본 연구는 A화력발전소에서 유연탄 사용 시 배출계수법을 이용하여 수은, 납, 카드뮴의 배출량을 산정하고 불확실성 분석을 수행하였다. 배출되는 중금속은 직접측정법이 아닌 US EPA AP-42에서 정한 유연탄 배출계수를 이용한 것으로 수은은 4.15E+01 ㎎/ton, 납 2.10E+02 ㎎/ton, 카드뮴은 2.55E+01 ㎎/ton을 적용하여 배출량을 산출하였으며, 산출된 배출량을 근거로 중금속(수은, 납, 카드뮴)에 대하여 모델링을 수행하여 인체위해성을 평가하고, 3MRA 모델을 이용한 평가 결과와 Biomonitoring 결과를 비교하여 모델 수행의 타당성을 검증하였다. 배출량 산정과 인체노출량 및 인체위해성 평가를 실시한 주요 연구 결과들은 다음과 같다.
1.충남지역의 A발전소에서 수은, 납, 카드뮴의 배출량을 직접측정이 아닌 배출계수법을 이용하여 산정한 결과 수은의 배출량은 510 ㎏/yr 이었고, 납은 2,580 ㎏/yr, 카드뮴은 313 ㎏/yr 배출되는 것을 알 수 있었다. 이들 배출량에 대한 불확실성을 분석한 결과 수은은 510 ㎏/yr(95% CI; 428~595), 납은 2,580 ㎏/yr(95% CI; 2,165~2,994) 이었고, 카드뮴은 313 ㎏/yr(95% CI; 261~364)의 신뢰구간으로 나타났다. 납이 유연탄을 연료로 사용하는 석탄화력발전시설에서는 다량 배출되는 것으로 보아 유연탄에 원소 형태의 중금속이 다량 함유된 것을 알 수 있었다.
2. A석탄화력발전소에 배출되는 중금속(수은, 납, 카드뮴)에 대하여 3MRA 모델을 이용하여 인체노출량 및 인체위해성을 평가한 결과, 수은의 인체노출량(ADD)은 3.0E-05 mg/kg-day 이었고, 납은 4.0E-03 mg/kg-day, 카드뮴의 1.0E-04 mg/kg-day인 것을 알 수 있었다. 인체위해성 평가 결과 수 HQ는 수은이 0.1, 납 1.0, 카드뮴 0.1 이었으며, 납이 위해성이 큰 것을 알 수 있었다. 3MRA 모델링 결과로는 납이 카드뮴, 수은에 비해 유연탄에 다량 함유되어 배출량이 많아 거주자들에게 미치는 영향이 더 클 것으로 판단된다.
3. Biomonitoring에 의한 석탄화력 발전소 주변지역 주민 전체의 평균 인체 내 중금속의 농도 및 분포도는 혈중에서 수은이 0.86 ㎍/ℓ, 납은 2.21 ㎍/㎗, 카드뮴은 1.47 ㎍/ℓ로 나타났다. 수은에서는 70세 이하에서 높게 나타났으며, 납은 비 흡연자가 낮은 분포를 보였고, 카드뮴은 남성보다 여성이 높은 경향을 보이는 것을 알 수 있었다.
4. Biomonitoring에 추정된 주민 전체의 평균 중금속의 인체노출량은 수은이 1.75E-04 mg/kg-day 이었고, 납은 1.51E-03 mg/kg-day, 카드뮴은 5.87E-04 mg/kg-day인 것을 알 수 있었다. 수은은 70세 이상이 3.37E-04 mg/kg-day, 흡연자가 2.62E-04 mg/kg-day로 높게 나타났으며, 납은 흡연자가 1.78E-03 mg/kg-day로 평균 이상으로 높았고, 카드뮴은 여자가 9.87E-04 mg/kg-day, 비 흡연자가 9.62E-04 mg/kg-day 높은 것을 알 수 있었다.
