The purpose of this study is to examine how social ventures, a major agent of social innovation, develop and what interactions they go through in the process of development, reproducing a social structure and finally creating social innovation in Korean society. From a perspective of the structuration theory by Anthony Giddens, it is assumed that the main agent of social innovation in Korea is social ventures and their structure is comprised of social, economic, and innovative values. In Korean society’s structural environment, social ventures provide opportunities for social development by realizing new ideas and performing reflexivity. The elements that affect social ventures’ activities (i.e. elements related to agent, structure and interaction) are assumed to be different at each of the four stages of social venture development: social problem recognition and idea generation, idea verification, idea implementation and development, and idea dissemination and social change. Based on such assumptions, this study draws conclusions as follows. First, social innovation is a result of interaction between structure and agent, and capacity of the agent is of utmost importance. Second, because the current support system for social ventures in Korea is focused on incubating programs, most social ventures have little difficulty in establishment and development. However, support programs are rare for further development of social ventures and structural limitations exist. This is why only a fraction of the social ventures enter the stage of full development and social change. Third, the driving forces of social ventures’ development are agent, structure and interaction, having different levels of intensity at each developmental stage. Particularly, at the stage of social problem recognition and idea generation, entrepreneurs' motives and non-financial resources such as talent, experience, and knowledge have the greatest influence. At the stage of idea verification, it is most important to adhere to the initial motive and establish a feasible business model. At this stage, partnerships with the public and private sectors and crowd-funding were the main source of financing. Non-financial resources such as talent, space, mentoring and business networks were important for social ventures at this stage. Social ventures at the stage of idea implementation and development create a sustainable business model and compete in the market, financing through partnerships, debt-based crowd-funding, impact investment, and self-generated revenues. At this stage, entrepreneurs form a network with people who have the similar business philosophy while such social ventures experience internal conflicts due to a clash of social and economic values among the members. At the stage of development, media report provides momentum to growth of social ventures, and a reliable delivery system of goods and services is crucial for the businesses. At the stage of idea dissemination and social change, social ventures expand into new business areas or targets as well as retain a sustainable business model. It is most important to form clusters to increase opportunities for networking so that social ventures can realize cooperative work by sharing knowledge and information. Fourth, despite a pressure of institutional isomorphism under the structure comprised of social, economic, and innovative values, social ventures bring about social changes in the process of achieving their initial missions and securing organizational legitimacy by interacting with various agents. However, some of them adapt themselves to the institutional environment to ensure their survival. Based on these findings, types of social ventures are categorized into two in this study: socially innovative ventures (it can be divided into two types such as ventures that prioritize social value and ventures that prioritize economic value) and non-socially innovative ventures. Given that there have been, so far, only a few studies on social ventures, this study is expected to provide useful information to social ventures’ stakeholders and policy makers. For this, the study concludes with some policy implications for social innovation in Korea.
