본 연구는 소규모 초등학교에서 ‘나 홀로 실장’으로 근무하고 있거나 최근 6개월 이내에 ‘나 홀로 실장’으로 근무한 경험이 있는 교육행정직 공무원 8명을 대상으로 심층면담을 통해 자료를 수집하고, NVivo12를 이용하여 의미 있는 진술의 목록을 만든 후 Moustakas의 현상학적 자료 분석 방법 및 절차에 따라 자료를 코드와 주제로 분류하여 해석하였다.

주제3. 정책 및 제도의 변화: 모든 업무 처리가 시스템화 되는 등 업무 환경에 큰 변화가 일어나고 있기 때문에 일선 학교에 근무하는 행정직원은 각각의 업무를 처리할 수 있는 체계적인 교육이나 업무 매뉴얼이 필요하다고 하였으나, 이에 대한 교육청의 서비스는 부족하다고 느끼고 있었다. 또한 초등학교와 중학교의 업무환경이 바뀌어, 초등학교의 업무량이 훨씬 많음에도 불구하고 초등학교에는 학급 수와 학생 수 기준으로 정원을 배정하고, 중학교는 학생 수 기준 없이 4학급 이상만 되면 6급과 7급을 각각 1명씩 배정하는 것은 불합리한 정원배치기준이라는 의견이었다. 그러므로 단위 학교의 업무 환경을 교육청에서 제대로 파악을 해서 합리적인 정원배치 기준을 마련해 줄 것과, 평가를 위한 평가 보다는 평가의 취지에 합당한 제대로 된 평가를 해 주기를 바라고 있었다. 또한 현재의 성과상여금 지급 방식이 공정하지 못할 뿐만 아니라 힘들게 일하는 ‘나 홀로 실장’의 사기를 저하시키고 있으므로 공평하게 배분하지 못할 바에야 차라리 없애는 게 낫겠다는 공통된 의견을 제시하였다.
주제4. 소규모학교 행정실의 특수성: 소규모이기 때문에 행정직원이 1명만 배치되고, 1명이 모든 행정 업무를 처리하다 보니, 행정실장의 업무를 대신할 사람이 없고, 각종 공사의 계약을 진행할 수 있는 업체가 지역 내에 없어서 업체선택권조차 없으며, 업무가 폭주되는 시기인 1,2월에는 바쁘다는 개념을 넘어 “내가 왜 이런 걸 했지?”라는 회의감까지 들 정도로 정신없는 시간을 보내고 있었다. 학교의 1월과 2월은 교원에게는 방학을 이용한 충전의 시간이지만, 행정실 근무자에게는 연말정산을 비롯하여 학교회계 결산, 신학년도 예산 수립, 신학년도 각종 계약업무 수행, 교육실무직원 인사 및 퇴직금 관리 등으로 어느 하루 조용한 날 없이 바쁘게 돌아가고 있었다. 행정직원이 2~4명인 중․대규모의 학교에서도 1․2월은 바쁜 달로 인식되지만, 화장실도 제대로 못 간다고 할 만큼‘나 홀로 실장’에게는 그 무게가 더욱 더 가중된다고 한다.

주제6. 교행으로 살아남기: ‘나 홀로 실장’대부분은 정해진 근무시간에만 일을 해서는 일을 다 쳐낼 수 없다고 했으며, 학교에서 가장 늦게 퇴근하는 사람도 행정실장, 초과근무시간이 가장 많은 사람도 행정실장이라고 했다, 이렇듯 시간에 쫓겨서 전임자의 업무를 답습하거나 인근학교에 물어보는 등 닥치는 대로 업무를 처리하면서도 본인에게 주어진 업무를 해나가기 위해서 수시로 초과근무를 하고, 시간을 쪼개서 필요한 교육을 챙겨 듣고, 본인의 업무 노하우를 동료 및 후임자와 공유하며, 중요한 업무를 처리할 때는 규정과 절차에 맞춰서 소신껏 일하는 모습에서 교육행정직 공무원으로 자리매김하고자 하는 ‘나 홀로 실장’의 모습을 볼 수 있었다.
