This paper is a result of investigating what historical meaning the Chosun(朝鮮) government had on the response to Western vessels, which turned into a new diplomatic issue during Sunjo(純祖) and Heonjong(憲宗) era. Before looking deeper into the issue of the Western vessel, I first examined on the special circumstance which Chosun had to face in the situation where the relationship between Chosun and the West had to flow before the appearance of the Western vessel. Chosun during the period of dynasty change from Ming(明) to Qing(淸) had a few chances to come across(奇遇) the West. However, the opportunities came to naught because of the state of affairs in China or the aftermath of the state. Also, Japan at the back was at presence to block the possibility of negotiation between the West and Chosun. These external situations were another issue whether Chosun itself desired a relationship with the West. Meanwhile, after the invasion of Manchu(丙子胡亂, in 1636~1637) the poor relationship between Chosun and Qing also became a blindfold to realize the existence of the West. It was an unnatural situation for Chosun to give attention to the West during the absence of autonomous diplomacy power. Though Injo(仁祖)and Hyojong(孝宗) expressed interest in the equipment(利器) from Western civilization, Chosun had to cease interest because of the situation above. Things had changed when the Chosun-Qing relation stabilized during the eighteenth century. However, Chosun continued to have no interest to the West. Rather except the astronomical calendar the interest in Western learning(西學) seemed to decline than before because of the needless circumstance of an expedition to conquer the north(北伐). This was because of the Chosun intellectual's Chinese World Order at that time. In other words, to Chosun the West was only a stranger that developed the products of civilization(文物) originated from China outstandingly that didn't arise as an appealing diplomatic partner. The abrupt problem of Christianity that came to Chosun, which had no acquaintance with the West, was a strange phenomenon. The problem of Christianity in Chosun happened two centuries later than China and Japan. The reason is because of the unique environment that Christianity of Chosun was born and grew up alone(自生) beside the intellectuals studying Western learning without mediation of missionaries. After the Jinsan Affair(珍山事件) all the books about Western learning in Hongmunkwan(弘文館) were burnt, and the Chosun intellectuals have come to think of the West and Western learning negatively. It was a tragedy to have conflict with Christianity in the late nineteenth century, when Chousn was in the midst of the opening of the Western powers advancing toward East Asia.(西勢東漸) However, Chosun could not stick to anti-Western lines forever. From the time of the Sunjo era, an unexpected change began to take place in the world situation. Signs of change first appeared in China and Japan. It was through the new diplomatic issue, the Western vessel, that Chosun was able to detect the change of world situation caused by the West. The Chosun government had to take action against the current issue of the Western vessel, which had been steadily appearing at the coast of Chosun from Sunjo era. The issue of the Western vessel was the first time that government officials and the people(官民) faced Westerners 'directly'. Therefore, the response against the British vessels at Sunjo era could only be insufficient and unskilled. Under these circumstances, it was natural for the Chosun government to solve the issue of the Western vessel in the framework of external relations centering on the existing Qing. However, both the Jang-Gae(狀啓) from Chosun and the British petition on the Western vessel contained information that could never be overlooked. The information brought by the British vessel was a preview of changing world conditions. Despite these circumstances, it was not a very effective nor smart response to the fact that the Chosun government completely blocked the relationship without trying to find out about Britain. The world condition ran more urgently at Heonjong era. Britain began to erupt by force for the desire to trade with China. The first Opium War(阿片戰爭, in1839~1842) broke out. The Western vessel, which appeared in Chosun at that time, transformed dauntingly in response to the change of world situation. Their actions were fully intimidating by trespassing the coast of Chosun, slaughtering livestock, shooting guns to government officials, and forcefully measuring the coastal waters of Chosun here and there. Meanwhile the British Samarang incident in 1845 and the French vessel incident in 1846 were related to the Opium War. The marine chart(海圖) which measured the coast of Chosun for seven weeks by the captain of Samarang Edward Belcher who engaged in the Opium War became a good source for the occupation of Geomundo by the United Kingdom later in 1885. Also, the French who shipped in suddenly to call Chosun to account of Persecution of the year Kihae(己亥1839) wanted to assimilate Chosun into the modern treaty system that began after the Opium Wars. In this way, the Western Vessels were transformed into a current issue that threatened the defense of Chosun, but the Chosun government was helpless. This time Chosun entrusted the right of self-defense of Chosun to the tribute order (朝貢秩序) centered on the Qing again. The new measure the government planned was nothing but self-cultivation(修身). Because of the incompetence of the Chosun government, there were rumors mixed with satire among the people of Chosun and the foreigners calling the Western vessels ‘official catcher’. In this situation, the Western vessel issue increased innumerably, and Chosun was gradually moving toward the Western powers advancing toward East Asia where the Western invasion became more and more evident. The Western vessel issue at Sunjo and Heonjong era was a good opportunity to prepare for the start of the Western powers advancing toward East Asia. However, the Chosun government had not been able to properly address the issues of the Western vessel, which had clearly demonstrated its presence a number of times. Some people might take the incompetence of the Chosun government at this time too naturally because of the abnormal government operation called the Sedo-Politics(勢道政局). However, if we do not look at the response of the Chosun government to Western vessel for the sake of Sedo-Politics, it could be an indulgence for the historical mistake Chosun made. In other words, now is the time we should learn from the mistake and learn a strict lesson from this incident (反面敎師) of the nineteenth century.
