This article will examine the Social dialogue in Germany which had flourished from the 1960s through the 1970s to clarify the structural, institutional conditions and how did it respond to their transition for innovation. For the structural condition, this article will review the industrial structure in Germany. For the institutional condition, labor relations in the country will be tracked. For the structural condition, we should check the Industrial structure in the 1960s and 1970s, when corporatism was in prosper. West Germany sparked 'Miracle on the Rhine', which went on with a 5.9% annual national growth rate on average, granting rapid economic development and a high employment rate. Hence, the country's economy was heavily leaning on the manufacturing industry. The workers from that sector formed a strong backbone for trade unions in Germany. There were more than 7 million people in the Union in West Germany. However, labor relation was most stable among the countries in the western block showing the lowest strike after World War II. The economic boost in West Germany and Manufacture industry enabled the strong trade union by industry. This background brought social dialogues that created a series of acts like 'Konzertierte Aktion, ' Bündnis für Arbeit', and 'Social partnership model' determining the labor relations in the country. Next, this article will follow the transition of environmental, institutional conditions after the golden age of corporatism. In 1990, the social, economic environment fluctuates after the reunification. Two Germany had to be merged into one in the rapidly changing world. The wave of globalization urging liberalization of banking, the Unified currency of EU threatening domestic economy. This rapid transition undermined social corporatism which has been formed through several decades. This tradition met a dire challenge as static employment, inclusive labor market, and the general welfare system is being threatened. On response, Germany reformed institutional frames forming a more fluctuate labor market. As the labor union beginning retreats, 'Konzertierte Aktion' also gets faded. As a successor, ' Bündnis für Arbeit' is made. The Hartz reform tried to answer the new problems in the labor market like the high unemployment rate, booming irregular employment. To sum up, Germany was more focused on to innate flexibility of the employees. rather than superficial flexibility which turned out to be effective. this was possible thanks to the long-standing co-operative relationship between employers and laborers. In Korea, there is a large demand for nation-wide social dialogue on reforming the labor market which will enable conversation at an institutional level. The Moon Jae-in government also declared 'Labor-respecting society' one of the main goals stressing social dialogue for the way to achieve it. This found the new organization for the social dialogue, called 'Economic, Social and Labor Council (ESLC)' trying to deal with initial issues in the labor market. ESLC doesn't actually benchmark the social dialogue in Germany back in the 1960s to 1970s. however, it would be quite difficult to look forward to a similar outcome again in Korea. For there are some fundamental flaws as a latecomer, Korea doesn't have any similar background that brought Germany fruitful outcome back in the old days. However, In the present day, even Germany lost their legacy of corporatism. Their adaptation and transition of corporatism, social dialogue in the 2010s will bring meaningful insight into the present situation of Korea.
