The purpose of this study is to find structural relations in the conceptual causality path from both social trust and effectiveness recognition for anti-corruption systems to anti-corruption policy preferences. It also analyzed the similarities and differences between the structural relations of citizens and public officials. Their anti-corruption policy preferences have two common features. First, their policy preferences are commonly determined irrespective of the level of perception of bureaucratic corruption or distrust in the public sector. This is because of the gap between the expected and perceived integrity of the public sector is too small to affect their preferences. Second, the two groups commonly identify the level of their trust in government with that of public officials' integrity. That will keep citizens from evaluating the public sector with institutional performance instead of with ethical standards. The biggest difference between two groups lies in influence of trust in main actors of non-governmental sectors. Citizen’s anti-corruption policy preferences are not meaningfully influenced by their level of trust in the main actors in non-governmental sectors of mass media and non-government organizations. On the contrary, public officials’ preferences are influenced only by the level of trust in mass media and NGOs. They are not responsive to the changes of anti-corruption policy systems. Citizen anti-corruption policy preferences are influenced by their level of social trust and by that of recognition of effectiveness of anti-corruption systems. This study suggests it is the most important to widen their gap between the expected integrity and the perceived integrity in order to increase anti-corruption policy preferences to generate policy energy for raising Korea’s level of integrity to that of advanced countries. It can be through education for both groups to enhance their level of expected integrity. To do so, it is more effective to increase the pressure from mass media and non-government organizations and to restrain public officials' path-dependent behaviors by establishing private-public collaborative governance, instead of by strengthening institutional detection and punishment systems. This study also shows the big perception gaps about bureaucratic corruption and about anti-corruption policy effectiveness between citizens and public officials. The gaps makes the differences in structural relations among related factors of anti-corruption policy preferences and in influence of the factors. The perception gaps is the result that majority of public officials are less sensitive to corruption than citizens. Public officials have too generous criteria to corruption and too insensitive to the anti-corruption policy tools. So reduction of the excessive perception gaps should be a first step to reduce bureaucratic corruption and distrust in public sectors. According to multiple regression analysis, even if Senior Civil Service Investigation Office is established and operated sooner and later, the overall corruption index will not be improved faster than expected. Because perceived bureaucratic corruption is not affected by the attitude change of senior civil services, but by that of middle and lower class civil services. As far as anti-corruption policy, generalized trust and particularized trust should not be treated in the same category. Particularized trust should be excluded in social trust categories, because it does not affect the related factors with anti-corruption policy preferences, while generalized trust affect strongly all related factors with the preferences. Putnam(2000)’s suggestion that ‘we might expect negative external effects to be more common with bonding social capital, nevertheless, under many circumstances, both bridging and bonding social capital can have powerfully positive social effects’ is not supported by Korea’s anti-corruption policy situations.
