China was the center of the Northeast Asian Countries before the Chinese-Japanese War. The pre-modern Northeast Asian international order was spread in Korea and Japan centering on Chinese culture. The international order of Qing Dynasty-Joseon-Japan, three countries were friendly under the tributary system before the modern era. Such Sinocentric tributary system and international relations changed dramatically before and after the Chinese-Japanese war. Nevertheless, the Chinese-Japanese war can be considered as the transition phase from pre-modern to modern international order, it is also necessary to study the background of international relations just before the war. This paper re-examines the relation of three countries- China, Korea and Japan- especially focusing on the background of the Chinese-Japanese War. In chapter 2, the tributary system and its change, domestic political situation of Qing Dynasty is examined in order to understand the situation and international relations of Qing Dynasty. First of all, it examines the various forms of traditional tributary relation and Northeast Asia’s international relation, followed by introduction to the tributary relation between Qing Dynasty and Japan before the Chinese-Japanese war. (1) After forceful subjugation of Joseon(1392~1910) by Qing Tae Jong in 1636, Joseon became one of the important countries for Qing Dynasty, and Joseon Dynasty had to receive the appointment of Qing Emperor and regularly send envoys to Qing for tribute. In return, Qing sent back gifts with higher values than that of tributeand became a military fence. Nonetheless, Qing and Joseon were politically independent. However, this tributary relationship was completely changed after Imo Mutiny in 1882. Qing Dynasty started to interfere in the domestic politics of Joseon and over her sovereignty, which was completely different from previously mutual tribute and non-interference political relation. (2) On September 13, 1871, Chinese-Japanese Friendship and Trade Treaty was signed which brought China and Japan in equal position in the international order. Previously, Japan, like Joseon, had tributary relations with Qing Dynasty. However, due to the conversion into modern order, China and Japan became equal in status. (3) In 1860, Self-Strengthening Movement was initiated in Qing Dynasty. This was the beginning of China’s modernization reform. Although the Self-Strengthening Movement failed, it had a strong influence on the Chinese modern age. One of the greatest achievements of the Self-Strengthening Movement, was the establishment of. Qing’s military capacity increased and also gained some resistance to foreign invasion to some extent. However, the conservatives within the Qing government blindly boycotted the west and was hostile to all the foreign matters. This movement was exercised for 30 years. Under the slogan of “Self-Strengthening”, advanced science and technology of West was introduced, which is as an inevitable result of the breakdown of the old international order. As a result, Qing Dynasty was incorporated into the modern unequal international system despite the efforts of the Self-Strengthening movement. In Chapter 3, domestic rebellions in Joseon and international situation is examined to understand the situation and international relations of Joseon. Joseon underwent various rebellions and reforms, and also there was change in the relationship with Qing Dynasty and Japan. (1) On February 26, 1876, Joseon and Japan signed the Joseon-Japan Treaty or Treaty of Ganghwa Island at Ganghwa Island. This treaty seriously undermined the sovereignty of Joseon and became an opportunity for foreign invasive forces to invade Korea. (2) The traditional army upraised the Imo-rebellion on July 23, 1882, because they were not paid for one year and the antipathy towards the Japanese new-style army. Although this rebellion was suppressed by the Qing army very soon, it caused Qing and Japan to leave Joseon at the same time and simultaneously lead to interference of both countries. On July 17, 1884, with the help of Japan, the reformists upraised a coup in effort to escape from Qing influence, and demanded to reform the cabinet of Joseon government. In result, Qing’s Yuan Shikai (袁世凱) intensified the interference which brought change in the relationship of Joseon and Qing Dynasty. (3) The Donghak Revolution (1894) was rebellion led by the followers of Donghak religion, Jeon Bong Joon, etc, as leaders and peasants together, which had political and religious characteristic. On May 31, 1894, Joseon requested Qing army for reinforcement and Qing army landed in Asan Bay on June 8. Japan also decided to dispatch the army on June 7 as an excuse to protect people under the pretext of Tianjin Treaty. The Donghak Revolution, was not only suppressed by Qing and Japan army dispatch at the same time, but also became an excuse for the Sino-Japanese war. In chapter 4, the gyorin relationship of Japan-Joseon, tributary relationship of Qing-Japan, and Meiji Restoration is examined to understand the situation and international relations of Japan. (1) Originally, Japan was also in a tributary relationship with China just like Joseon. And the relationship with Joseon was gyorin or sinocentric relation. However, Japan oppressed Joseon and forcibly signed unequal Joseon-Japan Treaty on February 26, 1876. The sovereignty of Joseon was destructed and started to be colonized by Japan. (2) Japan was in a tributary relationship with Qing Dynasty. However, on September 13, 1871, Qing and Japan signed the Chinese-Japanese Friendship and Trade Treaty. This was the first modern treaty signed by Qing-Japan. After this, the modern Sino-Japanese relation was also established. (3) Meiji Emperor, after establishing new government in 1868, began modernization political reform in Japan. And adapted to the constitutional monarchy structure prevailing in Britain. Education system was developed in a large scale and the people accepted the west civilization fully. In addition, capitalist economy was developed and Japan’s industrial sector was remodeled. Japan became the first industrialized nation in East Asia through Meiji Restoration. Also, due to the rapid modernization, the desire for expansion became stronger. As the economic power of Japan increased, the military power also strengthened rapidly. Chapter 5, Conclusion, is the summary and evaluation. The relationship between the three countries changed greatly immediately after the Sino-Japanese war. Qing lost the war and signed the Treaty of Shimonoseki, due to which Qing had to cede the territory, compensate and lost partial sovereignty. As a result, Anti-colonialism deepened in China and also the international position had fallen. For Joseon, the tributary relationship with China was formally terminated. Joseon began to fall under the Japanese influence. Although Meiji Restoration made Japan stronger, it promoted militarism. The method of invasion of other countries and developing Japan brought extreme disaster to the countries in the East Asia. Before the Chinese -Japanese War, the Chinese -Korean Regulations for Maritime and Overland Trade was negotiated in 1882 which plundered the economy of Joseon. This treaty led to establish full-fledged trade relations between Qing and Joseon. In addition, the Qing government strengthened control over the sovereignty of Joseon.
