This study attempts to analyze attitudes towards complaining behavior and complaining behavior expressed by consumers by dividing them into private and public domains and applying the Theory of Planned Behavior to resolve consumer complaints that occur when consumers use sharing economy services. Also, it expanded its research model by inserting as an additional variable consumer competency, which generally affects consumer complaints and consumer living, which are prerequisite factors of complaining behavior. Therefore, it looked into factors that affect attitudes towards complaining behavior and complaining behavior in the use of sharing economy services of Korean and Chinese consumers to contribute to the search of methods with can be used to improve upon attitudes towards complaining behavior and complaining behavior and to help businesses increase consumer satisfaction in sharing economy services and provide base material for the establishment of marketing strategies that can be used when Korean businesses advance into the sharing economy service market of China or when Chinese companies advance into the sharing economy service market of Korea. The main results and implications of this study are as follows. First, it was shown that, with Korean and Chinese complaining behavior experiences regarding sharing economy services, there were more private complaining behavior experiences than public complaining behavior experiences. Private complaining behavior is not actually expressed actively compared to public complaining behavior so it may not be passed on to companies, making it difficult to reduce consumer complaints. Therefore, if a consumer has a complaint due to problems or damages that occur during the use process of sharing economy services, then this must be objectively acknowledged and its severity must be sufficiently recognized. Consumer education should be conducted by consumer groups and governments to teach complaint expression methods and complaint procedures and so that awareness of such complaints can improve so they are perceived as positive and voluntary complaining behaviors. As companies can use the active complaining behavior of consumers as base material needed for improvements in their products and services, they should enhance complaining behavior satisfaction levels with positive and quick management of complaining behavior, improving reutilization and loyalty. Second, it was shown that Korean and Chinese consumer competency affects attitudes towards complaining behavior. Competencies such as financial management, transactions, and citizens have a general effect on consumer living and higher subjective competency levels inevitably positively affect decisions that are made regarding complaining behavior. In carrying out their roles as citizens, the passive complaining behavior of consumers has no effect in the improvement of sharing economy services so inferences can be made that consumers display public complaining behavior because they are worried that other consumers will experience similar dissatisfaction. Therefore, consumers should enhance their consumer competency and be active in positive complaint expression behavior and work hard to make more reasonable decisions through this process. Third, it was shown that behavioral and subjective norms, which are variables related to the sharing economy service complaining behaviors of Korean and Chinese consumers, affect private and public attitudes towards complaining behavior and perceived behavior control only affects private attitudes towards complaining behavior. Attitudes towards the complaining behavior of consumers increase private and public attitudes towards complaining behavior and there is a high possibility that they will eventually lead to complaining behavior so when complaints occur regarding sharing economy services, companies should perceive the complaining behaviors of consumers positively and form active attitudes. To aid this and to allow companies to actively implement complaining behavior, consumer education material or programs should be made and more positive attitudes should be formed regarding the complaining behavior of consumers from dimensions of company consumer education. Korea and China tend to place importance on human relationships due to their cultural and historical backgrounds of thousands of years of Confucius ideas and they tend to be conscious of what others think and to feel burdened by behavior that breaks away from norms. Because of such backgrounds, the whole of society must perceive complaining behavior positively for an environment in which complaining behavior can be expressed without feelings of burden so businesses, consumer groups, and governments should create such environments through the provision of information and promotion. Also, of private complaining behavior, consumer education should be given so that consumers who express their complaints using SNSs can display public complaining behavior and consumer satisfaction can be increased and brand changes can be stopped through the dissatisfaction resolutions of consumers who have displayed private complaining behavior. Consumer groups and governments should conduct consumer education regarding public complaining behavior methods through various educational contents and channels. Fourth, it was shown that sharing economy service attitudes towards complaining behavior have a strong positive effect on complaining behavior. If attitudes towards complaining behavior increase, as a prerequisite variable of complaining behavior, then possibilities of leading to complaining behavior increase as well, so, to improve attitudes towards complaining behavior, not only consumers, but also companies, consumer groups, and governments should all cooperate to make efforts such as conducting education and promotion regarding the strengthening of consumer competency in various ways, the changing of perceptions of complaining behavior, and complaining behavior expression methods. Lastly, it was verified that there were mediating effects of nationality and complaining behavior experiences and there were distinct differences between Korean and Chinese consumers. In particular, to improve private attitudes towards complaining behavior, importance must be placed on consumer dissatisfaction, financial competency, and perceived behavioral control for Korean consumers, but for Chinese consumers, importance must be placed on civic competence. At this, sharing economy service companies should establish more distinct and subdivided strategies when inducing the complaining behaviors of Korean and Chinese consumers. Also, when complaints occur regarding sharing economy services, consumers who had complaining behavior experiences in the past showed more active attitudes and stronger wills with regard to complaining behavior. At this, consumer groups and governments should make efforts to actively promote and educate so that consumers will increase their complaining behavior attempts and so that a maximum number of consumers can experience complaining behavior and companies must find ways to construct easier complaining behavior expression channels to induce the complaining behavior of consumers, resolve complaints through complaining behavior, and improve satisfaction regarding complaining behavior. In sum, consumers must work hard to realize their consumer sovereignty and sharing economy service companies must expand accessibility and channels through which consumers can display complaining behavior and in addition, they must resolve consumer complaints with active and quick responses and improve satisfaction levels. Also, they must put all their efforts into establishing strategies that can maintain existing consumers and create new consumers through increased reuse intentions and positive word of mouth.
