As the first research problem, the concepts of ‘Disability Understanding Program’ and ‘Human Rights Sensitivity towards the Disabled’ will be defined, and the relationship between the concepts will be established to clarify the direction of future research. The ultimate goal of a ‘Disability Understanding Program’ was to make sure the members of our society understand that the disabled are also human beings that deserve the same amount of respect that anyone else does. The research has also determined that the concept of ‘Human Rights Sensitivity towards the Disabled’ is a psychological ability that allows us to empathize with the issue of ‘Rights of the Disabled’ in every aspect -cognitive, emotional, and behavioral-. Through this, the research has confirmed that the concept of ‘Human Rights Sensitivity towards the Disabled’ can be obtained and understood through the context of ‘Disability Understanding Program.’ The second research problem was to analyze the problems of the current ‘Disability Understanding Program’ based on the conceptual definition presented above, and to develop a new program that would be able to compensate for its limitations. To compensate for the fact that the existing ‘Disability Understanding Program’ can distort the perception of a disabled person as a passive, incompetent human being, and that it was a one-sided and fragmentary method of education, the researcher developed a new program called the ‘Paralympic Project Learning Program.’ This was because the subject ‘Paralympic Games’ can make people perceive the disabled as a self-reliant and active being, while the method ‘Project Learning’ can ensure the active and continuous participation of the students. As the final research problem, the ‘Action Research’ method was applied to the ‘Paralympic Project Learning Program’ (3 sessions), and the process and results were analyzed based on qualitative data. The analysis showed that the students displayed meaningful changes in all cognitive, emotional, and behavioral aspects regarding the perception towards the disabled after finishing all three sessions. In the cognitive aspect, the students no longer perceived the disabled as incompetent or ignorant. Instead, they accepted their disabilities as an individual ‘characteristic’ and recognized the disabled as human beings with the same ‘rights’ as non-disabled people. From an emotional standpoint, the students were able to narrow their psychological distance from the disabled. Furthermore, they showed the ability to deeply sympathize with the feelings that disabled people experience in their daily lives. Such cognitive and emotional changes were reflected in the attitude and behavior of the students. After attending the program, the students started to treat them naturally, just like they treat other non-disabled individuals. They also showed their willingness to act for the rights of the disabled. This study could be understood as an attempt to approach the huge social issue of ‘Human Rights’ by starting with the relatively narrow category of ‘Human Rights for the Disabled’ and can also be recognized as an answer to the question ‘How should we perform ‘Disability Understanding Programs?’ This implication of this research is that it confirmed if the ‘Disability Understanding Program’ can be performed with a proper subject –which depicts the disabled as self-reliant human beings- and a method that can ensure continuous and active participation of students, it can lead to positive changes from the students regarding their perception towards the disabled.
