Poverty and urbanization represent a significant phenomenon in developing countries and are an essential issue that constitutes Sustainable Development Goals(SDGs). Today, 10% of the world's population lives in absolute poverty, living below $ 1.90 a day, and 80% of them live in developing countries. Meanwhile, 55% of the world's population lives in cities by 2018, and 68% of the world's population is expected to reside in cities by 2050. In particular, urbanization in low-income countries in Africa and Asia is still under 50%, but remarkably, urbanization is proceeding at a rapid pace that has not experienced ever before. Therefore, it is a significant process to achieve extreme poverty eradication goal and sustainable urbanization strategies that were understanding the interaction effects of the two variables from the spatial incidence and association between the absolute poverty problem and the rapid urbanization in developing countries. The studies of the impact of urbanization on poverty have been proceeding from positive and negative aspects in overseas, on the other hand, related domestic studies are insufficient. Previous overseas studies have discussed the desirable policy direction of poverty reduction in terms of advocacy or opposition to the impact of urbanization. The advocates of urbanization argue that the economic growth resulting from the accumulation of the city increases the total wealth of the nation, and the distribution of income contributes to the reduction of poverty. On the other hand, opponents deem that rapid urbanization accelerates the migration what a cause of spreading slums and increases poverty depth and inequality. In particular, about 80% of the absolute poverty is geographically distributed in the rural areas, so that the core of poverty resolution locates in the rural areas, and it calls for restraint of urban migration through concentration of rural poverty reduction and development programs. Comparing with overseas, it is uncommon in urbanization and poverty in domestic studies. Although there are urbanization studies regarding urban poverty, slum expansion, and relation to economic growth, it has not reached the level of recognizing urbanization as a contributing factor for poverty eradication and development. Especially in Korea, many of the development and poverty strategies focus on reducing poverty through rural development, so there is a lack of interest in associate urbanization and poverty. Differences in perspective and lack of understanding of the poverty issue can lead to inappropriate strategies for foreign aid policies and allocation of public development assistance funds; as a result, it can reduce aid effectiveness. This study empirically analyzed the development performance of 105 countries over the past 35 years to demonstrate that urbanization in developing countries is a significant development variable for poverty reduction. Also, I studied panel data analysis of three countries outstanding in growth and poverty reduction, which are China, India, and Indonesia; it tries to show in depth the impact of urbanization on development in urban and rural areas. The study conducts cross countries panel analysis using poverty and inequality data from WDI(World Development Indicators) and World Bank PovcalNet from 1981 to 2015. The dependent variables included economic growth, poverty, and inequality as development indicators. Also, to verify the effect of urbanization on the economic level of the nation, it compared the differences among the groups of income according to income groups. The analysis results that urbanization has a strong positive correlation with economic growth in the total effect of 105 countries and the full impact of four income groups. Besides, the increase in the urbanization rate has reduced the headcount poverty ratio, poverty gap, and squared poverty gap, which are indicators of quantitative and quality in absolute poverty. Notably, it showed the highest sensitivity to urbanization in upper-middle-income countries due to the high elasticity coefficient of urbanization, economic growth, and poverty reduction. Also, urbanization showed a positive correlation with the inequality index, GINI coefficient, in all income groups. Inequality is a distribution of the whole population including above the absolute poverty line; it can interpret that urbanization makes the deviation larger in income distribution. The result between the influence of urbanization and urban/rural poverty in three counties shows that urbanization decreased not only the overall poverty ratio of the country but also urban and rural poverty ratio. Besides, the relationship between urbanization and inequality was statistically significant, but the coefficient was negligible, indicating that urbanization did not significantly affect urban and rural disparities. The achievement of this study empirically proved that urbanization is not a negative factor that impedes the human development and increases absolute poverty, but rather a significant variable that plays a significant role in economic growth and poverty reduction. This study has the research gap with previous reviews the influence of urbanization can be different by national income groups by analyzing to subdivide income group, and it means that the urbanization strategy should change according to the national economic level. Also, it brings up an implication to the academic world of Korea to attract attention to the relationship between poverty and urbanization, which are significant issues of the international society and the need for research. Through the implications of this study, it expects to be published more active and detailed analysis based on the positive interrelationship between urbanization and poverty reduction, which will contribute to the poverty policy and urban planning.
