In order to resolve the pending issues of both non-regular employees and unemployment and seek the goal of the balance of work and life, our government announced and implemented its policies of “converting non-regular workers into regular workers in the public sector” in 2017 and a shorter workweek via the amendment of the Labor Standard Act in 2018. In the wake of those polices, our society is expected to face changes large and small in the labor market and overall industry, among which all parties involved in performing arts have high expectations and great concerns at the same time regarding the policies since most employees there, usually non-regular workers frequently do extended work and holiday work due to the nature of their job and the convention for the profession as well. With the research question of how those policies of a shorter workweek and the converting of non-regular workers into regular workers affected the management of theaters and working conditions of the employees of national performing arts agencies, as one example of public sector in performing arts, this study aimed to examine the initial policy outcome and seek a better alternative for those policies with its policy implications. To this end, 30 official staffs and civil servants in charge of stage managership with certain amount of work experience in two national performing agencies, National Theater of Korea and National Center for Korean Traditional Performing Arts, were surveyed via in-depth interview, and the survey results are as follows. First, the shortage of manpower caused by a shorter workweek was identified as the biggest operational problem of theaters faced by national performing arts agencies, and in response to the problem, there were some changes in the operation type of the theaters, which include official staffs’ flexible work, expanded hiring of daily employees, the reduction of stage-related technical manpower support for leased performance venue, and limited participation of official staffs in overseas performances. Second, it was confirmed that official staff’s reduced work hours did not lead to their higher job satisfaction, which could be explained by both irregular holiday hours’ inconvenience and increased financial burden imposed by reduced overtime pay. For civil servants, reduced workweek of official staffs increased their workload and thus aggravated their working conditions. Third, as for an improvement plan for the problems caused by a shorter workweek, it was suggested that increasing manpower for a labor shortage, a higher basic wages for official staffs as a remedy for relieving their financial burden, and adjusting work schedule through the management-labor consultation would help solve the problems. Fourth, it was found that the changed employment type (converting non-regular workers into regular workers) stabilized official staffs’ employment, which increased the efficiency in the agencies’ operation and management of the personnel. On the other hand, it was also reported that such change did not accompany improved treatment for the workers in terms of wages and benefits, which might be the source of potential conflicts. Fifth, the changed employment type ensured job security of official staffs, but other than that, their treatment mainly composed of monetary compensation and benefits did not significantly improve, thereby not resulting in their high job satisfaction. Sixth, it was suggested that better treatment of official staffs represented by higher wage and decent benefits suitable for their status of regular workers would function as an improvement plan for the problems related to the changed employment type. On the basis of the findings of this research, I can summarize its policy implications as follows. First, in order to solve the problems caused by a shorter workweek, we have no choice but to either expand workforce or reduce workload considering the corelation between work hours or workforce and workload. And given the proposed aims of the policy of a shorter workweek, it is more desirable to expand workforce or personnel. Second, the quality of life and working conditions for employees are affected not only by the quantity of work hours but also by their quality greatly related to the distribution, alignment, and consistency of work hours. Along with work hours, wages, as another component of working conditions, should be taken into account. Third, the meaning of a full-time job perceived by employees should include a reasonable treatment of them in terms of appropriate salary and benefits, not just job security. The criteria for reasonable treatment will be determined in comparison with that of existing full-time workers. Fourth, considering the differences in operational purpose and funding between national performing arts agencies and private performance production companies, the problems caused by a shorter workweek and the expansion of a full-time employment type are expected to arise more directly and extremely in national performing arts agencies than in private counterparts.
