This study was intended to seek directions about problems of Korea's arts and cultural education and its alternatives, and to deduct implications that can be reflected to Korea through a specific case study of Germany's arts and cultural education, which is making advanced outcomes. For specific cases of Germany's arts and cultural education, this study covered all-day school, An Instrument, Dancing or Singing for Every Child, Mixed Up Contest and 4 projects that won in the contest. Through this, it was confirmed that the cultural democracy spirit, which collapses social and economic boundaries in Germany and which everyone enjoys and constitutes culture, functions as the based for all the process of Germany's arts and cultural education from planning to performing and evaluating. In Germany, each federated state has the authority of decision on planning and performing of arts and cultural education based on the tradition of culture decentralism, so education using each region's characteristics and human·cultural resources was possible. In addition, each institution and organization puts importance on close cooperative relation forming the environment of actively recommending, which relieves economic burdens of cultural policies of each federated state and promotes each region's autonomy and rights. Through this study, the following implications for the direction that Korea's arts and cultural education should take were acquired. First, it is necessary to have children and teenagers lead arts and cultural education actively and creatively. Second, local organizations should have priority authority of decisions on culture, and when there are cases beyond the ability of the organizations, the government can intervene. Third, literature should be considered as an important subject of arts and cultural education, and creative and production oriented education methodology should be preferred. Fourth, social security and stability of artists should be promoted, and the voluntary movements to donate to the society caused by the social security and stability should be encouraged. This study is meaningful in that it covered the recent cases of Germany's arts and cultural education specifically, in that it suggested direct alternatives that seek the direction of Korea's arts and cultural education by presenting the cases of Germany, and in that it highlighted literature as arts and cultural education. Korea and Germany have many differences in regional, political, social and cultural backgrounds, so it might be difficult to apply Germany's arts and cultural education and policies to our situation right away. Nevertheless, considering the experience cases of Germany that does continuous research and creates good examples gives meaningful implications in planning our arts and cultural policies and preparing development strategy of arts and cultural education.
