A lot of researchers have studied on cross-wind and proposed a variety of methods that can theoretically predict the risk of derailment. In this study, when constant cross-wind acts on a railway vehicle, a theoretical derailment model that can predict wheel / rail contact forces and suspension forces was suggested. The theoretical model took into account the suspension characteristics and structural characteristics (a car body, a bogie and a wheel set) that were not considered in existing derailment theories. When a cross-wind force acting on a railway vehicle is weak, the result of the theory (1 step) which calculated by adding wind forces to the initial state is similar to the result of a multi-body dynamics program (SIMPACK). But the theory (Multi-step) considering the large displacement by calculating repeatedly static equilibrium equations was derived and verified through the multi-body dynamics program because the error of 1 step theory is greater as the displacement of a car body increases with the strong cross-wind force. In addition, a theoretical equation was suggested for cross-wind with frequency by the structures on a track or bridge structures placed at regular intervals. In the process, a theoretical formula that can predict the natural frequency by using the specifications of a railway vehicle was derived. The influence of the frequency of cross-wind on the driving safety using the theoretical formula was analyzed according to frequency. When the frequency of cross-wind matches the natural frequency of the vehicle, the resonance phenomenon was occurred and the risk of derailment was increased rapidly. Even though the derived theoretical formula in this study doesn't cover the wheel / rail interface in detail, such as a flange angle or a friction coefficient, it is possible to predict an accurate derailment risk and a derailment behavior by applying the derailment theory of single wheel-set which was verified in a previous study. Derailment risk was assessed on the basis of TSI or UIC code on a straight or curved track (lateral acceleration of 0.5 [m/s2], 1 [m/s2]) using the operating regulations of high-speed train in Korea. The theory derived in this paper was improved compared with Kunieda's formula by applying dynamic effects such as lateral forces and wheel unloading by rail irregularity that where not considered in previous theories. Derailment risks and derailment behaviors were evaluated according to the conditions depending on the magnitude of wind forces and the direction and angle of cross-wind on curved track, as well as the gauge used in various sizes around the world. In conclusion, existing theories including Kunieda's formula which is typically used in Japan have a limitation to predict the derailment risk by considering characteristics of suspensions, angles or frequencies of cross-wind although a lot of formulas about derailment have derived to evaluate the derailment risk. In this study, the theory was derived to predict the derailment risk under various cross-wind and track conditions, using characteristics of suspension and vehicle specifications in the design process of a train.
