The main purpose of this research was to understand both good and bad impacts of sports policy of the Fifth Republic called ‘sports republic’ on the development of Korean sports and to propose basic data for desirable and progressive direction settings which future Korean sports policy needs to pursue.
The research methods included collecting time background under the Chun Doo-Hwan regime, sports policy during that time period, and the relevant impacts on Korean sports from primary sources(e.g., theses, scholarly journal papers, and books). Also, the methods attempted to have objectivity and validity of data using both primary and secondary sources (public service broadcasting, national sports policy, government statistics).
Also, in order to enhance the usefulness research, the present study classified sports into three parts(e.g., elite sports, daily sports, and physical education).
This study found that positive impacts of sports policy during Chun Doo-Hwan regime on elite sports; the establishment of ministry of sports, sports science institute, professional sports, Korea Armed Forces Athletic Corps, systems for student athletes, and the hosting of 1988 Seoul Olympic Games. On the other hand, the win-at-all-costs culture, unbalanced development in items of each sport individually, the decline of amateurism. The intensified regionalism could be classified as a negative impact during Chun Doo-Hwan regime on elite sports. the establishment of daily sports development policy, construction of many sports stadiums and gymnasiums, spread of national physical exercise, vitalization of worksite physical activity, and inauguration of Korean society sports promotion association are positive impacts on daily sports. However, distoring nature of school sports and alienating student-athletes from public education are negative impacts on school sports.
