Since the public appetite for culture and arts soared with economic growth and increased leisure time, the concept of cultural consumption has been familiar in the society. In this circumstance, the patterns of cultural consumption became diverse, and those cultural consumers with an appetite start to involve in the process of producing the culture, rather than simply enjoying what is in the market. The ability to participate in the cultural production process entails that the consumers have surpassed the certain level of cultural appreciation and that they pursue the satisfaction and sense of accomplishment through the production process. Therefore, previous administrations kept investing in culture and arts education policies to raise people’s capacity to produce culture and arts. Especially, the government had established the policies and system for culture and arts education since 2003. Among the policies, culture and arts education programs in school were considered as the core; thereby the administration has increased support to them. This was because they offer an opportunity to enjoy the even education for culture and arts and guarantee rights to enjoy culture for the people. In spite of the expansion in political support, there have been few empirical studies on how culture and arts education programs in school affect the cultural consumption of and cultural production activities of the people. Thus, this study aims to quantitatively analyze how culture and arts education influences consumption of and production activities of culture and arts by learners. This study investigates what difference the leaners’ continuous participation in the education and its curriculum programs make at the learners` enjoying culture latter under the culture and arts education. To this end, a research question is established as follow.
Research question: what difference does the accumulated cultural capital make to the extension of an individual cultural consumption?
Theoretical backgrounds on cultural capital theory, culture and arts education, and consumer behavior theory were reviewed in order to solve the research question. On the basis of the previous studies, a research model was constructed by adding some variables to the one of the goal-directed behavior theory. Independent variables (attitude, subjective norm, perceived behavior control, and positive/negative anticipated emotion), mediating variables (desire, intention of content consumption), dependent variables (intention of content production), and moderating variables (continuous education, school curriculum) are used for the model. For the study, questionnaires were distributed, and in total 411 valid answers were analyzed. The result of this analysis shows that enjoying culture and arts is dependent on individual emotions rather than recommendations from others. Besides, this study could also find out the possibility that the intention of production can increase in accumulating cultural capital through consumption, despite the production activities related to the culture and arts are still nebulous and unpopular in Korea. Since participating in production is more advanced than the consumption, it appears only with a practical capacity and an appetite for enjoying culture. This is why experiential education is needed, not merely memorizing theories, for it raises the capacity to appreciate culture and arts. Regarding the moderating effects by the persistence in participation, students who attended the class regularly considered themselves to have reached the level enough to take part in production activities, through the experiences the education programs offer. That is to say, they are given a sense of accomplishment and satisfaction through the production process so that an appetite, which is built by the programs, directly affects the intention to production. By contrast, non-regular students lack confidence, capacities, or curiosity that might enable them to voluntarily join production activities. Regarding the moderating effects by the curriculum, only did positive emotions bring about an appetite for enjoying culture among those learners after the 7th curriculum. Rick cultural contents these days provide sufficient opportunities to appreciate cultural assets, so few leaners felt a sense of frustration in failing to enjoy culture. Moreover, they lacked the intention to participate in the production process, although the political support for culture and arts education had strengthened. Next, for the learners before the 7th curriculum, an appetite for enjoying culture and arts does not directly derive the intention of participating in production activities; however, it is anticipated that participation in production activities will increase when cultural capital is accumulated through consumption. It means that what is crucial is not the extension of the instructional projects nor the increase of budget but how continuously and actively the learners participate in the programs. This study is an empirical study that statistically tested the effects of the experience of culture and arts education programs on the extension of the cultural consumption. It focused on the culture and arts education conducted in schools and the results were presented in depth, by classifying learners into the participatory persistence and curriculum. It is expected that this study attracts public attention on the importance of culture and arts education so that the policies are established and operated more systematically so that they can improve the learners’ practical capacities to appreciate culture. When culture and arts education is implemented adequately, the people will enjoy culture more than before. It will improve the quality of life. Moreover, this will also stimulate the market for culture and arts, and raise the competitiveness of Korean culture and arts. Therefore follow-up studies are highly needed based on this study, in showing the circulatory relation between culture and arts education and cultural consumption.
