This study analyzes the damage/response to regional cooperation and development of Indochina countries on China's Mekong subregion development. The Mekong subregion development began in 1957 to improve the living conditions of the Mekong river residents and Mekong Subregion Economic Cooperation Program (GMS) began to be developed in earnest by the Asian Development Bank (ADB) in 1992. China is actively investing in construction of hydropower, railway and energy infrastructures in the Mekong river basin by promoting 'the Great Western Development Program in China' in 1997. The reason why China is active in developing the Mekong river basin is that it has lots of profit from investments such as securing water and hydro-electric energy, developing transportation, and securing economic location and economic power of the southwest. However, due to the unreasonable development of China, much damage has occurred to countries in Lower Mekong Basin(LMB). Fluctuations in water flow affected the livelihoods of Cambodian and Vietnamese residents, and water shortages and sediment shortages severely impacted agriculture in Vietnam. Nonetheless, Indochina countries have not actively criticized these damages. As China's participation has positively impacted the economic growths of the countries. However, the high dependence on China is not a leading role in the regional policies of Indochina countries but concerns that they may be drawn to China's policies.
