This study aims to establish the basis of future studies on differences within the culturally underprivileged classes and double disadvantages. For this purpose, this study classified culturally underprivileged classes into economically underprivileged, geographically underprivileged , and social underprivileged . Cultural Participation is divided into reading and viewing. The viewing consists of performing arts, visual arts, and movies. Descriptive statistics and ANOVA were used for the analysis. The data were used by the National Statistical Office's “Social Research” in 2017. The conclusions of this study are summarized as follows. First, cultural participation of the physical underprivileged group was the lowest among the cultural underprivileged groups. This means that support for the culturally underprivileged, who have difficulty in voluntarily enjoying the culture, is needed. Second, the more culture alienation is duplicated, the more it can not participate culture. The difference of cultural enjoyment according to the degree of overlap was about 10% in the reading rate and about 20% in the viewing rate. This is the result of clearly differentiating between the groups, which can be called the new stratification phenomenon. However, among the total culturally underprivileged classes, the number of double disadvantage groups is relatively small at 15%. Policy design for minority groups is essential, but administrative costs must be taken into account. Therefore, it is necessary to consider policy intervention through cooperation with nonprofit organizations for double disadvantage groups. This study is meaningful to confirm the difference between the culturally underprivileged classes and the main tendency due to double disadvantage.
