For foreign learners, constant exposure to a Korean-speaking environment is a critical prerequisite for enhancing learning effectiveness when learning Korean as a second language. This is because exposure to a genuine Korean language environment means experiencing not just ‘text’ but also ‘context,’ i.e. the experience of contextual situations. In fact, using language in media for educational purposes has become all the more interesting because an increasing number of language learners are utilizing media such as TV dramas to learn languages. This suggests that Korean language education using “hallyu” media may be an alternative way to promote interest and motivation in foreign students. Text, which has long held a leading role in the preservation of knowledge and has been the backbone of language learning, has lost its unique status in the field of language learning with the advent of media freely accessed through televisions, computers, and smart phones. In order to keep up with these changes in the environment of language learning, it is necessary to bring about innovative changes within the traditionally text-focused Korean language education curricula. It is time to actively consider to use of various media to meet language education needs that reflect the practical nature of communication. Multi-literacy involves methods of complex semantic generation through various formats, such as images, video, and audio content. It is also the ability to actively and critically participate in various semantic actions that take place in everyday life through the comprehension of the complexity of communication channels and media working together, the diversity of culture and language, and of social discourse. In other words, multi-literacy can be summed up as essential to the communication skills required for modern daily life. Therefore, the purpose of this study is to propose and apply programs containing Korean language education goals, content, and operational procedures for the improvement of multi-literacy in foreign learners. To achieve this goal, this study establishes a step-by-step model for program development after a theoretical review. Each step, discusses five areas—listening, reading, speaking, writing, and understanding of culture—for the enhancement of multi-literacy in Korean language learners. The contents were organized based on the goals of each of the five areas, taking a step-wise approach: (i) a feasibility study was conducted by experts; (ii) a preliminary program was implemented; and (iii) a Korean education for program for improving multi-literacy in foreign students was devised. Furthermore, to test the effectiveness of the program, it was then implemented with actual foreign exchange students. For this test, 108 foreign students were divided into a program participant group (60 students, taught in multi-literacy based) and a control group (48 students, taught in ‘text’ based). The students were aged between 19 and 25 years and were from eight different countries including Mongolia, Vietnam, and China. The effectiveness of the program was verified by providing in-depth descriptions of learners' experiences of their program participation through qualitative data collection and analysis, along with a questionnaire to track changes over time in learning interest, participation, confidence and objective level of Korean language skills among the program participant group and the control group. Conclusion for the paragraph, the multi-literacy-based program was effective in improving Korean language skills. The program participant group showed a statistically significant (t=2.05 p<.05) improvement of their Korean language skills compared to the control group. Changes over time in the program participant group also showed significant gains in the areas of interest (t=-12.727, p<).001), participation (t=1.890, p<.001), confidence (t=11.842, p<.001). This study used visual media from internationally well-known TV dramas to create engaging content and improve the multi-literacy of the Korean language in foreign learners. In addition, the results of this study are expected to be valuable as basic data for related research, as well as containing useful information for the expansion and development of Korean language and culture education content for foreigners. The suggested areas for further research are as follows: First, follow-up research on educational methods that utilize visual media such as movies and news, as well as TV dramas, should be conducted in a variety of ways. Second, research on Korean language textbooks that utilize "hallyu" dramas is needed. Korean drama language textbooks for potential Korean learners all around the world will have to be developed for all learning stages and be made available both offline and online so that they can be easily accessed by anyone. Third, a more systematic and long-term follow-up study of multi-literacy education, which enables the acquisition of language as it is used in real life (beyond ‘textbook’ Korean) and allows students to understand, critically engage with, and express Korean society and culture, should be conducted.
