The problem of the inadequacy of the domestic public sector recording system and the way of software design and distribution has been continuously raised. It is argued that the introduction of an open source strategy or a change to a modularized software structure is needed to improve this. As many software companies have made innovations based on open source strategies since the 2000s, open source strategies are valid for records systems as well. In fact, industries has proven open source innovation and cost-effectiveness over the last 20 years. More recently, open source software packages have been developed that meet the long-term retention requirements of OAIS. Nevertheless, in the field of public records management in Korea, opening the source code of the recording system or introducing open source software is slow. On the other hand, in the domestic private sector, the introduction of open source by research institutes and civil society organizations is being activated. As the daily archival paradigm is discussed in 2012, the creation of digital archives using Atom or Omeka is rapidly spreading. Small organizations lacking budget and manpower are very attracted to the cost savings and flexibility of open source. In Chapter 3, I summarize the activities of Human and Memory Archives and open source records management software forum, which started to inform open source recording system in Korea to understand the background and meaning of this flow. In addition, I have tried to grasp the achievements and limitations by examining and categorizing cases of 25 organizations using archiving systems based on open source in terms of their kinds and purposes. Chapter 4 looks at how and who created such open source software. I selected eight overseas open source projects in the field of recording and conducted case studies. The eight selected cases fall into several categories, from format validation to digital preservation packages, and the subject of development also varies from national archives, developers, and international organizations. I analyzed the development process of each project and found implications of four aspects such as community composition, funding and governance, business model and license, and software architecture. In Chapter 5, I tried to confirm whether the cases in Chapters 3 and 4 are applicable to domestic records management institutions. For this purpose, the development process of the domestic recording system and the problems raised were examined. I have also summarized the issues and problems related to open source that are covered in the next generation record management research of the National Archives and the Seoul Archives' information strategy plan. I also reviewed the present state of the open source strategy such as the development status of the digital archive system of the Seoul Archives and the distribution plan through GitHub, and summarized the realistic stories of the implementation process. In other words, this chapter is about the direction of the process, tools and licensing strategies for open source, recent development methodologies and architecture, and who is leading and collaborating on the project. In Chapter 7, I suggested the implications of domestic and foreign cases mentioned above as four aspects of consideration for implementing open source strategy. Rather than a concrete strategy, this is the direction of the process, tools and licensing strategies for open source, recent development methodologies and architecture, and who is leading and collaborating on the project. Specifically, it includes component - based design and development, improvement of public records management law considering open source introduction, copyright and licensing strategy considering company participation, and community composition for cooperation and improvement. The subject of improvement and innovation of the recording system should no longer be limited to the traditional recording community. The recording community should be expanded to open ecosystems that encompass all potential users of outside developers and developers, libraries, museums, galleries, cultural heritage agencies and civil society organizations. Only then can public record management innovate.
