The objective of this study was to work out basic criteria for the analysis of conventional outdoor playgrounds and for the design of novel playground patterns, thus making outdoor playgrounds play the role of medium in the improvement of young children’s perceptual-motor development. For this, the author conducted researches on following four areas: First, in order to examine the current perception and directivity of outdoor playgrounds and young children’s development from the perspective of young children’s perceptual-motor development, the author consulted with three early childhood education researchers, three early childhood physical education researchers and two play environment researchers about the construction of outdoor playgrounds from the perspective of developmental studies, and then carried out in-depth interviews with them about their awareness of outdoor playground’s essential facilities for the design of outdoor playgrounds from the perspective of young children’s development. Second, in order to examine the relationship between conventional outdoor playgrounds and perceptual-motor development factors, the author organized two panel groups who had special knowledge and skills, namely a specialist panel for young children and another specialist panel for play facilities and play environment, and then conducted a delphi survey. Third, in order to examine the perceptual-motor development factor which had to be considered first in the design of outdoor playgrounds, the author organized two panel groups who had special knowledge and skills, namely a specialist panel for young children and another specialist panel for play facilities and play environment, and then conducted a delphi survey. Fourth, in order to develop design criteria which could be applied to outdoor playgrounds from the perspective of young children’s perceptual-motor development, the author organized two panel groups who had special knowledge and skills, namely a specialist panel for young children and another specialist panel for play facilities and play environment, and then conducted a delphi survey. Study findings are as follows: First, regarding researcher’s perception of young children and outdoor playgrounds from the perspective of perceptual-motor development, they commonly perceived that outdoor playgrounds are a space which is mainly used by young children in the period of growth, and in which their basic physical activities are carried out, and therefore young children’s motor development must be realized in these outdoor playgrounds above all. In addition, they perceived that the form of most outdoor playgrounds are outdated and have a uniform design. This finding seems to present the fact that conventional outdoor playgrounds have no perspective or design criteria for users. This finding is connected to researcher’s viewpoint that it is necessary to establish such an outdoor playground which is appropriate for young children’s developmental characteristics from the perspective of their perceptual-motor development. They also had such a standpoint that in order to change playgrounds it is necessary to achieve a social consent with which parents can be educated with the theories of playgrounds or early childhood development, or provided with information on it. Play environment researchers emphasized that the current outdoor playground-related laws must be revised or added with user’s development-related items. Second, regarding the relationship between existing play facilities which belonged to outdoor playgrounds and young child’s perceptual-motor development factors, most of outdoor playgrounds had relationship with physical perception, spatial perception, and mobility/stability motor skills. However they had no or very little relationship with direction/time/relationship perception, the quality of movement, and operational motor skills. This finding seems to support this study’s hypothesis that ‘it is necessary to design outdoor playgrounds of novel perspectives for users.’ All the perceptual-motor skills and basic motor skills must be developed in a balanced manner in infanthood or early childhood, but conventional outdoor playgrounds are outstandingly biased to partial perceptual-motor skills. Therefore, users under the current environment of conventionally designed playgrounds could not develop various perceptual-motor skills and basic motor skills, and therefore they need a novel design of outdoor playgrounds from a new perspective of users. Third, regarding perceptual-motor skills and basic motor skills which must be taken into account first in the design of outdoor playgrounds, basic motor skills, which were appropriate for the design of outdoor playgrounds from the perspective of young children’s perceptual-motor development, were 13: five from stability-motor skill (stooping, shaking, vertical balance, starting, stopping); six from movement-motor skills (walking, running, leaping, hopping, jumping, climbing); and two from operational motor skills (throwing, catching). In addition, regarding perceptual-motor skills, which were appropriate for the design of outdoor playgrounds, all the six components of perceptual-motor factor were appropriate. Therefore, the author examined their relative importance. Results showed that their relative importance was physical perception > spatial perception > relationship perception > direction perception > the quality of movement > time perception. Study findings verify which basic motor skills and perceptual-motor skills must be taken into account first in the design of outdoor playgrounds from the perspective of perceptual-motor development. Fourth, regarding the development of design criteria for outdoor playgrounds from the perspective of young children’s perceptual-motor development, 33 criteria were categorized in the first survey, such as effectiveness, innovation, diversity, interest, efficacy, complexity, stability and connectivity. And to the third round survey, 10 criteria were discarded, and therefore 23 criteria were finally accepted. Regarding the practical strategies which were appropriate for design criteria of outdoor playgrounds from the perspective of perceptual-motor development, 25 practical strategies were categorized in the first survey, such as facility aspect, environment aspect and so on. And to the third round survey, 11 strategies were discarded, and therefore 14 strategies were finally accepted. In other words, through the above process of development, this study presented conception plans and practical strategies as upper categories of design criteria of outdoor playgrounds, which were based on the perspective of young children’s perceptual-motor development, and then classified the sub-category of design criteria into characters and facilities/environment, thus presenting final design criteria. Based on above study findings, suggestions for the development of design criteria for outdoor playgrounds from the perspective of perceptual-motor development are presented as follows: First, it is necessary to recognize the functional limitation of conventional outdoor playgrounds, and therefore create such an environment of outdoor playgrounds in which a variety of perceptual situations and interactions occur. Second, it is necessary to work out outdoor playgrounds of novel patterns in the aspect of young children’s perceptual-motor development, which make young children have harmonized activity skills and activity tendencies in a variety of physical areas. Third, it is necessary to have such design criteria for out outdoor playgrounds in which a variety of perceptual-motor development factors are mixed. Finally, it is necessary, at the time of completion of works, to establish a novel stepwise developmental process system in which specialists in various areas take part in the process of completion of works. Based on study findings, the author suggests it is necessary to develop a concrete design strategy which can change social perception of outdoor playgrounds and early childhood development, create a novel type outdoor playground from a novel perspective, and make users achieve physical growth and holistic human development. In addition, the author hopes detailed guidelines for the design of outdoor playgrounds will be worked out in the future, in addition to this study’s design criteria, and outdoor playgrounds will be advanced not quantitatively but qualitatively.
