본 연구는 사회복지사가 인식한 조직의 윤리경영 수준과 윤리적 민감성, 직무만족과의 관계를 규명하고 조직의 윤리경영 인식수준이 사회복지사의 윤리적 민감성 및 직무만족에 미치는 영향을 알아보고자 하는데 목적이 있다. 이러한 목적을 달성하기 위해 충북지역에 위치한 사회복지관과 사회복지시설, 유관기관에 근무하고 있는 사회복지사 300명을 대상으로 설문조사를 실시하여 242명의 설문지가 분석에 사용되었으며 연구결과를 요약하면 다음과 같다. 첫째, 사회복지사가 인식한 조직의 윤리경영과 윤리적 민감성, 직무만족 수준은 모두 평균 이상의 긍정적인 수준으로 나타났다. 윤리경영 하위요인별로 살펴보면 이용자 권리인식, 윤리적 원칙 및 전략, 윤리적 인프라 구축 순으로 높게 인식하고 있었다. 윤리적 민감성의 경우 3.85점으로 보통 이상의 높은 수준을 보였으며, 직무만족의 경우 동료만족, 감독만족, 업무만족, 기관만족, 승진만족, 급여만족 순으로 높게 인식하고 있음을 알 수 있었다. 둘째, 조사대상자의 일반적 특성에 따른 조직의 윤리경영 인식수준과 윤리적 민감성, 직무만족의 차이를 분석한 결과, 윤리경영 인식수준의 경우, 성별, 학력, 자격급수, 기관유형에 따라 통계적으로 유의미한 차이를 보였다. 윤리적 민감성의 경우, 학력, 직위에 따라 유의미한 차이가 있었으며 직무만족은 성별, 연령, 학력, 근무경력, 기관유형에 따른 유의미한 결과를 보였다. 셋째, 사회복지사가 인식한 조직의 윤리경영 수준이 윤리적 민감성과 직무만족에 미치는 영향을 확인한 결과, 조직의 윤리경영 하위요인인 윤리적 인프라 구축수준을 높게 인식할수록 사회복지사의 윤리적 민감성과 직무만족의 수준이 높아지는 것으로 나타났다. 이와 같은 결과를 바탕으로 도출할 수 있는 연구의 함의는 다음과 같다. 첫째, 사회복지사가 인식한 조직의 윤리적 인프라 구축 수준이 윤리적 민감성 및 직무만족에 가장 강한 영향을 미치는 요인으로 나타난 연구결과를 바탕으로 사회복지기관에서는 윤리적 인프라 기반 확충을 위한 기관차원의 노력이 필요할 것이다. 둘째, 이용시설에 해당되는 사회복지기관에서는 운영진을 통한 조직의 윤리경영 실천의지 공유 및 민주적인 의사결정 참여경험, 윤리적으로 합당한 운영기준 제공 등의 기회마련을 통해 소속된 구성원들이 조직의 윤리경영에 대해 긍정적으로 인식할 수 있도록 하여야 할 것이다. 이로 인한 사회복지사의 윤리적 민감성과 직무만족 수준 향상은 궁극적으로 클라이언트가 체감하는 복지수준을 높이는데 기여할 수 있을 것이다. 셋째, 사회복지사의 윤리적 민감성과 직무만족 향상을 위한 조직차원의 정기적 윤리교육과 윤리적 갈등상황에서의 의사결정 실습훈련을 위한 기관유형별 사례개발을 포함한 직원교육 수립이 필요할 것이며, 사회복지사들이 조직의 관리자를 통해 사회복지 전문가로써의 능력 향상 및 윤리기준에 대해 인식하고 행동할 수 있는 원칙에 대한 정기적인 슈퍼비전 및 자문을 제공받을 수 있는 절차 및 시스템 마련 등 기관차원에서 실천적․교육적인 노력을 기울어야 할 것이다.

The purposes of this study are to investigate and reveal relationships among the levels of ethical management, ethical sensitivity, and job satisfaction of organizations recognized by social workers and examine an effect of their perception on ethical management on social workers' ethical sensitivity and job satisfaction. In order to accomplish these purposes, a survey was conducted targeting 300 social workers who work in social welfare organs, social welfare facilities, and the relevant authorizes, questionnaires of 242 persons were used in the analysis, and the results of the study are summarized as follows: First, the levels of ethical management, ethical sensitivity, and job satisfaction of organizations recognized by social workers have found to be positive as they are above the average. Subfactors of ethical management have found that social workers had the high awareness of them in order of be high in order of users' recognition of the rights, ethical principles and strategies, and building ethical infrastructure. Ethical sensitivity showed the high level which is above the average as 3.85 points and has found that they had the high awareness of it in order of colleague satisfaction, supervision satisfaction, job satisfaction, organization satisfaction, promotion satisfaction, and salary satisfaction. Second, the results which analyzed differences among organizations' perception on ethical management, ethical sensitivity, and job satisfaction according to general characteristics of the subjects of the survey have found that the level of perception on ethical management showed statistically significant differences according to gender, educational background, wages for job qualification, and types of organizations. As for ethical sensitivity, there are significant differences according to educational background and position. Job satisfaction showed significant results according to gender, age, educational background, employment history, and types of organizations. Third, the result which checked an effect of the level of ethical management of organizations recognized by social workers on ethical sensitivity and job satisfaction has found that the higher awareness of the level to build ethical infrastructure, a subfactor of ethical management of organizations, the higher level of ethical sensitivity and job satisfaction of social workers is. Implications of the study which can be drawn based on these results are as follows: First, social welfare organs need to try to expand ethical infrastructure at the organizational level based on the results of the study shown as the factors that the level of build ethical infrastructure of organizations recognized by social workers had the strongest effect on ethical sensitivity and job satisfaction. Second, the social welfare organs which are applicable to use facilities should make members who belong to them recognize their ethical management as being positive by preparing opportunities of sharing their intent to practice their ethical management, experiencing participation in democratic decision-making processes, and providing ethically reasonable operation standards. Improvement of ethical sensitivity and job satisfaction of social workers due to them can make a ultimate contribution to improve the level of welfare that clients feel. Third, establishment of staff training including regular ethical education of the organizational level for improving social workers' ethical sensitivity and job satisfaction and development of cases by type of organizations for on-the-job training of decision-making in ethical conflict situations. And organizations should make practical and educational efforts to prepare the procedures and systems that social workers can get supervision and advice about the principles to make them improve their ability as social welfare professionals, recognize ethical standards, and act through organizational managers.
