This dissertation aims to investigate the causes and methods of Chinese intervention in case of North Korean Collapse. In September 2017, North Korea pushed ahead the 6th nuclear test in spite of the continuous warnings from the United States. Later, on 29 November, North Korean ICBM(Intercontinental ballistic missile) “Hwasong-15” was test-fired successfully. China is taking the most active, future-oriented role in response to North Korean Sudden Change scenario. For example, the Yalu River crossing training in Dandong region (across Sinuiju Special Administrative Region) is held annually. Also, the Chinese government repeatedly emphasizes its possible intervention in case of North Korean Collapse even though North Korea’s Sudden Change or decapitation of Kim Jong Un are one the most uncomfortable topics to discuss. There is even a testimony that China has prepared “the Chick Plan”as a countermeasure to the OPLAN 5029 (military operation plan of ROK-US Combined Forces Command for a sudden collapse of the North Korean regime). To begin with, I set the hypothesis that sudden collapse of North Korea will cause agitation among North Koreans –chaotic circumstances including massive refugee outflows and etc.- as the major premise of the research. I also assume that China, as the asymmetric ally of North Korea, will intervene if North Korean Collapse arrogates China’s core interests. Intervention of South Korea or China in case of North Korean Collapse was mostly discussed in military context – the questions why or how those countries would intervene were never raised so far. However, although it is asymmetric, unlike other surrounding superpowers China is still considered as an ally of North Korea, so China’s intervention in case of North Korean Collapse is more convincing and probable than any other’s. This dissertation is based on the holistic and fundamental research on various forms of Chinese intervention, not only on the military level as conventional approach suggests. Moreover, based on the hypothesis that North Korean Sudden Collapse promoting unification will eventually occur, I assessed that China has clear core interests towards the Korean Peninsula which motivate its active intervention. Based on the patterns of intervention of the former superpowers, historical background of both China and the Korean Peninsula, our goal is to analyze motives and patterns of China’s intervention in case of North Korean Collapse. I adopted the Heuristic approach for the analysis - the methodology also known as an‘art of good guessing.’ North Korean Sudden Change is an incomplete and complex set/state of affairs. The types of intervention in theories, stated in this research are: (1) political: in the forms of aid or disruptive actions undertaken for ideological purposes or other gains; (2) military: in the forms of (preventive) self-defense when preemptive strike or other threats are detected; (3) humanitarian: to solve serious humanitarian problems in and across the borders therefore preserve order and peace. If North Korea suddenly collapses and China steps in, there will be various possible forms of intervention besides military involvement. Considering the three types of interventions mentioned above and core interests of China, I can conclude three forms of Chinese intervention in case of North Korean Collapse: (1) political intervention: supporting the establishment of the anti-American and pro-Chinese regime to secure the buffer zone and gates to the Continent from the Maritime Powers; (2) military intervention: considering the ROK-U.S. Combined Forces’ operations in collapsed North Korea as a threat to national security, and ensuring the national security (status quo) according to Article 2 of the Sino-North Korean Mutual Aid and Cooperation Friendship Treaty. I assume that this tendency towards status quo is due to the absence of Chinese People's Volunteer Army within North Korea, and due to fact that Japan has been served as a base of the United States in Far East Asia since the Treaty of Mutual Cooperation and Security between those countries was signed (1960); (3) humanitarian intervention: taking initiatives in resolving conflicts of the Korean Peninsula through humanitarian approaches towards North Korean residents, therefore expand China’s influence over the Peninsula and prevent involvement of other superpowers. This study aims to provide analytic frames for the conditions of initial superpowers’interventions, also to clarify the key benefits of China based on historical and empirical background. To achieve our research goals, I redefined the extent of ‘collapse (sudden change)’as an ‘urgent, uncontrollable and unexpected situation or condition’and categorized its range to political, military and social aspects. I concluded three major interests of China towards the Korean Peninsula promoting its active intervention. However, neither North Korea’s collapse nor China’s intervention has occurred yet. The basic premise of our argument needs to take into account its(the collapse) likelihood to happen, which is also a limitation of the study. Basically, unification is an outcome of political decisions, but it is undeniable that each step requires a lot of preparation. In a regard of the collapse of the Berlin Wall which also happened abruptly, this research attempts to explore the basics of the ‘collapse (sudden change)’as a starting point of unification.
