SPSS21통계 프로그램에서 기초통계분석, 상관분석, 다중회귀분석 분석을 실시하여, 주요경제 변수가 주택가격에 얼마나 영향을 미치는지 또한 LTV·DTI를 통한 부동산정책이 주택가격에 영향을 미치고 있는지를 실증 분석하였다. 다중회귀분석 결과에서 전국 주택가격과 독립변수들은 모두 유의하다는 결과가 나왔지만 LTV·DTI 정책변수는 영향을 미치지 않는 것으로 나타났다. 광주주택가격과 독립변수들의 다중회귀분석에서는 KOSPI와 LTV·DTI 정책변수가 광주주택가격에 영향을 미치지 않는 것으로 나타났으며, 전남주택가격과 독립변수들의 다중회귀분석에서는 KOSPI와 CD-91과, LTV·DTI 정책변수가 영향을 미치지 않는 것으로 나타났다. 종합적으로 전국과 광주, 전남의 주택가격은 LTV·DTI 정책변수가 주택가격에 크게 영향을 미치지 않는 것으로 나타났다. 오히려 경제변수인 금리와 코스피, 물가, 국내 및 지역내 총생산량이 부동산 가격에 영향을 미치는 것으로 나타났다. 이는 정부가 부동산 정책을 행할 때에 단순 LTV·DTI의 규제·완화정책보다 금리 및 통화량 조절을 통한 경제정책을 병행을 하여야 할 것이다. 또한 현재 사용하고 있는 LTV·DTI 보다 더 현실적인 제도를 만들어 적용하여야 할 것으로 보인다. 본 연구의 한계 및 향후과제는 다음과 같다. 본 연구에서는 각 독립변수가 종속변수에 미치는 영향에 대해서 분석하였다. 향후 연구에서는 독립변수와 종속변수간의 인과관계분석과 충격반응 검증 등을 통한 좀 더 세밀한 분석이 필요할 것으로 보인다. 또한 본 연구에서는 전국과 광주, 전남 지역만을 비교 하였지만, 향후연구에서는 전국 및 각 광역시도별로 분석 비교하여 지역별로 부동산 정책 방안을 제시하는 것도 중요할 것으로 보인다.

However, the housing market has many complexities such as structural changes, macroeconomic variables, policy variables, and imperfections in the market. While the government has devised and implemented many policies to deal with such issues, there have been few cases where such policies succeeded. In other words, the government has directly or indirectly intervened in housing prices. For example, whenever housing prices surge or plunge, the government enters the housing market. Mostly, the government has intervened the market by directly and indirectly controlling demand and supply to stabilize housing price. At the time of real estate price rise, it curbed demand through direct demand regulation policies such as transaction approval system, transaction declaration system, land ownership ceiling and development charge or through indirect financial policies such as interest rate hike, loan regulation, Loan to value ratio (LTV), and Debt to income ratio (DTI). Housing prices are basically determined by housing demand and supply, but there are various factors that affect demand and supply of housing such as social factors, economic factors, administrative factors, and regional factors. Since housing is an economic material, it is a subject of economic activity and thus has a direct relation to economic situations. Changes in economic conditions have an effect on housing business and prices. Economic factors such as GDP, savings, consumption, investment levels, international balance of payments, finance, interest rate, amount of money in circulation, price, exchange rates, stock index, wages, employment, tax burden, technological innovation, industrial structure, and transportation conditions influence housing business and prices as well. Among these factors, we analyzed price, GDP, interest rate, monetary volume, and stock index in this paper. As for policy variables, LTV and DTI-related policies were analyzed. Also, as stated earlier, the purpose of this study is to empirically analyze the relationship between housing prices and major macroeconomic indicators. In other words, we aim to empirically analyze the housing prices in the country, Jeollanam-do Province, and Gwangju that change in step with changes in macroeconomic indicators. To this end, we analyzed the relationship with macroeconomic indicators that are expected to have a close relationship with housing prices. The data used in this study include house price index of Korea, Gwangju, and Jeollanam-do Province in the Bank of Korea's economic system, 91-day CD, National Housing Bond (5-year), CPI, and monthly GDP from November 2003 to March 2017. To see the changes in house price by region, we divided the areas to three categories: The whole country, Gwangju, and Jeollanam-do Province. As for study methods, research on literature and empirical analysis were combined. First, the theory of housing price and housing policy was described based on various research papers and reports, and then the effect of each major economic variable on the house price was analyzed through empirical analysis. Analysis methods used in this study include basic statistical analysis, correlation analysis, and multiple regression analysis in the SPSS21 statistical program. Such methods were used to empirically examine the effect of major economic variables on housing prices and to find out whether real estate policies through LTV ․ DTI affect housing prices. The results of the multiple regression analysis show that both the national house price and the independent variables are significant, but the LTV ․ DTI policy variables have no effect. In the multiple regression analysis of housing price in Gwangju and independent variables, KOSPI and LTV ․ DTI policy variables have no effect on the price. In the multiple regression analysis of housing price in Jeollanam-do Province and independent variables, KOSPI, CD-91, and LTV ․ DTI policy variables have no effect on the price. Overall, as for the housing prices in Korea, Gwangju and Jeollanam-do Province, LTV and DTI policy variables did not significantly affect housing prices. Rather, economic variables such as interest rates, KOSPI, prices, and total domestic and regional production have affected the price of real estate. This suggests that the government should implement economic policies by controlling interest rates and monetary volume rather than simple LTV ․ DTI regulatory and mitigation policies. In addition, it needs to devise more realistic systems than the currently used LTV and DTI. The limitations and future challenges of this study are as follows: In this study, we analyzed the effects of independent variables on dependent variables. More detailed analysis will be needed through causal relationship analysis and impact response verification between the independent variables and the dependent variables in future research. Also, while this study only compared the differences in the three categories, it needs to compare real estate policies among the national and metropolitan levels to suggest real estate policies by region.
