Based on the political-economic perception that gentrification takes place in the process of the production of capitalist place, this research examines how gentrification, which is centered on displacement of land users, is facilitated and controlled by the intervention of local governments. This is an attempt to locate gentrification as a ‘situational knowledge’ by analyzing gentrification that develops in a specific context, while accepting various views on the range and definition of gentrification. Under neo-liberalism, as the autonomy of local governments increases, local governments had started to take the role as a gentrifier by actively marketing and promoting their cities. However, many problems such as displacement of natives, increasing vacancy rate, lost sense of place, and urban decay are arising during the gentrification process. As an alternative to solve this problem, many local governments including Seoul City, and Seongdong-gu had recently institutionalized new anti-gentrification policies, which is leading to more public discussions regarding the issue. The relationship between the local government and gentrification shown in this study can be summarized as follows. Through the anti-gentrification policies of the local governments, which has recently emerged as a major pillar of the overall anti-gentrification movement, shows both the possibility and limitations of the transition from neoliberalist urban place to post-neoliberalism. In particular, local governments are the main agents of urban entrepreneurialism that attempts to commercialize the city and make it more competitive, which leads to deepened polarization between and within the cities due to the entrepreneurial urban operation of local governments, and gentrification is used as a strategy to implement this kind of operating scheme. However, as many cities are facing the limits of neoliberalism recently, there has been many discussions about post-neoliberalistic alternatives that can help the current situation. These kinds of post-neoliberalistic strategy includes alternative movements such as inclusive cities, the right to the city and urban commons. The anti-gentrification policy can be also viewed as a meaningful axis of neo-liberalistic discussions. The first ‘official’ anti-gentrification policy was introduced by Seongdong-gu in 2015 in the form of 「Act on the designation of sustainable development zones and mutual cooperation of the community in Seongdong-gu, Seoul (anti-gentrification policy)」. Since then, many other local governments have been benchmarking this case and made their own anti-gentrification policies. However, amid the spread of anti-gentrification policies throughout the whole country, there are not enough empirical studies that focus on the role of the local government regarding gentrification. This study focuses on the attempt of the local governments’ transition from the urban incubator (‘gentrifiers’) to an alternative governance (‘anti-gentrifier’), and takes a look at their potential and limitations. While Seongdong-gu’s anti-gentrification policy is aimed at preventing a class-based spatial reorganization as a part of the neoliberalistic trend, it is still limited to certain locations and targets. First, their anti-gentrification policy is limited to certain locations. While Seongdong-gu has anti-gentrification policies by designating a specific space around Seongsu-dong 1-ga as ‘sustainable development zone’, they are still implementing entrepreneurial policies at other areas to enhance urban competitiveness through encouraging new industries and companies (e.g. using their flower industry as a tourist attraction). Simply put, by adopting the place-specific strategy, local governments become a ‘double agent’ that produce the space for anti-gentrification and gentrification at the same time. Second, their anti-gentrification policy is target-specific. While both the residential tenants and business tenants have experienced displacement due to commercial gentrification in sustainable development zones, the target of the policies were only limited to commercial tenants and landlords. The anti-gentrification policy of Seongdong-gu restricts its coverage of benefits/protection to only a certain location or a target. Consequently, while some spaces become subject to a production of anti-gentrification space, other areas become the subject for neoliberalistic spatial production. Therefore, it is shown that local governments are creating symbolic and exceptional spaces that present an alternative urban space of anti-gentrification. But in overall, they are still following the overall trend of neo-liberalism. It can also be understood that the local governments recognize gentrification as a place-specific phenomenon that only occurs in certain commercialized areas. So if gentrification is recognized as a common phenomenon that produces capitalist space rather than limiting it to a certain time and space, various stakeholders who experience displacement may be included in many policy discussions.
