Due to the advancement of defense management system and the development of the military structure and power system, the need to increase manpower for skilled positions has been raised, and the increase of the noncommissioned officer(NCO) has become inevitable. The NCO plays a very important role in displaying the battle power of spear-edge-troops which means the smallest scale of army, especially the squad leader, subcommittee, mechanized unit, and other supporting units.
The history of NCO was born around 300 B.C., in the West and 800 B.C. in the Orient, and played an indispensable part in organization, regardless of the East and West. The Korean army consisted only of generals and soldiers until the early dates of Chosun dynasty, and the NCO was formed in the latter part.
The role of NCO is to serve as a commander of small units, to assist the command officers, to serve mainly in the administration and operational support areas, to maintain the military discipline of soldiers, and to provide guidance for training and barracks. In past battle cases, it has been the cornerstone of victory in a decisive battle, leading the small army at the forefront of the battle. These battle-centric roles are still maintained, and their role and importance have increased even more so when considering the development of the weapons system and the shorter-duration of service of soldiers. Particularly, as part of strengthening the military sub-organization, the NCO's identity has been redefined as the 'center of exhibing the military battle power' in order to transition from 'Managed army' to 'Combatant army'. As a result, the NCO's identity has been redefined as a combat commander for small units, an expert as a combat engineer, a specialist in the functional area, and a successor to the unit tradition.
The role of the foreign NCO is not different from the role of the Korean NCO. Although the rank system and the manpower structure are different in each country, it can be similar that NCO assists the commander, as the battle conductor of the sub-unit, trains the soldiers, operates the combat skills and the professional equipment, and maintains the soldiers status. Historians are anticipating that the battle aspect of the modern future will be a high technology war rather than a weapon system based on a large army's firepower. Due to the development of battlefield information, communication technology, and nuclear energy, future wars can be occurred not only on the ground but also all areas including the seabed, the air, and the universe, and have made tremendous progress in the accuracy and destructive power of weapons. The reform of the military forces and the transition to technology-intensive military structure will be promoted. The reduction of the troops and the advancement of the operating system for them will be the key to the transition to the technology-intensive military structure and the construction of the elite force.
Korea will suffer difficulties in acquiring workforce through the current volunteer military system due to the declining fertility rate. This limits the operation of modernized, high-teched equipment. Therefore, the training of professional human resources is essential, and many of them will be operated by the elementary NCO.
In order to acquire an elementary NCO, professional qualifications must be guaranteed. With the current long-term selection rate, the applicants of NCO will be decreasing. So, it is inevitable that they will be concentrated on the advancement of general public officials who are not concerned about their longevity.
In addition, the conditions for self-development during the service period should be further expanded to make a difference from general public officials. After moving in troops, it is important efforts of the army, letting them to adapt to the unfamiliar environment early. Commander must be concerned that conditions are taken to assimilate early on by focusing our attention on the part of the food, clothing and shelter.
Also, Ministry of defense should guide to be generalized and specialized in the field of commonness and specialties, and the direction of learning should be presented to become an expert. The most basic element of leadership is humanity. Ministy of defense should strengthen the personality education so that elementary NCO will be able to recognized from a senior person and becomes an executive admired from the subordinates The habit if exploring and learning the truth is an virtue that human beings leave the generation. Guarantee of these conditions is the duty as a commander.
Most beginners have little social experience. So, they have little economic notion. They must learn abstinence and saving. They have to know the idea that saving habits will guarantee the future.
A novice of the first rank is a position to lead soldiers as an army officer. As a leader, they should be personally practicing voluntary obedience by showing the image of being honest and taking initiative. The hard and dangerous work is done by themselves, and servant is impressed.
Elementary NCO is often exposed to accidents. This is a large part of life due to lack of experience, lack of education and, in somecases, they do not know what went wrong. It is necessary to educate the regulations and the punishment about an accident from time to time.
Also, when it comes to designing the look of the future, commanders should actively instruct them to plan for the future as an adult, to have the personal dream for beginner's achievement.
It is the development of the individual, but it is also the basis for the development of the unit and the development of military.
