This study attempts to take a step further from the existing studies about alliance management that have mainly been focused on measuring the cohesiveness of asymmetric alliances by applying the alternative structural model of autonomy-security trade off or the tension between fears of entrapment and abandonment. Under the assumption that state powers are rational actors, the fact that the weaker allies that face the fear of abandonment have no choice but to comply with the order laid out by the stronger alliance partner has been accepted as an unspoken language in this field of studies. However, in the post-Cold War era, not only the security interests at national level but also various domestic and transnational issues due to numerous socio-political cleavages are actively being raised. On the other hand, the common threat that initially had a profound impact on the early formation of the Cold War alliances has either been weakened or terminated. This phenomenon suggests that in the case of asymmetric alliance in the post-Cold War era, one should look more closely at the process of the politicization of anti-alliance movement and how the consequent alliance crisis eventually settles down. In this regard, the social structure of alliances should be illuminated in order to closely examine the dynamics of alliance management and stabilization. It is to delve deeper into the details that cannot be fully grasped by the trade-off model of autonomy-security or alliance security dilemma of entrapment-abandonment. To this end, this study divides the dynamics of the alliance stabilization and the “Voice and Exit” of anti-alliance movements into three stages: (1)alliance wobbling, (2)pressure from the superpower and domestic adjustment within the alliance, and (3)the weaker ally’s conversion of alliance strategy and the ensuing stabilization of the alliance. This study compromises one approach at the international system level that regards alliance coordination and management as a power game between the strong and the weak and the other approach at the domestic political level that accentuates the political interests of the leader. In order to verify the theory, it further analyzes each case of the U.S.-Japan alliance and the ROK-U.S. alliance. The study focuses in detail on the controversy over the relocation of the U.S. military base on Okinawa of Japan and the deployment of the THAAD in Korea. Both cases demonstrate the dynamics of how the alliance crisis triggered by the progressive government that had newly come to power led to the next stage of domestic adjustment within the alliance and the eventual resolution of the alliance crisis.