5.3MRA 모델을 이용하고, Biomonitoring에 의해 추정된 주민 전체의 평균 중금속에 대한 인체위해성 평가를 비교한 결과는 3MRA 모델을 이용한 인체 위해지수(HQ)가 수은은 0.1, 납 1.0, 카드뮴 0.1 이었다. Biomonitoring에 의해 추정된 인체유해성 평가 결과 수은의 HQ는 0.583, 납은 0.378, 카드뮴 0.587인 것을 알 수 있었다. 수은에서는 70세 이상에서 위해성이 높은 것을 알 수 있었으며, 납은 흡연자가 높았고, 카드뮴은 여자와 비 흡연자가 높은 것으로 나타났다. 3MRA 모델링 결과는 납이 HQ가 높은 것으로 나타났으며, Biomonitoring에서는 수은과 카드뮴이 HQ가 높아 인체위해성이 큰 것을 알 수 있었다.
6.3MRA 모델과 Biomonitoring 자료를 이용하여 추정한 인체노출량 및 인체위해성 평가 결과에 대한 효율지수(EI)는 수은에서 남녀, 연령대별, 흡연 관계 등 모든 부분에서 0.618~0.933으로 산정되었다. 주민 전체 평균 또한 0.62로 산정된 것을 보면 모델 수행은 적정하였음을 알 수 있었다. 납에 대한 효율지수는 흡연자가 0.022 이었고, 70세 이상에서 –1.115, 비 흡연자가 –2.629로 산정되었다. 나머지 남녀, 연령대 등 모든 부분이 –0.348~-2.629의 음수로 산정된 것을 보면 Biomonitoring 편차 값보다 Biomonitoring 추정한 것과 모델링 값과의 편차가 크다는 것을 알 수 있었다. 카드뮴에 대한 효율지수는 남자가 -0.384, 여자는 -4,061 이었고, 연령대에서 70세 이상에서 –1.153, 흡연중에서 비 흡연자가 –3.010 이었으며, 주민 전체 평균의 효율지수는 –1.320인 것을 알 수 있었다. 효율지수가 납과 같은 경향을 보이는 것을 알 수 있었다.
본 연구의 이러한 결과는 배출량 산출에서 우리나라 화력발전소에서의 직접 측정이 아닌 미국의 배출계수를 이용하여 산출하였고, 인체위해성 평가에서는 National variable, Regional variable, Site variable를 확보하여 실시하여야 하나, 기상자료 외에는 Variable 없거나 존재하는 것도 대부분 부실하여 모델링 수행 시 A발전소 지역과 유사한 지역인 미국 캘리포니아 지역을 기본 자료로 사용하였다. 따라서 모델링 결과 값이 불확실성이 내재되어 있으며, 또한 중금속이 인체에 노출된 값이 모델링 결과에 표출되지 않아 별도 계산에 의한 노출량을 산정하여야 하는 어려움이 있었다. 모델링 결과에서는 효율지수가 1>EI>0으로 나타난 수은이 인체노출량 및 인체위해성 평가가 적정하게 이루어져 3MRA 모델링으로 추정한 것도 Biomonitoring에서 측정된 농도의 평균을 이용하는 것과 같은 좋은 결과인 것을 알 수 있었다. 0>EI로 나온 납과 카드뮴은 불확실성이 있어 모델링으로 추정한 것이 부정확할 것으로 판단된다. 3MRA 모델을 이용한 추정과 Biomonitoring 자료를 비교 검증한 결과 수은은 석탄화력발전소 외에는 배출원이 없어 외부요인의 영향을 받지 않아 모델링으로 추정한 것과 Biomonitoring 값이 차이가 없어 효율지수가 1>EI>0인 것을 알 수 있었으며, 납과 카드뮴은 Biomonitoring 대상자 주변 지역에 중․소 규모의 공장이 입주해 있어 그 영향에 따라 차이가 난 것으로 판단된다. 따라서 3MRA 모델을 이용하여 석탄화력발전시설에서 배출되는 중금속에 대한 모델링 추정은 수은 외에는 적용이 곤란하다고 볼 수 있다. 지금까지 국내에서 다매체 거동에 대한 연구는 대부분 확산모델이나 fugacity이론을 기반으로 하는 CalTOX, HEM-II 모델 등을 활용하여 연구하였다. 그러나 3MRA를 이용한 모델링 연구를 본 연구 이전에는 국내에서 시도한 적이 없어 본 모델링 결과가 앞으로 우리나라에서 3MRA 모델 이용 시 모델링의 예측력 향상과 활성화에 기여하고, 국내에 적합한 모델 개발을 위한 기초정보를 제공하는데 의의가 있다고 본다. 따라서 3MRA 모델을 사용하기 위해서는 Variable 확보가 우선되어야 하므로 국가에서는 이를 뒷받침 할 수 있는 Variable 확보와 이의 연구기반을 마련해 주는 것이 필요하며, 3MRA 모델링 수행에 필요한 Variable 확보 이전에는 3MRA 모델로 추정하는 것은 바람직하지 않다고 판단된다.

