It is not a fixed model of management and therefore every country can decide an appropriate rating system according to the development of country and film industry. In this study, the film rating system was classified into three models according to the main agencies of classification, such as government-oriented film rating system (Singapore, Australia), civil independent organization-oriented film rating system (the United States, Japan) and public agency-oriented film rating system (Korea, the United Kingdom). Although the main agencies, criteria and procedures of the film rating system are different by countries, but it has played a very important role in its development of film industry. Although many countries in the world have implemented the film rating system one by one, China still enforces the film censorship system. The film censorship system in China does not open the main agency of censorship, has ambiguous criteria of censorship, and is not fair in its procedure of censorship as well, thus generating many problems. First, the film censorship system constricts film maker’s freedom of expression. It deprives audience of their rights of viewing and appreciation of movies. In addition, it approves excessive violence and propaganda, and therefore youths are exposed to negative effects. In this regard, the film censorship system in China causes many troubles to the development of Chinese film industry. Since the film rating system could improve/supplement the problem of the film censorship system, it is necessary for China to introduce the film rating system into it. In this study, the author examined the legal/systematic environment of Chinese film industry and then looked into every agency’s recognition of introduction of the film rating system into China. Study findings seem to present the fact that China has already equipped with necessary and sufficient conditions for the introduction of the film rating system fully, and is possible to implement it as well. Since film-related laws have been revised and people in the circles of film industry support the introduction of the film rating system, it seems to be a proper time for Chinese government to introduce the system into China.
