이를 위해 본 연구에서는 다음과 같이 연구문제를 설정하였다.
첫째, 도시재생의 주요요인들 중에서 문화・예술 요소는 무엇이고 중요도는 어떻게 되는가?
둘째, 문화・예술 기반의 도시재생 사업에 있어 민간전문가 집단과 공무원담당자 집단을 비교하는 경우, 두 집단 간 인식하는 요인의 중요도에는 어떤 차이가 있는가?
셋째, 서비스 가치네트워크를 통한 문화+예술 기반 도시재생의 생태계는 어떠한가?
본 연구는 다음과 같은 방법으로 실시되었다. 첫째, 문화도시 관련 기존연구에서 추출된 요인을 우선적으로 살펴보았고 이를 검증하는 작업으로 1차 전문가인터뷰를 실시하였다. 인터뷰 내용은 모두 녹음되어 전사되었으며, 이 내용을 통해 주요 속성과 세부항목을 분석하였다. 둘째, 2차 전문가인터뷰를 실시하여 계층 모형 설정을 통해 민간전문가 집단과 공무원담당자 집단을 대상으로 주요 속성 및 세부 항목에 대해서 인식하고 있는 중요도를 측정하였다. 셋째, 생태계 이론 및 문화・예술 시장 서비스 생태계 등 관련된 기존의 연구들을 기반으로 하여 도시재생 서비스의 가치행위 주체들의 역할과 내용을 분석하고 현재(As-Is)의 도시재생 서비스 가치네트워크를 설계하였다. 또한 2차 전문가인터뷰의 AHP 분석결과를 토대로 하여 향후 바람직한 문화예술 기반 도시재생 서비스 가치네트워크 설계를 통해 새로운(To-Be) 생태계 모델을 제시하였다.
본 연구의 결과를 정리하면 다음과 같다. 첫째, 문헌연구와 인터뷰를 통해 최종적으로 10개의 주요 속성과 43개의 세부항목을 도출하였다. 둘째, AHP(Analytic Hierarchy Process)를 통하여 분석한 결과, 민간전문가 및 공무원담당자 집단별로 중요하게 인식하는 주요 속성 및 세부항목 간 차이가 존재하였다. 특히 참여・네트워킹에 대해서는 민간전문가 집단에서는 가장 중요하게 인식하는 속성인데 비해 공무원담당자 집단은 비교적 중요하지 않게 인식하는 것으로 나타났고, 문화유산자원에 대해서는 공무원담당자는 가장 중요하게 인식하는 속성인데 비해 민간전문가 집단은 별로 중요하게 생각하지 않는 속성으로 나타나 두 집단 간의 인식차이가 큰 것으로 확인되었다. 셋째, 서비스 가치네트워크를 통해 생태계를 분석한 결과 현재 우리나라는 도시재생 사업의 초기단계라고 할 수 있는 특성상, 제1지원자의 주체적인 성격을 겸하고 있는 중앙정부 및 지자체는 보조적지원자로서의 성격으로 역할을 하고, 도시민(단체) 및 민간전문가들이 제1지원자의 주체로서 역할이 더욱 강화되어야 할 필요성이 제시되었다.

Arts and culture have been considered as core elements for successful urban regeneration. Previous studies exploring urban regeneration had analyzed overseas success cases and dealt with the strategies for applying them into Korean urban regeneration. However, Korean cities are unique in their social and cultural aspects, distinct from overseas cities. It implies that the imitation strategy cannot guarantee the success of the enterprise.
With such limitation in mind, this study investigates the roles of the core agents involved in Korean urban regeneration, and analyze the close relationship between them in ecological perspective. More specifically, the study aims to explore the core attributes necessary for successful urban regeneration, and ultimately to design an arts and culture-based model for Korean urban regeneration based on service value network modeling.
For these study objectives, the study asked three research questions.
1) Of core elements for successful urban regeneration, are there elements related to arts and culture? If any, what are they? and what is the priority of those core elements?
2) Is there a perception gap in the importance of the core elements between public servants and non-government experts?
3) How is the ecosystem of arts and culture-based urban regeneration constructed?
For the study, a broad review of literature was conducted as part of finding factors necessary for urban regeneration, the validity of which was confirmed through interview with experts in the field of arts and culture. The data were all transcribed and theme-analyzed to elicit core attributes and their categories. In addition, a hierarchical model set through another session of expert interview was used to masure the perception of civil servants and non-government experts to the core elements for urban regeneration. Analytic hierarchy process(AHP) was used to compare the difference in perception to the core attributes and their categories between public servants and non-government experts. Lastly, with a broad review of literature for exploring the core elements for urban regeneration and their roles, the service value network of the current Korean urban ecosystem was constructed, and then more desirable urban ecosystem model was suggested through the service value network modeling based on results from AHP.
The outcomes from the study are as follows: first, a total of 10 core attributes and 43 categories were analyzed. Second, the perception gap between the two expert groups was found as a result of AHP. Third, the result of looking into the ecosystem through service value network led to the conclusion that both central and local governments need to play a role as a supporter rather than as a leader; instead, citizen organization and civilian experts should lead the redevelopment to achieve the urban renewal projects, since Korea is in at early stage of urban regeneration business.
This study, as the first and, thus, seminal study attempting to design an arts and culture-based ecosystem model for urban regeneration, is distinct from the previous studies in terms of collecting empirical data necessary to construct a Korean arts and culture-based ecosystem model for urban regeneration rather than depending on overseas success stories. In light of the practical and academic implication involved in the study, the study is expected to make a great contribution to laying the foundation for constructing sustainable ecosystems of arts and culture-based urban regeneration.
