Although, several government organizations and research institutions are recently carrying out research to minimize drought damage, only drought analysis based on individual drought definitions like meteorologic or hydrologic drought analysis has been made. To assess effective drought, this study estimates hazardous factors like dry spell, average drought severity, and probability drought severity by calculating SPI(6) from precipitation data of IPSL-CM5A-LR(extreme drought from each climate change scenario), HadGEM2-AO(moderate drought), CanESM2(wet condition). Also vulnerable factors were calculated by using socio-economic factors like population density, agricultural area, living water supply, industrial water supply, and agricultural water supply. The weight of each calculated factor was applied using AHP method, and drought hazard and drought vulnerability index was estimated, and drought risk index, which is a combination of the two index was estimated. According to Drought Hazard Index assessment, IPSL-CM5A-LR showing extreme drought indicates orsening drought in RCP 4.5 and 8.5 scenario, GCM showing moderate drought and wet condition indicates relatively alleviating drought compared to the past, and drought vulnerability factors indicates similar form to the past. After estimating Drought Risk Index compounding Drought Hazard Index and Drought Vulnerability Index to do aquantitative analysis, it shows insignificant drought risk increase in GCM model and other period except IPSL-CM5A-LR in RCP 4.5. To analyze quantitatively, drought risk of future period(S1, S2, S3) was analyzed by being divided into drought risk of past period(S0). HadGEM2-AO and CanESM2 showed decreasing risk compared to the past except Nakdong-River downstream and IPSL-CM5A-LR showed relatively higher risk compared to the other two models. In the event of drought, 2302(Sumyeong River) and 2012 (Kumho River) were areas with the biggest risk. This study can be used as a base data of selecting and assessing drought vulnerable area based on the results considering vulnerability index which shows socio-economic influence when there is drought, and hazard index showing meteorological drought based on climate change scenario.
