A phenomenological methodology was employed in this study, with an aim to understand the experiences of stakeholders' in local art support, which is handled by government budgetary support system. Two research questions are as follows: First, what experiences do suppliers and beneficiaries of local art subsidy experience with respect to local art-support? Second, what are the meanings, themes, and very nature of various experiences of local art support policies and system operation? The data collection from 8 voluntary participants were carried out through in-depth interviews for 2 to 3 times over a 2-month period. The data collected were analyzed and interpreted with an application of a phenomenological method of analysis derived from Amadeo Giorgi(1997). From the study, 285 significant statements were derived and grouped into 20 sub-components, and then 6 essential themes were emerged. The 20 sub-components of experience on local cultural and art support encompass 'central but not rigorous allocation of funds in the past', 'change in delivery and support system', 'having no place to stand on or a place to communicate for artists', 'artist's feeling of limitation to self-reliance', 'operating can only be possible when funded for local art community', 'having low expectations on funds which are being low efficient and being stuck in a rut', 'having a light perception that funding is all it takes when applied', 'feeling of difficulties on the post-management process', 'having low confidentiality in the screening process and outcome', 'feeling that allocation process has relative disadvantage', 'complaining about the fairness of subsidy distribution from applicants', 'raising questions about the equity in and outside of the region', 'feeling of pride of self-esteem', 'putting evaluation criteria on the activation level of art', 'audience is a criteria for support', 'forming creative environment is essential and critical', 'serving artists is middle ground's role', 'actual goal of administration should be set as a consumer'. The 6 essential themes consisted of 'facing confusion on the principles of fund allocation', 'uncomfortable feeling toward art ecosystem that has lost its self-sustaining power', 'toughness on managing fund', 'sustaining fairness on evaluation and allocation tasks', 'core thing of local culture and art support is audience's request', 'establishing the Governance system is necessary'. With these emerged themes and sub-components, contextual, individual and general structures were then identified and analyzed. Based on the above results, the following conclusions are made on the characteristics of the experiences of local artists' local culture and art support. First, local artists tend to have very low interest in culture and arts administration and even poor administrative power. They are not well aware of changes in culture and art policies while they are experiencing tough financial difficulties in operating an art organization. Particularly, they did not recognize the recent issue that administrative management system on supporting funds have been changed from local cultural and arts projects due to the depletion of culture and arts promotion fund. It was evident that effective policy promotion acts is necessary for the artists who do art work in the region to better understand and empathize with the nation's policies. Second, despite the fact that cultural decentralization due to local autonomy is an important policy keynote for the new government, the art ecosystem is shrinking instead. There have always been a perception that living as an artist is not abundant and difficult job, but the pride of performing art has been strong, but these days, such pride is falling. It should be realized that the pride and stubbornness of artists can be the driving force behind their deeper exploration of the art world. Third, both the supporting agencies and the supported consumers react sensitively to supporting scale. This is because the number of art organizations is increasing and as the number of support groups increases, subsidies from past organizations are getting smaller. For more effective support policies to be implemented, the acceptable level of budget should be expanded. Resultantly, findings suggest that the government's public financial support should be innovated in a way that is more appropriate to the local status in order to enhance the capacity of local artists and to enjoy the art of fine art.
