이러닝 산업은 세계시장에서 급성장하는 고부가가치 산업으로서, 정보기술과 인프라가 패러다임의 변화와 함께 수요창출을 견인하고 있으며, 국제 표준을 선점 하기 위해서 경쟁이 가속화되고 있는 추세이다. 이러닝 산업의 역할과 기여도가 증가하는 반면에, 이에 대한 운영, 감리 관련 지침은 체계적으로 수립되어 있지 않아, 이로 인한 운영, 보안 사고 사례가 급증하고 있다. 국가의 미래를 책임지는 교육산업의 보안사고로 인한 피해는 국가에 중대한 피해를 초래할 수 있으므로, 이를 보완하기 위한 체계적인 보안 지침 및 점검 항목의 필요성을 느꼇으며, 국내 표준인 이러닝 품질 인증 가이드라인, ISMS를 기반으로 하는 운영감리 모형을 연구하게 되었다. 본 논문에서는 이러닝의 효율적이고 체계적인 운영을 위해서 한국교육학술정보원에서 제정한 이러닝 서비스/솔루션 품질인증 가이드라인의 평가항목을 기반으로 콘텐츠에 대한 신규 항목을 도출하였고 최신 보안 위협에 대비하기 위해서 정보시스템 감리 지침과 한국인터넷 진흥원에서 제정한 정보보호 관리체계(ISMS)를 기반으로 보안을 강화할 수 있는 신규 점검항목을 도출하였다. 신규로 도출한 서비스 제공 영역의 19개 점검항목, 이러닝 콘텐츠 관리 영역의 15개 감리 점검 항목들에 대해서 이러닝 전문가 및 감리종사자 들을 대상으로 설문을 통여 점검 항목의 적합성을 검증하였고, 설문결과에 따라서 신규 도출 항목을 확정 지었다. 본 논문에서 도출된 점검 항목들이 이러닝에 종사하는 시스템 관리 실무자들에게 이러닝 시스템의 운영 효율성, 안정성을 높일 수 있는 실효성 있는 자료로 활용되기를 바라며 앞으로도 이러닝 분야에 지속적인 감리 방안에 대한 연구가 수행되었으면 한다.

The e - learning industry is a rapidly developing and high value - added industry in the world market. Information technology and infrastructure are driving paradigm change and demand creation, and competition for preempting international standards is accelerating. While the role and contribution of the e - learning industry has increased, guidelines for operation and supervision have not been formulated systematically. Since the damage caused by the security accidents in the education industry responsible for the future of the country can cause serious damage to the country, we need systematic security guideline and check items to supplement it, and the domestic standard e-learning quality certification guideline, ISMS Based on an operational supervision model. In this paper, for the efficient and systematic operation of e-learning, new items for content were derived based on evaluation items of e-learning service / solution quality certification guideline established by Korea Education & Research Information Service. In order to prepare for the latest security threat, Based on the guideline and the Information Security Management System (ISMS) established by the Korea Internet Development Agency, new security check items were identified. Based on the questionnaire, we checked the validity of the items checked by the e - learning experts and the supervisory workers on the 19 inspection items and the 15 inspection items in the content area, which were newly derived. . We hope that the inspection items derived from this paper will be used as effective data to improve the operational efficiency and stability of the e-learning system for system management practitioners engaged in e-learning.
