The composite decline index of urban areas was calculated, and the growth and decline of urban areas were identified. And then, by analyzing the influence of decline of industrial complexes and the growth and decline of urban areas, it is confirmed that the decline of industrial complexes affects the growth and decline of urban areas. Based on this, it provided policy implications for establishing a viable regeneration plan reflecting the relationship between the growth and decline of urban areas and the decline of industrial complexes. The result of this study shows that the elapsed years, which means the degree of retirement of industrial complexes, did not have a significant effect on the decline of industrial complexes. Accordingly, the decline industrial complex was defined as the decline of the industrial complex that appears complexly from the social and economic point of view, rather than the old industrial complex. The more the industry of the decline industrial complex diversifies, the more the urban declines and the more the industry of urban diversifies, the more the urban grows. These results show that the decline of the industrial complex, which is the majority of the manufacturing industry, and it is meaningful to be different from existing studies.
