The problems of the elderly faced by Korean society creates a variety of troubles for the entire country and society such as reduced productivity, generation and class conflicts, alienation and abuse, a rise in suicide rate of the elderly and increase in medical expenses. Therefore, as state-level measures to these problems are required, a national policy approach to the problems of the elderly is in line with the humanistic ideology. Meanwhile, physical activity and sports traditionally imply the humanistic nature and values such as self-realization and improvement of autonomy, and the sport policy for the elderly people in fact implies the humanistic spirit including the right of the elderly people to exercise fair human rights and live a life with dignity in this society. The term 'humanism' that this study focuses on refers to the philosophy that emphasizes human welfare and dignity, and is optimistic on an autonomous human cognitive ability. Particularly, the Renaissance humanism, which has been a representative and leading humanism, has achieved liberation of humans from the relationship with nature and god, and the humanism of the 17th and 18th century developed a sacred awareness of labor and citizenship. In the mid 19th century, an ideology was formed against exploitation and oppression of capitalism society, which, since then, has been developed into discussion of existentialism and socialistic humanism through the 20th century. Thus, the humanistic significance and function of the sport policy for the elderly can be defined as the succession of national traditional culture, establishment of the safety net for elderly people's social basic rights and realization of justice between generations. Most of all, as the humanistic status of the sport policy for the elderly in South Korea, it has progressed from the initial stage between the liberation year 1945 and the year 1981, through the dissemination stage between 1982 and 2002, to the settlement stage since 2003, in close relationship with the direction of national economic development and welfare policy. Next, as its humanistic status in advanced countries, the humanistic ideology and values have been promoted explicitly and implicitly through the U3A program in France, senior educations for people over their 50s in Germany, the elderly's self-learning activities in the UK, and the support and volunteering for elderly care by the elderly in local communities in the US. The analysis results on orientations in the humanistic sport policy for the elderly implied in its development process and status shown above are as follows. First, the orientation of the sport policy for the elderly in society between the postwar 1945 and the modern 1980 was the guarantee of the elderly's right to health as well as their human rights. During this time, leisure activities and active physical activities of the elderly pursued high values such as human freedom, equality, rights and dignity in the process of oriented goal seeking to decent life through the sport policy for the elderly. Particularly, the right to health was promoted from the perspective of maximalism as the maximum guarantee of the quality of life beyond the minimalism oriented for minimum survival. Since the 1980s to the 2000s, the humanistic orientation of the sport policy for the elderly in the de-industrialized society had been emphasizing balance and harmony with nature to guarantee elderly people's ecological welfare rights, active and creative participation beyond institutional and structured control, and ethics and morality for the conservation of environment to encourage actively public participation for creation of sound and harmonic society. Since the 2000s, the humanistic orientation of the sport policy for the elderly in the society of information and communication technology (ICT) has been characterized by the realization of the right to social solidarity. The right to social solidarity provides opportunities to elicit a general humanistic spirit by creating mutual unity, consensus through compromise and tolerance, pursuit of the greater good and public interest, and community distribution of wealth. This study aims to suggest the humanistic future tasks to restore the independence of elderly people eroded in the civilization of science and technology, and to ensure their true happiness through the sport policy for them as follows. First, the humanistic policy direction of the sport policy for the elderly should start from enhancing human dignity. The sport policy for the elderly needs to set the policy tasks that admit the limitations of the elderly rather than pursuing endless improvement of their physical ability, and focus on the coexistence with others to overcome these limitations. Subsequently, such tasks need to prioritize the reciprocal relationship that enhances mutual interaction with other elderly people participating in the elderly sport activities for their dignity as the top goal. Second, the program type of the sport policy for the elderly should be a self-initiated and self-supported play program based on the body. Humans are the most sensible beings, and the body is the basis that defines humans as true humans. Since issues related to humans can be seen by examining the body, it should be the most basic foundation to establish humanism from the bottom. In addition, the self-initiated and self-supported leisure play program provide the motifs of aesthetic and artistic life that do not normally exist in a standardized way of life. Hence, by maximizing the limitless self-creative and self-realization values that the play provides, the humanistic tasks of the sport policy for the elderly should be set up more soundly. Third, human services of humanistic therapeutic communications and care should be provided as implementation of a program of the sport policy for the elderly. What is important in the communication that needs to be included in the exchanges of sport activities for the elderly is the shift from unilateral communication to mutual consilient communication. In addition, the policy of elderly care by the elderly has the significance of guaranteeing the minimum personal rights and the right to life. Particularly, the provision of a policy program of sport activities to elderly women who are trapped in the vulnerable and unequal social structure can be the key of a righteous sport policy for the elderly. The tasks of the humanistic sport policy for the elderly that emphasize communication and care should be promoted in mutual complementary or mutual consilient relationship with humanistic philosophy or medical humanistic ideology.