주제7. 희망 찾기: 소규모 초등학교의 ‘나 홀로 실장’은 어렵고 힘든 근무 환경 속에서도 소속 직원을 배려하는 따뜻한 관리자의 모습을 실천하고 있었으며 그렇게 이겨낼 수 있는 힘은 소속 교직원과의 인간관계나 관리자의 배려 덕분이라고 하였다. 또한 타인으로부터 인정을 받을 때나 본인이 학생들의 교육에 일조하고 있다고 느낄 때 행정실장으로서의 보람이 있다고 하였으나 ‘나 홀로 실장은 다시는 하고 싶지 않다’는 연구 참여자의 진술에서 알 수 있는 것처럼 ‘나 홀로 실장’의 희망 찾기 핵심 주제는 ‘나 홀로 없애기’였다.
이번 연구에 참여한 ‘나 홀로 실장’ 대부분은 짧은 경력과 경험 부족으로 실무 처리에 어려움을 겪는다는 답변이 많았고, 특히 어려운 분야로 시설관리 업무를 들었다. 4학급 이하 학교라서 시설관리직 공무원이 없는 학교는 말할 것도 없고, 시설관리직 공무원이 있는 학교라고 할지라도 시설관리직 공무원 대부분이 고령자이기 때문에 시스템으로 처리해야 하는 시설관리 업무의 처리가 안 된다고 답변했다. 무엇보다 어려운 점은 잘 알지도 못하는 업무를 다양하게 많이 해야 한다는 데에 있었다. 아무리 능력이 뛰어난 사람이라고 하더라도 학교에서 일어나는 모든 업무를 능숙하게 처리할 수는 없을 것이다. 요즘같이 급변하는 사회에서 나날이 새로운 시스템이 도입되는 현재의 근무환경에서는 더욱 더 그 어려움이 크다고 하겠다.
본 연구를 통해서 본 소규모 초등학교 ‘나 홀로 실장’은 각종 제도 및 정책의 변화로 끝없이 쏟아지는 각종 업무에 이리 휘둘리고 저리 휘둘리는 과정에서 교육행정직 공무원, 나아가 행정실장으로서의 정체성에 대한 위기를 경험하고 있었으며, 사춘기를 겪는 청소년처럼 아직 명확하게 행정실장의 정체성에 대한 의사결정을 내리지 못하고 있었다. 그러나 이러한 정체성 유예 상태에 있으면서도 일상적인 초과근무로 본인이 맡은 업무에 대한 책임을 다하고 있었으며, 동료나 후임자와 업무 노하우를 공유하면서 소신껏 일하는 모습을 보여주고 있었다. 어렵고 힘든 상황에서도 직원을 배려하며 구성원과의 좋은 인간관계를 이어나가고 있었으며 관리자의 인정과 배려에 감사해 하는 한편 학생 교육에 일조하고 있다는 보람을 느끼는 등 건강한 정신세계를 가지고 있었다. 연구에 참여한 ‘나 홀로 실장’의 한결같은 목소리는 일을 나누어서 할 수 있는 ‘사람’이 필요하다는 것이었다. 행정직원이 1명만 더 있어도 업무를 찬찬히 처리할 수 있겠다거나, 생활의 여유를 가지고 가족을 챙길 수 있겠다거나, 웃음을 찾을 수 있을 것이라고 했다. 나이가 어릴수록, 여자 실장일수록 시설관리의 어려움을 토로하고 있으므로 아무리 소규모 학교라도 시설관리직원은 반드시 필요하다고 하였다. 다만, 시설관리직원의 요건은 조무원 성격이 강한 현재의 시설관리직원 보다는, 전문적으로 시설관리를 할 수 있는 시설직 공무원(교육청 시설계 직원)이 필요하다고 하였으며, 행정실장에게만 모든 업무를 처리하라고 할 것이 아니라, 학교 구성원이 조금씩 업무를 나누어서 할 수 있는 여건이 조성되기를 바라고 있었다.