The aim of the research is to evaluate the amount of heavy metals such as Hg, Pb and Cd from A bituminous coal-fired power plant using exposure factors. The heavy metals were also analyzed to indicate uncertainties. This project was carried out in an indirect way to measure heavy metals based on US EPA AP-42; Hg 4.15E+01 mg/ton, Pb 2.10E+02 mg/ton, Cd 2.55E+01 mg/ton. The results were analyzed to indicate potential health risks which compared with 3MRA model and Biomonitoring. The amounts of heavy metals, the exposure levels and the health risk assessments are as below.
1. US EPA AP-42 method was used to determine the amount of heavy metals from A bituminous coal firing plant located in Chungnam province. There were 510 kg/yr for Hg, 2,580 kg/yr for Pb, 313 kg/yr for Cd. An uncertainty survey was also conducted to determine the amounts of heavy metals. There were 510 kg/yr (95% CI; 428~595) for Hg, 2,580 kg/yr (95% CI; 2,165~2,994) for Pb, 313 kg/yr (95% CI; 261~364) for Cd. The analysis results show that the amount of lead from the coal firing plant that was released into air is high due to bituminous coals containing heavy metals as trace elements.
2. 3MRA model was used to evaluate the exposure levels and the health risk assessments. The exposure level (Average daily dose, ADD) was 3.0E-05 mg/kg-day for Hg, 4.0E-03 mg/kg-day for Pb, 1.0E-04 mg/kg-day for Cd. The result of health risk assessments was 0.1 for Hg, 1.0 for Pb, 0.1 for Cd. The analysis results show that Pb has the highest concentration. That would have a significant impact on residents.
3. To characterize the metal accumulation in human body based on the Biomonitoring was also taken from all residents in the study area. There were 0.86 ㎍/ℓ for Hg, 2.21 ㎍/㎗ for Pb, 1.47 ㎍/ℓ for Cd. In general, the high Hg concentrations were seen under 70 years of age, the low Pb concentrations were seen in individuals who were non-smokers. Cd would be more toxic to women compared to men.
4. The average exposure of residents in research areas was 1.75E-04 mg/kg-day for Hg, 1.51E-03 mg/kg-day for Pb, 5.87E-04 mg/kg-day for Cd. The Hg concentrations of residents who is under 70 years of age were 3.37E-04 mg/kg-day and who is smokers were 2.62E-04 mg/kg-day. Smokers had higher Pb concentrations, which were 1.78E-03 mg/kg-day, than those who had been exposed normally. Cd concentrations were 9.87E-04 mg/kg-day for women, 9.62E-04 mg/kg-day for non-smokers
5. The results of health risk assessments were evaluated using 3MRA model and Biomonitoring. The total HQ values based on 3MRA model presented 0.1 for Hg, 1.0 for Pb, 0.1 for Cd. The total HQ values based on Biomonitoring presented 0.583 for Hg, 0.378 for Pb, 0.587 for Cd. In general, the high Hg concentrations were seen under 70 years of age, the high Pb concentrations were seen in individuals who were smokers. Cd has negative impacts on women and non-smoker. The total HQ values for Pb based on 3MRA were higher than Biomonitoring. The total HQ values for Hg and Cd based on Biomonitoring were high.
