A personal credit scoring model is a statistical or mathematical model that predicts future risks, namely the probability of default, of financial consumers in a scorecard form. Banks use personal credit scoring models mainly for the credit assessment processes such as the loan approval, decision of the amount and the interest rate, the extension of the loan period and so on. Credit card companies use personal credit scoring models for their main processes such as card issuance assessment, initial limit provision, commission estimation and so on. In general, the evaluated factors of a personal credit scoring model are customer information, financial transaction data, and external credit information. Based on those factors, each financial company and credit bureau develops and operates a personal credit scoring model. In the case of an individual holds sufficient financial transaction data, namely credit information holding group, it is possible to conduct an appropriate credit assessment based on the existing traditional factors. However, in the case of a credit information insufficient group which has no or less financial transaction data, it is hard to conduct the assessment of creditworthiness sophisticatedly and fairly. Therefore, an individual who has insufficient credit information may experience disadvantages during the evaluation process. In particular, the financial authority announced a plan to improve the personal credit scoring system. As a result, the insufficient credit information group was designated as the focus of finance inclusion for the financial innovation direction and the financial authority has been demanding to expand the utilization of non-financial data or alternative data for the assessment of creditworthiness and to continue to search for additional credit evaluation tools. In this study, we developed a personal credit scoring model using the telecommunication data among non-financial data. The model was designed and developed using real data from domestic telecommunication providers by applying a traditional and conventional methodology to develop a personal credit scoring model. The final model was confirmed by verifying its stability and discriminatory power. The final model is composed of only evaluated factors from the telecommunication data and its discriminatory power has been confirmed to be relatively superior especially in the credit information insufficient group compared with that of the personal credit scoring model based on the existing financial information. It is also proved that the score can be used to elaborate more than a certain level of risk management even for the credit information holding group. The results of this study are as follows: First, we expect to be recognized as a worthy challenge to enable alternative data in personal credit scoring. Second, it can be used for more sophisticated creditworthiness assessment of existing financial consumers and can become a new positive credit assessment tool for people who lack credit information or are in financial difficulties. Finally, we hope to provide empirical analysis results to reflect various sources of data such as commerce, real estate, micro-payment including communication data as new possible evaluated factors for the personal credit scoring model.
