Therefore, it was necessary to develop a methodology that fits the situation of our SMEs, so the PASS was developed. The purpose of this study is to identify the differences between the PASS development process and the existing methodologies, and to identify the usefulness of the methodology. PASS methodology is characterized by suggesting measures for quality innovation that can be introduced easily, quickly, and smart by small businesses. The PASS methodology carries out improvement activities in accordance with 4 phase 8 step to improve quality innovation and related processes and problems in the enterprise's production activities. It is designed to make it easier for SMEs to use, as it is more simple than the 10 phase of quality circle, the 6 phase of single PPM and the 5 phase of six sigma. This paper studied the usefulness of PASS methodology, which has these characteristics, by applying it directly to two SMEs. As a result, company A had a 74.2% improvement rate of quality defect and 138.5% target attainment rate, and company B that aims for smart factories had a valid performance in enhancing work efficiency of field workers and preventing Human Error. As a result, the improvement rate of quality defect was 51.4% and facility operation rate was increased by 14.7%. These results are meaningful in demonstrating that the 3S(Simple, Speedy, Smart) pursued by the PASS for SMEs presented in this study has been effective and is a valid methodology for improving quality problems and achieving the results of innovation within the competence of employees of small businesses. In this paper, we summarize the findings and implications of the empirical examples. First, PASS which is conducted in 4 phases and 8 steps, has been arranged to enable easy use of improvement tools for each process and to be selected as required. Thus, it is possible to proceed in accordance with the characteristics of the entity and the level of the participants, which were demonstrated by two entities that participated in the case study. Second, with the support of related agencies and parent companies to carry out the PASS to small businesses, it could be expected to evolve into a learning organization to enhance problem-solving capabilities as well as enhance self-confidence and strengthen the spirit of challenge for quality innovation among the employees of small businesses. Third, stable growth of small businesses through quality innovation is critical to ensuring the health and productivity of the corporate eco-system, and will serve as an opportunity to create more good jobs by functioning strongly to support local and national economies.
