The improvement of safety management through the analysis of accident cases in multi-use facilities : focusing on the class-iii facilities원문보기

In Korea, multi-use facilities with various forms and uses are increasing rapidly. However, there is a limit to coping with this rapidly changing multi-use facility with existing legal system. In January 2018, small facilities used by a large number of people were incorporated into the Facility Safety Act from the Disaster Act, and designated as the Class-III facilities for safety management. The safety management of the Class-III facilities is based on the evaluation of the safety level in the disaster law and is currently insufficient to apply to the multi-use facilities of various forms and uses.
Safety management for multi-use facilities is specified in the Indoor Air Quality Control Act, the Disaster Act, the Building Act, and the Multi-Use Business Act. However, it can be seen that the concepts for multi-use facilities are different. The concept of a multi-use facility is not uniform across laws and institutions, leading to confusion when applying the law to a multi-use facility.
The purpose of this study is to derive the problem of safety management through the accident cases of multi-use facilities, and to suggest the improvement plan for the safety management of multi-use facilities among the Class-III facilities through the comprehensive analysis. The research method was selected by selecting two neighborhood living facilities, three nursing and medical facilities, and three sales facilities, which have suffered A great deal of human and physical damage during 10 years of social disaster. The problems of safety management were analyzed in terms of legal and institutional aspects, facility management, and architectural and structural aspects, and suggested effective improvements.
First, in legal and institutional aspects, voluntary participation of existing facilities should be encouraged by expanding government budget support for firefighting installations and utilizing fire insurance discounts. Safety management should be enhanced by strengthening the safety standards of automatic door facilities installed on evacuation routes.
Second, in facility management aspects, an emergency response system for education, training and facility management for safety managers should be established. Evacuation manuals for users of facilities should be installed and the performance of firewalls and fire doors should be marked. In case of an emergency, a warning sign must be attached to the elevator, and insufficient night personnel should apply a remote monitoring system using CCTV to secure fire safety.
Third, in architecture and structure aspects, evacuees should be promptly evacuated by installing LED evacuation induction lamps. In the same fire zone, fire compartments according to the fire load are to be applied and temporary horizontal evacuation facilities are to be installed before vertical evacuation.
It is expected that multi-use facilities for various purposes will be safe spaces through this study by utilizing the improvement measures of the legal and institutional aspects, facility management aspects, and architectural and structural aspects suggested above.
