Citizen participation has been considered positive in a paradigm shift of urban policies. As citizens' interest in the process of urban policy has been more increasing, citizens are actively participating in the decision-making process of the policies. However, in-depth discussions are needed to see whether the meaning of citizen participation can be fully accepted in practice or whether it is merely declarative. This study examines how citizens' participation is practically working on the policy perspective of ‘urban regeneration’ and re-clarify the meaning of ‘citizen participation’ through a grounded theory analysis. For the purposes, this study analyzes the experiences of citizen participation in the urban policies at micro-and macroscopic levels. In the macro analysis, the study focuses how citizens have participated in the Korean urban policies in a diverse social context by using ‘participation analysis elements’(representability, autonomy and communication). The results present that the way of ‘citizen participation’ has been changed from the resistant participation in a hierarchical and administrative urban plan of the 1960s to the interactive participation in cooperative approach. The current urban regeneration is promoting local revitalization by emphasizing voluntary cooperation and actual participation of residents. However, it is also needed to examine actual phenomena microscopically to see whether a policy goal is realized in the real world or not. Through the grounded theory, this study analyzes why the meaning of participation is different in policy and practice and how the participation process of residents is changing socially and psychologically. The study deduces the reason why residents continue to participate in all the processes of urban regeneration is ‘expectations of realizing self-interests through participation’. This study also focuses on an essential meaning of ‘participation’ to explain the gap between theory and practice under the circumstances where residents are participating in the urban regeneration projects in order to realize their physical and personal expectations. The results show that residents are sensitively reacting to ‘communication’ in the citizen participation process. A strategy to overcome the limit of communication can be realized by behavioral changes not from the public sector but from the local residents’ active intervention; there is a considerable perceptional differences between the public and local communities regarding the importance of communication; it clearly shows that the governmental perception on the participation cannot reflect social circumstances. For instance, if residents consider participation to be a four-step cooperation, the public thinks it is still a two-stage consultation or a low-order involvement. In other words, the meaning and level of participation that each other thinks are proceeding differently. The practical implications of the study are as follows: First, the concept and scope of participation should be clarified in order to reduce the difference between the public and residents' recognitions on the bottom up approach and actual participation of residents. It is necessary to reduce the differences in the concept of participation that each other thinks by clarifying the levels of decision-making authority, participation including intervention or cooperation, and communication. In addition, education for strengthening capacity for the public as well as residents should be preceded. The importance of communication through awareness education on the participation value should be recognized. Second, it can grant partial authority to the community. Urban regeneration under the administrative system can be determined and enforced within the budget or the scope of business. This study has a significance to reinterpret the difference of participation in policy and practice and the relative position of participation at the present time, by focusing on how the citizen participation is changing in Korean urban policies and what meaning of participation is important for the residents with experiences of urban regeneration.
