LTV 및 DTI 규제는 대출규모 및 레버리지 축소 효과가 뚜렷하였고 이를 통하여 연체발생 억제에도 효과가 있는 것으로 나타났다. 금리변수의 경우 2000년대 중반 주택가격 상승기에 주택구입을 위한 대출수요와는 부(-)의 관계가 있는 것으로 나타났으나, 글로벌 금융위기 이후의 생계비 및 자영업자의 사업자금 충당을 위한 대출수요와는 유의미한 관계가 없는 것으로 분석되었다. 한편 대출취급시기별 및 차주 연령별 코호트 분석에서는 주택가격 상승기에 취급된 대출의 경우 부도확률이 상대적으로 더 높았고, 채무부담능력이 취약해지는 고연령층의 경우 다른 연령층에 비해 부실위험이 높은 것으로 드러났다.

The Korea’s household debt has continued to grow at a high rate without deleveraging since the early 2000s. As a result, the accumulation of household debt is seen as one of the biggest risk factors in terms of the macroeconomic soundness. Therefore, in this study, I will try to conduct a comprehensive and in-depth analysis on household debt problem and suggest policy implications. In the first paper, I analyze the relationship between household debt and consumption. The results show that there is a nonlinear relationship between household debt and consumption. In other words, household debt has a positive effect on consumption by easing liquidity constraints up to certain level, but if household debt exceed the critical level it has a negative impact on consumption. It is shown that the threshold constraining consumption is 34% for DSR(debt service ratio) and 230% for the debt-to-disposable income ratio. Twenty percent of indebted households are found to be exceeding the threshold. This means that 20% of indebted households are spending less than the optimum level of consumption due to their excessive debts. If household debt continues to increase, macroeconomic soundness is likely to be undermined by growing the effect of household consumption contract. Therefore, effective policy measures to curb household debt need to be taken. In this regard, the DSR regulatory ratio (40%, based on commercial banks) is generally assessed to be appropriate level given that the DSR’s threshold level for shrinking consumption was estimated at 34% in this paper. So when applying DSR regulation it is necessary to shift from bank basis to borrower basis in order to heighten the effectiveness of regulations. The second paper is study on household’s credit constraints, a special form of financial exclusion. In order to analyze the determinants of credit constraints, I define households borrowing non-banking credit loans as credit constraint households. The results show that the most dominant factor in affecting credit constraints is the net assets of households. Income is an important variable for credit constraints, but it does not have a significant effect on credit constraints in equation that include net asset as an explanatory variable. In addition, there is a higher probability of credit constraints for temporary and self-employed people compared to regular workers. The degree of education and financial knowledge also act as determinants of credit constraints. Lower education and weaker financial knowledge are associated with greater credit constraint. In light of these analyses, policy authorities need to carrry out household credit policies in a way that encourages banks to extend the grey zone loans actively. Additionally, continuing effort must be strengthened to promote financial and economic education for the people. Third paper examines the borrowing behavior of Korean households and the causes of loan defaults using hand-collected granular data. It tries to establish a set of models that determine the original amount and delinquency of loans, using financial and non-financial factors extracted from individual accounts and regulatory factors such as macroprudential tools as independent variables. Our empirical findings suggest several meaningful implications. First, the application of LTV and DTI regulations at the time of borrowing turns out to be very effective in reducing the amount of loans and household’s leverage (loan-to-income ratio or loan-to-collateral) and also in mitigating loan defaults. Secondly, it is found that changes in housing prices are closely related to the size and delinquency of loans. A rise in house prices drives up loans due to the household’s affirmative attitude. Conversely, the downturn of house prices has a negative effect on the soundness of existing loans, heightening the motive for strategically defaulting, notably when the auction price of a collateral house is below its loan balance. Lastly, vintage and age cohort analyses show that there are relatively higher default risks in loans extended during the period of steeply rising housing prices and in those of seniors whose loan-to-income ratios are much higher and therefore have weakened debt servicing capabilities.
