However, the sophisticated cultural space which had been created through domestic urban regeneration business proceeded in a situation where capital and business were put in first without systematic operating method, the industrial heritage, the region's history and traces, have been turned into the unoccupied spaces and are being idled again. In particular, small Cultural Facilities in the region are more severe as the population inflow is difficult with low accessibility compared to the extensive Cultural Facilities in the city center. Therefore, the purpose of this study is to examine the current status and problems of the sophisticated cultural space Dambit Art Space and Hae Dong Art&Culture Platform, which have been reproduced as the Abandoned Buildings of Damyang-gun, a relatively small-scale local government located near Gwangju to analyze whether its public meanings and activities are well manifested and to suggest an applicable promotion plan to improve such problems. Along with continuous observation of each space, in-depth interviews with experts and employees, and surveys of visitors and local residents were carried out to enhance the reliability and validity of this study. This study also briefly examines domestic and foreign precedent studies. Domestic cases include Gwangmyeong Upcycle Art Center, Samnye Book City in Wanju, and Factory of Contemporary Arts in Palbok in Jeonju, which were selected for the 'Renewal of Industrial Complexes and Waste Industrial Facilities' Culture Projects conducted by the Ministry of Culture, Sports and Tourism, such as Dambit Art Space and Haedong Culture& Art Culture Platform. For the overseas cases, Baan Kang Wat Art Village in Chiang Mai, Thailand and Naoshima Art Project in Japan were examined. Baan Kang Wat Village pursued a sustainable life where local people and art villages coexist. And the citizen is participating smoothly for a long time at Naoshima Art Project. In the meantime, domestic cases have caused various problems in terms of locality, publicity, and placeness due to Lack of public sphere due to voluntary and independent participation of local residents. Cultural Facilities through the regeneration of Abandoned Buildings can be sustainable only when the voluntary participation of local residents is linked to each other by ensuring the placeness of history and cultural value, which have been in charge of publicity and main functions of the region by the planners and artists. This requires content that is easily accessible and that visitors can stay long. The identity and regional characteristics of Damyang-gun are relatively firmly positioned with keywords such as bamboo, eco, and relaxation. However, programs are insufficient to reflect or build such identities in Dambit Art Space and Hae Dong Art&Culture Platform. If the programs are linked with the main tourist attractions and Cultural Facilities in the region, activating communication with the residents through the culture and arts, it will increase the attachment to the residents and will be sustainable spontaneously. In addition, most of the Cultural Facilities through urban regeneration in Korea are currently in progress for less than five years without a systematic operation plan. Most of the employees in the Damyang Cultural Facilities also consist of contractors with less than one year with a lack of expertise and manpower. For stable and continuous operation, it is necessary to prepare policy measures to make a long-term contract for the workforce in the space, inducing the enjoyment of culture and art in daily life through the unique contents of the community.
