Along with Singapore and Japan called as developed countries among Asian countries with advanced management of industrial safety and health, we are going to study rigger management system and regulation of the UK and US with long history of safety and health management, then we are going to compare and analyze rigger education and management of global construction companies. Based on the data collected, detailed research methods and contents are as follows : First, comparison and analysis of industrial accidents among Korea, Singapore, Japan, the United Kingdom, and the United States. Second, comparison and analysis of the safety education and management of those developed four countries and global companies in compliance with their safety law and regulation including Korea. Third, analysis and application of the rigger management system to the domestic construction projects. The following conclusions have been driven from the above study. First, the accident rate of “hit by flying/falling object” in developed countries which operates the rigger management with professional practitioners is significantly lower than the rate in Korea. Second, a construction company and its project site should enhance the level of supervision management on rigger works assigning professional practitioners on site after safety education and approval. Third, it is necessary to establish the system to train professional practitioners for rigger safety education and management. Fourth, a professional training program should be developed and spread out nationally so that anyone can take this program of rigger safety management at any place in the nation. Fifth, the government should develop and apply professional training institutes and programs to train workers and implement legal and administrative systems for the promotion of skilled workers.
