본 연구의 목적은 라오스 농촌지역의 빈곤퇴치를 목적으로 하는 농촌개발정책과 관련한 사회적 자본의 영향을 규명하려는 것이다. 농촌개발정책은 단계별 의사결정과 정책기획, 정책실천과 관리감독에 있어 정부와 지역사회 간 협력적 파트너십을 구축하고, 사회적 자본을 생성함으로써 라오스의 사회∙경제적 발전에 기여한 것으로 나타났다. 본 연구는 Woolcook(1998)의 사회적 자본 개념을 이론적 배경으로 하여 정부의 정책수행역량과 지역사회 발전 그리고 지속가능한 농촌개발에 직간접적으로 영향을 미치는 요인을 거시적∙미시적 관점에서 배태성(embeddedness)과 자율성(autonomy)의 측면에서 규명하고자 하였다. 연구방법은 구조방정식모형을 활용한 양적 분석을 시도하였다. 현재 라오스에서 추진되고 있는 새마을운동 시범사업 마을, 삼상운동 추진 마을, 그리고 개발프로그램이 시행되지 않은 마을을 선택하여 주민 500명을 대상으로 조사를 실시하였다. 개발프로그램이 시행되지 않은 마을은 새마을운동과 삼상운동을 추진한 마을의 사회적 자본 축적 정도를 비교분석하기 위하여 조사 대상에 포함하였다. 연구모형에서는 지역사회 발전에 각각 유사한 수준의 긍정적 영향을 미치는 독립변수인 진정성, 시너지, 연계성, 그리고 통합성을 설정하고, 종속변수로는 정부 정책수행역량, 지역사회 개선 정도, 그리고 삶의 질 향상을 설정하여 두 변인 간의 관계를 측정하고자 하였다. 분석결과, 변인간 연관성에서 새마을운동을 추진한 마을이 조사대상 마을 중 가장 높은 회계계수를 나타내었고 지역사회개발에 지속적인 영향을 미친 것으로 분석되었다. 삼상운동을 추진한 마을과 개발프로그램이 시행되지 않은 마을에서는 마을지도자와 마을주민간의 긴밀한 협력관계를 나타내는 아래로부터의 지역사회 연관성을 개선해야 할 필요성이 있는 것으로 분석되었다. 이들 마을들은 마을지도자들의 리더십역량을 개발하고, 지역사회 소속감, 참여의식, 의사결정, 그리고 임파워먼트를 증진시킬 수 있도록 지역사회 내외부의 네트워크를 강화할 필요성이 있는 것으로 나타났다. 분석 결과를 바탕으로 새마을운동을 통한 농촌개발정책을 추진하는데 요구되는 주요 요인을 규명하였다. 마을개발을 위한 각종 정책사업의 성과 창출을 위해서는 정부의 역할 및 주민참여와 같은 요인들이 매우 중요하며, 정부 주도의 하향식 개발을 통한 거시적 사회적 자본의 영향에 있어, 결과적으로 적절한 정부개입이 정책성과 도출에 매우 중요한 요인이 되고 있음을 알 수 있었다. 정부에서는 정책권한 및 의사결정 역량을 확보하면서 교육 프로그램 제공, 기술 및 재정 지원과 같은 정책서비스를 공급하는 것이 중요하다. 라오스의 새마을운동 추진 효과 제고와 실천 확대를 위하여 정부의 정책역량 및 정부와 지역사회의 협력에 대한 자율성과 배태성을 동시에 확보해야 할 필요성이 있다. 새마을운동이 지역사회의 의식개선과, 자발적 참여, 그리고 지역주민간의 신뢰와 호혜성을 증진하는데 긍정적 영향을 미친 것으로 볼 때, 새마을운동을 추진했던 마을에서 관찰된 연계성과 통합성은 농촌개발정책 추진성과의 효과성을 증진시키는 기제로 작용할 수 있을 것으로 판단된다. 결과적으로 새마을운동은 지역사회의 의식적 계몽 효과를 창출하고, 마을개발을 위한 실질적인 지침을 제공하였으며, 이를 뒷받침하기 위해 마을지도자의 리더십이 발현되었다. 이러한 개발효과를 증진시키기 위해서는 마을주민과 일선 공무원 및 기타 유관기관 간 정보 공유와 토론 그리고 의사결정 과정에서의 참여가 요구된다고 할 수 있다.

This study aims to explain the impact of social capital on Laos’s rural development policies targeted at poverty reduction in rural areas. The policies have enhanced socioeconomic development as a result of collaborative partnership established and social capital mobilized between government body and local community organizations in the project decision-making process, planning, implementing, and monitoring of development activities. This study is based on Woolcook’s (1998) theoretical concept of social capital at macro and micro-level of ‘embeddedness’ and ‘autonomy’ that can directly or indirectly impact on government performance, community improvement and sustainability in rural development. The study used qualitative methodology through Structure Equation Model (SEM) analysis. Five hundred respondents were observed through three different field studies of community development programs in Lao PDR such as Saemaul Undong village, Laos Sam Sang village, and another village (No-Treatment village) which does not have any specific program being implemented. This village was considered in order to compare its findings with the impacts of social capital in the Saemaul Undong and Laos Sam Sang villages. The model estimated probabilities between dependent variables (Government performance, community improvement, and quality of life) and independent variables of social capital factors (integrity, synergy, linkage, and integration) of village study, which almost had the same level of positive impact. However, linkage at the Saemaul Undong village showed the highest regression coefficient and most consistent impact on community development than others. The Sam Sang village and No-Treatment village need to improve bottom-up community linkage in close cooperation between the village leaders and villagers. These villages also need to build networks within and outside the community in order to promote village integration of sense of community, participation, decision-making, and empowerment by improving community capacity building of leaders and leadership. This research has examined the critical factors relating to the Saemaul Undong rural development policy. Factors such as the role of government and residents' participation are critical in achieving project outcome. The impact of social capital at the macro-level through a top-down development approach considers the government involvement as an important factor to achieve project success. The government secures the authority and decision-making power, and mostly provides services and assistance to the community such as education, technological and financial support. It is necessary for the Saemaul Undong established in Laos to have strong autonomy and embeddedness of government capacity and public-private cooperation at the local communities. Secondly, linkage and integration observed in the Saemaul Undong village can serve as a mechanism to increase the effectiveness of rural development policies outcome. In this regard, the Saemaul Undong has high positive effect by community awareness, voluntary participation, trust and reciprocity among villagers. It has created community spiritual enlightening and improvement through reliable guidance and supported by village’s leaders and leadership cooperation. The Saemaul Undong village needs frontline local officials and other organizations as opportunity to sharing information, discussion and decision-making process for their community development.