본 연구를 통해서 본 소규모 초등학교 ‘나 홀로 실장’은 각종 제도 및 정책의 변화로 끝없이 쏟아지는 각종 업무에 이리 휘둘리고 저리 휘둘리는 과정에서 교육행정직 공무원, 나아가 행정실장으로서의 정체성에 대한 위기를 경험하고 있었으며, 사춘기를 겪는 청소년처럼 아직 명확하게 행정실장의 정체성에 대한 의사결정을 내리지 못하고 있었다. 그러나 이러한 정체성 유예 상태에 있으면서도 일상적인 초과근무로 본인이 맡은 업무에 대한 책임을 다하고 있었으며, 동료나 후임자와 업무 노하우를 공유하면서 소신껏 일하는 모습을 보여주고 있었다. 어렵고 힘든 상황에서도 직원을 배려하며 구성원과의 좋은 인간관계를 이어나가고 있었으며 관리자의 인정과 배려에 감사해 하는 한편 학생 교육에 일조하고 있다는 보람을 느끼는 등 건강한 정신세계를 가지고 있었다. 연구에 참여한 ‘나 홀로 실장’의 한결같은 목소리는 일을 나누어서 할 수 있는 ‘사람’이 필요하다는 것이었다. 행정직원이 1명만 더 있어도 업무를 찬찬히 처리할 수 있겠다거나, 생활의 여유를 가지고 가족을 챙길 수 있겠다거나, 웃음을 찾을 수 있을 것이라고 했다. 나이가 어릴수록, 여자 실장일수록 시설관리의 어려움을 토로하고 있으므로 아무리 소규모 학교라도 시설관리직원은 반드시 필요하다고 하였다. 다만, 시설관리직원의 요건은 조무원 성격이 강한 현재의 시설관리직원 보다는, 전문적으로 시설관리를 할 수 있는 시설직 공무원(교육청 시설계 직원)이 필요하다고 하였으며, 행정실장에게만 모든 업무를 처리하라고 할 것이 아니라, 학교 구성원이 조금씩 업무를 나누어서 할 수 있는 여건이 조성되기를 바라고 있었다.

A Study of Identity Moratorium Experience of 'The Sole Head of the Administrative Office' in Small Elementary School*

(Abstract) The study is based on the in-depth interview with eight education administration officials who work or have worked within the last six months as sole head of the administrative office in small elementary school. After making a list of meaningful statements using NVivo12, the data were analyzed by classifying them into codes and topics according to phenomenological data analysis methods and procedures by Moustakas. Through study, concrete subjects are, first, how does 'the sole head' experience an identity moratorium? second, in what circumstances does 'the sole head' experience an identity moratorium? third, how does 'the sole head' adjust to the experience of identity moratorium and what are the characteristics of it? and as a result of study, 41 concepts and 9 topics were derived.

Self recognition of 'the sole head': The participants' self recognition about roles of 'the sole head' are an applicant for education, the role of practitioners in handling tasks, the role of manager when any decision is required, and the role of the person in charge at the crucial moment. And despite the fact that they feel themselves lacking in expertise in doing too many kinds of work, they recognize the role of 'the sole head' with difficulty because of experts who urge them to be omnipotent.
Topic 2. Identity moratorium experience of 'the sole head: The essence of 'the sole head' experiencing a suspension of their identity is in the fear of having to do everything, the skepticism over how to handle the matter of administrative work in haste, the dualistic organization that ignores administrative expertise, a condition in which a sick leave can't be freely used due to work-related concerns. As a result, the body and mind were exhausted and had hope, but were soon give up, and they felt deprived relatively as they looked at employees in other sectors. In that process, they were experiencing a moratorium on identity with inner conflict like "What am I?", "Do I have to do that?", "Why should I live like this?" and "Am I the principal's secretary?".
[Study Subject 2] There are three categories: 'changes in policies and systems', 'the specificity of small school administration' and 'the endless tasks' about "what conditions make experience of identity moratorium of 'the sole head'?"
