The purpose of this study is to find a way of an urban restoration project that has been emerged as a main issue for a nation's urban planning policy by looking into the status of the first stage of the "Revamping Sewoon Sangga", designated as a leading model for Seoul urban restoration projects.

To this end, we looked into a development process of Sewoon Sangga, a way of how to restore an urban area, a literature review on revitalization plans and overseas case studies as well as 'Anchor System', its related programmes and changes made followed by a completion of the first stage the "Revamping Sewoon Sangga", so as to see whether the 'Anchor System' actually contributes to urban revitalization. It is concluded that Sewoon Sangga renovation is the urban restoration project through up-cycling that preserved the existing space, people and industrial ecosystem and creating the 'Anchor System' is an efficient way of an urban restoration, particularly designed for the Sewoon Sangga area that decided to preserve the existing buildings. Attracting strategic institutions and creating space for start-ups is necessary for industrial restoration and this will be the key to urban restoration in Sewoon Sangga, being restored as a type of neighborhood restoration. In addition, it is believed that creating the 'Anchor System' for community restoration with assistance from existing businesses, newly-involved businesses, government offices and experts will be an important driving force for urban restoration that continues to be mutually beneficial in Sewoon Sanga area. Therefore, I would like to put forward a suggestion that a necessary operation or funds required for creating the 'Anchor System' in Sewoon Sangga area needs to be stipulated or clear guideline on them should be provided.