6. The analysis results show that, for Hg, EI (Efficiency Index) in terms of the exposure levels and the health risk assessments ranged from 0.618 to 0.933; for gender, age group, smoking status. The average level also was 0.62. For Pb, EI was 0.022 in smoking group, -1.115 in the ages of over 70, -2.629 in non-smoking group. Other levels related to gender, age group and etc. ranged from -0.348 to -2.629. For Cd, EI was -0.384 in male group, -4.061 in female group, -1.153 in the ages of over 70, -3.010 in non-smoking group. The average level of residents was -1.320. Both Pb and Cd have the same tendency.
The research was carried out in an indirect way to measure heavy metals based on US EPA AP-42. The modeling for health risk assessments was analyzed using the case study in California, US.; not to use National variable, Regional variable, Site variable. For these reasons, the results of modeling and the exposure levels would have uncertainties. In the modeling results, it was found that the estimation of 3MRA modeling of mercury exposure with the efficiency index of 1> EI> 0 and the human body exposure and human risk assessment were properly performed was the same as using the average of the concentrations measured by Biomonitoring. 0> The estimated lead and cadmium from EI are uncertain due to uncertainties. The results were obtained from 3MRA model and Biomonitoring. Hg, which has no source of emissions except the coal-fired power plant, has the same results(1>EI>0) from both the modeling and Biomonitoring. On the other hand, Pb and Cd would be affected from other emissions sources such as industrial areas. For this reason, the method based on 3MRA would not be applied to measuring heavy metals from the coal-fired power plant except mercury. The studies, in South Korea, which is similar to this project have carried out based on CalTOX, HEM-II. However, it is expected that the modelling results, this research has attempted, will be meaningful in contributing to improving and activating 3MRA, and providing basic information. Therefore, the government needs to secure the Variable to support and provide a basis for its research, and it is judged that it would not be desirable to carry out researches using 3MRA model before performing the Variable.

5. The results of health risk assessments were evaluated using 3MRA model and Biomonitoring. The total HQ values based on 3MRA model presented 0.1 for Hg, 1.0 for Pb, 0.1 for Cd. The total HQ values based on Biomonitoring presented 0.583 for Hg, 0.378 for Pb, 0.587 for Cd. In general, the high Hg concentrations were seen under 70 years of age, the high Pb concentrations were seen in individuals who were smokers. Cd has negative impacts on women and non-smoker. The total HQ values for Pb based on 3MRA were higher than Biomonitoring. The total HQ values for Hg and Cd based on Biomonitoring were high.
6. The analysis results show that, for Hg, EI (Efficiency Index) in terms of the exposure levels and the health risk assessments ranged from 0.618 to 0.933; for gender, age group, smoking status. The average level also was 0.62. For Pb, EI was 0.022 in smoking group, -1.115 in the ages of over 70, -2.629 in non-smoking group. Other levels related to gender, age group and etc. ranged from -0.348 to -2.629. For Cd, EI was -0.384 in male group, -4.061 in female group, -1.153 in the ages of over 70, -3.010 in non-smoking group. The average level of residents was -1.320. The research was carried out in an indirect way to measure heavy metals based on US EPA AP-42. The modeling for health risk assessments was analyzed using the case study in California, US.; not to use National variable, Regional variable, Site variable. For these reasons, the results of modeling and the exposure levels would have uncertainties. In the modeling results, it was found that the estimation of 3MRA modeling of mercury exposure with the efficiency index of 1> EI> 0 and the human body exposure and human risk assessment were properly performed was the same as using the average of the concentrations measured by Biomonitoring. 0> The estimated lead and cadmium from EI are uncertain due to uncertainties. The results were obtained from 3MRA model and Biomonitoring. Hg, which has no source of emissions except the coal-fired power plant, has the same results(1>EI>0) from both the modeling and Biomonitoring. On the other hand, Pb and Cd would be affected from other emissions sources such as industrial areas. For this reason, the method based on 3MRA would not be applied to measuring heavy metals from the coal-fired power plant except mercury. The studies, in South Korea, which is similar to this project have carried out based on CalTOX, HEM-II. However, it is expected that the modelling results, this research has attempted, will be meaningful in contributing to improving and activating 3MRA, and providing basic information. Therefore, the government needs to secure the Variable to support and provide a basis for its research, and it is judged that it would not be desirable to carry out researches using 3MRA model before performing the Variable.
