The demand of ODA’s program has been grown because of the reason above. the necessity of ODA program for cultural field in South Korea was discussed since 2010s, and the government decided to focus on ODA program during Contents Industry Promotional Plan of Ministry of Culture, Sports, and Tourism in 2011. Since 2012, ODA program for Korean cultural field was supported from Minisitry of Foreign Affairs, Ministry of Strategy and FInance, KOICA (Korea International Cooperation Agency), and etc. Furthermore, Ministry of Culture, Sports, and Tourism changed the existing support plan for cultural field to ODA program and it has been expanded continuously. However, it is true that professional human resource for ODA is deficient. Even though the entire society has realized the necessity and importance of human resource for ODA, many program leaders have failed to maintain current ODA programs efficiently because of lack of public support, short periods of a program, result-based ODA assessment, lack of experience of professional resource development, and limitation of related curriculum. The development of professional human resource of ODA must be focused on continuous support for developing country’s growth and improvement of quality of their lifestyle. This research’s object is the development of human resource for ODA in cultural field. The researcher analyzes human resource development program for cultural field of Ministry of Culture, Sports, and Tour, KOICA, and Cultural Heritage Administratrion, and compared the result with the ODA programs of the advanced countries including the United States of America, United Kingdom, the Federal Republic of Germany, and etc., which consist of OECD DAC (Development Assistance Committee). Ministry of Culture, Sports, and Tour, KOICA, and Cultural Heritage Administration have proceeded most of ODA programs for cultural field in South Korea, and the most programs consist of dispatchment of human resource to developing countries and invitation of human resource from these countries to provide a related training program. In the case of Cultural Heritage Administration, its ODA program’s period is maximum 3 years and the program is able to continued for enough period. However, most of these ODA programs have a short period such as 6 months and try to get a result from short-term support. Furthermore, an ordinary person is not included in the current range of ‘ODA professional for cultural field’even though he/she is very interested in culture, and it is the reason why ODA programs cannot secure professional human resource from different field. It is true that major advanced countries’ ODA human resource program also has short period from 3 to 6 months, but their programs have established long-term partnership between developing countries so that their programs are able to maintain consistency of the program. Moreover, in the case of the researched advanced countries’ programs, they have intensive development program for professional human resource for an ODA program in cultural field. Even though the staffs are very well-educated and have professionalism, professionals and educators do not focus on manpower training, and result assessment of an ODA program and quality check for professionals are not performed, and this factor can be considered as the limitation of their program. As a result of comparison between the human resource development programs for cultural field in South Korea and advanced countries’one, the research decided to suggest application of advanced countries’ human resource education programs to the programs in South Korea in the basis of the current situation. In order to do it, the researcher suggests four ways as below: First, it is highly required to curriculums for training of ODA professionals for cultural field and the government should support the programs by policies so that human resource from different fields can consider international cultural cooperation Secondly, developing countries have to focus on enough prior education and on-site training, and the education and training must be differentiated by the various situations in the field. Third, multidirectional analysis of a targeted developing country is required to support manpower management, reeducation, and career development. Lastly, South Korea has to increase the quality of its invitation and training program, which the government has concentrated. The article will explain the necessity of manpower training for ODA programs in cultural field and compare it the programs with the similar programs of major advanced countries to suggest the proper direction of current program management in South Korea. By understanding of problems of ODA programs for cultural field in South Korea and by overcoming the problems, the researcher believes that South Korea will be able to establish the steps to be one of the advanced countries.
