결정하는 데에도 활용될 수 있을 것으로 판단된다. 또한 공학적 설계를 바탕으로 한 비용 산정을 통하여, 사용후핵연료 운반, 중간저장 시설의 설계 등과 같은 현안의 사업들은 본 연구결과를 바탕으로 국가 정책 결정에 중요한 기본 자료를 생산할 것으로 판단된다. 사용후핵연료 관리 부담금 및 원자력발전소 해체비용 규모의 적절성에 대해서는 투명성에 대한 요구가 많아지고 있다. 이에 공학적 개념에 근거한 비용 규모 산정은 투명하고 합리적인 정책적 판단을 가능하게 할 것이다.

Even if Korea's energy policy abolishes nuclear power based development policy and chooses a nuclear free policy, spent nuclear fuel and nuclear power plant decommissioning, which is a counterproductive of nuclear power generation, must be solved. In this study, to estimate uncertainties due to cost forecasts and to increase the transparency of estimating spent fuel management charges and nuclear decommissioning cost estimates, the systematic cost estimation method and the cost estimation system for the interim storage cost of spent nuclear fuel and decommissioning cost of nuclear power plant were established.
To estimate the interim storage cost of spent fuel, the amount of spent fuel was predicted according to the 7th Basic Plan of Power Supply and Demand. Considering the assumptions, the total cumulative amount of spent fuel generated from 34 nuclear reactors was estimated to be 35,246 tons (83,432 assembly) for PWR and 11,869 tons (628,006 assembly) for CANDU. Based on cumulative amount of spent fuel, as a result of calculating the operating scale of the spent fuel interim storage facility, PWR spent fuel was calculated as 24,839 tons (58,800 assembly) and CANDU spent fuel was calculated as 618 tons (456,000 assembly). The site area of the spent fuel interim storage facility is the dual purpose metal cask storage method is 543,765 ㎡, the concrete storage container method is 622,932 ㎡, the MACSTOR/KN-400 was calculated as 296,689 ㎡. The total cost of spent fuel interim storage was calculated based on the operation scale of the spent fuel interim storage facility and site area, the cost of site selection, design and licensing costs, capital equipment cost, facility construction cost, storage facility/ container cost, operation cost, expansion cost, decommissioning cost, transportation cost and reserve cost, etc. The spent fuel interim storage management cost was estimated as 18,094,828 million KRW, 0.51 million KRW/kg, and 216.88 million KRW/assembly for dual purpose metal cask method of PWR spent fuel, 10,087,947 million KRW, 0.29 million KRW/kg and 120.94 million KRW/assembly for concrete storage container method of PWR spent fuel, 2,034,125 million KRW, 0.17 million KRW/kg, and 3.24 million KRW/assembly for CANDU spent fuel.
Korea 's first commercial nuclear power plant, Kori 1, stopped operating on June 19, 2017 and ended its service life. According to the design life of the nuclear power plant, the design life expectancy of 10 nuclear power plants is expected to end within the next 10 years, such as Wolsong 1, 2022, Kori 2, 2023, Kori 3, 2024, Kori 4. It is very important to evaluate the decommissioning cost of nuclear power plants for safe decommissioning of nuclear power plants. It is essential to evaluate the decommissioning cost in order to decommissioning nuclear power plants through safe deommissioning and safe radiation management based on ALARA. In this study, we constructed a system for evaluating the decommissioning cost of nuclear power plants by evaluating the decommissioning cost of nuclear power plants of Hanul 6 and Wolsong 4 using POWERTool, which is one of the nuclear decommissioning cost evaluation programs. As a prerequisites, did not consider the packaging, transport and treatment of spent fuel and the disposal/packing cost of intermediate and low level radioactive waste. The facility/site assumed a restoration of the green field where unrestricted using of the land and carried out the cost evaluation with the overnight cost without considering the discount rate. In order to calculate the decommissioning cost is the reviewing and selecting the decommissioning plan, visiting the nuclear power plant and evaluating the characteristics of the facility, deriving the assumptions, preparing the work list, preparing the decommissioning target quantity statement, developing the unit cost factor, calculating the decontamination cost, estimation of dismantling incident cost, estimation of dismantling management cost, estimation of total decommissioning cost. Detailed schedule and sequence were formed for about 5 years and 8 months (68 months) to decommissioning the PWR. The decommissioning cost without consideration of waste management cost was estimated to be $ 110,996,745. Detailed schedule and sequence were formed for about 5 years (60 months) to decommissioning the CANDU, and net dismantling costs without consideration of waste management cost were evaluated as $ 112,992,424. The method of evaluating the interim storage cost of nuclear fuel and decommissioning costs of nuclear power plants proposed in this study is a cost evaluation methodology which can reliably calculate costs based on engineering concepts. These cost-valuation methodologies can help to ensure the appropriateness of the financing strategy and to improve the transparency of the related costs and investment plans for each project period. Therefore, estimation of the appropriate cost estimated from the results of this study can be used to determine the required level of technology development. Based on the results of this study, it can be concluded that the projects based on the engineering design, such as the design of the spent fuel transportation and the interim storage facility, will produce important basic data for the national policy decision.

It is essential to evaluate the decommissioning cost in order to decommissioning nuclear power plants through safe deommissioning and safe radiation management based on ALARA. In this study, we constructed a system for evaluating the decommissioning cost of nuclear power plants by evaluating the decommissioning cost of nuclear power plants of Hanul 6 and Wolsong 4 using POWERTool, which is one of the nuclear decommissioning cost evaluation programs. As a prerequisites, did not consider the packaging, transport and treatment of spent fuel and the disposal/packing cost of intermediate and low level radioactive waste. The method of evaluating the interim storage cost of nuclear fuel and decommissioning costs of nuclear power plants proposed in this study is a cost evaluation methodology which can reliably calculate costs based on engineering concepts. These cost-valuation methodologies can help to ensure the appropriateness of the financing strategy and to improve the transparency of the related costs and investment plans for each project period. Therefore, estimation of the appropriate cost estimated from the results of this study can be used to determine the required level of technology development. Based on the results of this study, it can be concluded that the projects based on the engineering design, such as the design of the spent fuel transportation and the interim storage facility, will produce important basic data for the national policy decision.