Topic 3. Changes in policies and systems: Because there is a big change in the working environment, such as all the business processes are being structured, the administrative staff at the school said that they need a systematic education or work manual to handle their respective tasks, but they felt the services of the Education Office were not enough. Also, they felt it is unreasonable that quota layout criteria that the Education Office assigns a quota in elementary school by class and student count and each one person who is 6 grade and 7 grade is assigned in middle school if there are 4 or more classes without regardless of the number of students despite more heavy work in elementary school than middle school. Therefore, they want that the Education Office has to understand properly of the work environment of each school and then provide reasonable standards of quota layout, and give a proper assessment that is relevant to the purpose of the assessment rather than evaluation for evaluation. And they presented common opinions that it would rather get rid of it than without fair distribution because the current 'merit bonus' payment method is not only unfair, but also reduces the morale of 'the sole head'.
Topic 4. The specificity of small school administration: There's only one administrative employee because it's small, and one person manage all of the administrative work. Because of that, there's no substitute for the sole head. And they don't even have a choice of companies since there are no companies in the region that can carry out various contracts. In January and February, a time of overflowing works, they was leading a hectic time and even had a feeling of doubt like "Why did I do this?" For teachers, January and February are in breaks, but for the administrative employee, it's time of war with the year-end settlement, school accounting, budget establishment for the next year, various contract activities, education staff personnel and retirement management, etc. January and February are considered to be busy months even in schools that there are 2 to 4 administrative employee. But it's more and more hard time to 'the sole head' even they couldn't go to the toilet.
Topic 5. The endless tasks: They said the endless tasks adds to their difficulties. For example, there are school facility management, school accounting management, education staff management, school steering committee. In addition, they were in charge of kindergarten work, school lunch management, car management at school, after school class management, and they had to deal with document management at any time. Compared to the person who is doing only two or three tasks in the Education Office, 'the sole head' routinely worked overtime under the constant pressure of new and diverse tasks as they had to handle the work of dozens of employees working in the administrative support department of the local education office.
[Study Subject 3] There are two categories: 'survive as education administration officials' and 'find hope' about "how does 'the sole head' adjust to the experience of identity moratorium and what are the characteristics of it?"
Topic 6. survive as education administration officials: Most of 'the sole head' said that they can not complete the work if they work only during regular working hours and the last person to leave school is the administration manager and the person who works the most overtime hours is also the administration manager. They works overtime from time to time in order to do what they are given, take the time to get the necessary education, share their know-how with their peers and work by following the rules and procedures when they are dealing with an important task. In that respect, I could find out them wanting to survive as education administration officials.
Topic 7. Find hope: 'The sole head' in small elementary school were practicing a warm manager who cared for their employees despite the difficult and hard working environment and they said they can overcome this thanks to personal relationships with their members and to the care of managers. Also, they felt rewarding as education administration officials when they received recognition from others and felt that they was contributing to the education. But as shown in the participants' statement, 'I never want to be the sole head again', the main theme of their search for hope was 'to get rid of the sole head'.
Most of the people who participated in the study said that they had a hard time working because of their short career and lack of experience and they said that the particularly difficult area is facility management. Not only schools without a facility management official because they has 4 or less classes but also the school with the facility management official, they said that most of the facility management officials were elderly and then they could not handle the facility management tasks that had to be handled by the system. The most difficult thing is that they have to do a variety of tasks that they don't know well. There is anyone who can handle all of the work that happens in school, no matter how capable a person is. It is even more difficult in the current working environment, where new systems are introduced day by day in this rapidly changing society. Through this research, 'the sole head' in small elementary school were experiencing a crisis over their identity as education administrative officials amid the endless pressure from changes of systems and policies. Also they failed to make a clear decision on the identity of education administrative just as a teenager who suffers from puberty. But even in that condition of identity moratorium, they were responsible for their duties through routine overtime work, share know-how with their peers and were showing of their convictions of work. They were caring for their staff and maintaining good relationships with their peers in difficult and hard situations, thanked the managers for their recognition and consideration and felt rewarding for helping students with their education. Their constant voice in the study was that they needed 'people' to share their work. They said they could do their tasks properly, take care of their family or find a smile if there is only one more administration official. Also they said that no matter how small a school it is, it is necessary to have a facility management staff. However, it was said that public officials who can manage the facilities professionally were needed rather than current facility management staff who have a strong personality fo an assistant. They also wanted to create conditions for school members to share their work little by little, not just for the sole head.
