The purpose of this study is to examine the way of governance practice through analysis of case studies of Seongbuk Cultural Foundation which is active in governance among local cultural foundations. Specifically, the components of governance were set as participation, openness, sharing, and network. In order to analyze the way of practicing the governance of Seongbuk Cultural Foundation, the business status was analyzed based on the above four factors. First, there are big festivals, cultural arts education, and performances as 'participation' projects. The festival includes Seongbuk Culture Vacation and Seongbuk Book Mockoji. Culture and arts education includes dream orchestras, literary mentoring. There is a Seongbuk Dance Festival in the performance. These projects can be seen to promote the direct participation of citizens through participation, experience, promotion, discussion, and voting. Second, there are community, cultural space, and festival as 'openness' projects. Community includes local communities, and Cultural space includes road to Ganson. The festival includes the World Food Festival Nuri Masil, and Hanyang City. In these projects, the opening of the cultural space has provided an opportunity for the local residents and marginalized people to participate in the culture, and the openness of the sense of respect for cultural diversity has been shown strong. Third, projects that correspond to 'sharing' include creative support, cultural space, and experience. Creative support includes dream library, cultural space includes moving theater, and experience includes Jangwi/Seockwan/Wolgok Art Town. These projects had elements of sharing by local artists and village activists gathered to share cultural and artistic talents and to create experiences through art. Fourth, there are projects of forums, communities, and meetings as 'networks'. Forum includes Sweet forum, Communities include the Seongbuk visual arts network, and meetings include the Shongbuk Roundtable. These projects were characterized by a horizontal network of freely communicating and sharing information in a way that experts in each field publicly announced their arguments and the audience freely discussed and addressed them.
